俄罗斯等国对军警遂行反恐任务中的权益作出五点保护：遂行反恐任务身体受到伤害、牺牲者,国家给予补偿金赔偿;因遂行反恐任务人身安全受到恐怖威胁,提出整容要求者国家予以解决;遂行反恐任务期间的军龄优惠计算;处置恐怖事件造成的损害免于法律追究;处置恐怖事件损失的个人财产由国家赔偿。俄罗斯等国对军警遂行反恐任务中权益保护的做法,对我国有两点启示：要进一步完善保护遂行反恐任务的武警官兵生命权等权利的法律;要进一步完善保护遂行反恐任务的武警官兵经济权利的法律。     

应用于引信遥控装定的火控信息交联装置

自差式多普勒无线电引信发射和接收装置是引信遥控装定的重要内容.在装置中引入单片机和FPGA技术,能快速、准确的装定已经出炮口300 ms以上的密集弹药,选择工作方式,可供选择的工作方式有近炸、碰炸、遥控炸、定时(距)炸.引信具备近目标发射电磁波功能,能有效抗有源干扰、海杂波干扰和信道干扰.FPGA的高度集成特性减小了编码和解码、调制与解调电路的体积,减小了引信工作电路.     

Modeling and analysis of a mixed‐model assembly line with stochastic operation times

We consider a mixed‐model assembly line (MMAL) comprised a set of workstations and a conveyor. The workstations are arranged in a serial configuration. The conveyor moves at a constant speed along the workstations. Initial units belonging to different models are successively fed onto the conveyor, and they are moved by the conveyor to pass through the workstations to gradually generate final products. All assembling tasks are manually performed with operation times to be stochastic. An important performance measure of MMALs is overload times that refer to uncompleted operations for operators within their work zones. This paper establishes a method to analyze the expected overload times for MMALs with stochastic operation times. The operation processes of operators form discrete time nonhomogeneous Markov processes with continuous state spaces. For a given daily production schedule, the expected overload times involve in analyzing the Markov processes for finite horizon. Based on some important properties of the performance measure, we propose an efficient approach for calculating the expected overload times. 基于数据库的MO图层控制机制

MapObjects中对图层的控制方法是预先将图层的控制信息写在程序里,在程序运行时对图层进行约束。这种通过编写程序进行控制的方法不但比较麻烦,而且当图层的控制方式发生变化时,维护困难。提出基于数据库的图层管理和控制机制,先将图层的控制信息放在数据表里,系统运行时动态读取图层的控制信息,实现对图层进行方便、直观地约束。     

带紧扰动的m-增生算子的拓扑度理论

本文借助于一种单值化技巧,以经典的Leray-Schauder度为工具,构造了带紧扰动的m-增生算子的拓扑度。并讨论了该度的基本性质,导出了一个值域定理与锐角原理。     

基于量子双向RRT算法的多平台反舰导弹协同航路规划

针对反舰导弹航路规划面临的动态威胁环境和多平台协同打击问题,提出了一种基于量子双向RRT算法的反舰导弹协同航路规划方法。采用动态坐标设置动态威胁,实时地避开动态威胁;通过取预规划终点方法,实现对目标的时间和空间协同打击;结合量子进化思想,将RRT算法中的扩展方向量子化表示,提出了一种量子双向RRT算法,并应用于航路规划。仿真结果表明,该方法可有效规避动态威胁和解决多平台反舰导弹航路规划的协同问题,并显著地改善了RRT算法的全局收敛性,得到了航程更短的航路。

任务规划系统作为举世瞩目的高科技技术,已经引起了广泛的关注和应用.目前世界上一些主要国家都在研制任务规划系统,且进展很快.为了更好地推进我国学者对于任务规划系统的研究,对任务规划系统的研究进行了全面综述.主要内容包括任务规划系统的发展、应用、主要实现方法及未来发展方向.在应用中,综述了任务规划系统在战场态势评估、无人飞行器、机器人领域的应用.在主要实现方法中,主要描述了数学规划、D*优化算法、Agent方法和遗传算法四种方法.最后给出了任务规划系统未来发展方向:现代技术的融合、发展战略级任务规划系统及未来社会任务规划系统预研.     

The politics of defense revival in Argentina

In marked contrast with previous decades, defense issues in Argentina have started to receive increasing political attention over the last few years. The main goal of this article is to account for this new found interest in defense policy. The article contends that this revival could be accounted for by both the implementation of a neo-developmentalist strategy and a type of control that emphasizes civilian oversight over the armed forces. Both factors have promoted the implementation of policies that favored an increase in the military budget, the reconstruction of the defense industry and the establishment of a new military doctrine. This article evaluates the impact of factors that have not been previously considered by the literature on defense attention in South America.
