International safeguards is the system of measures put in place by the International Atomic Energy Agency and states to ensure nuclear programs remain dedicated to peaceful purposes. This international safeguards system consists of agreements, inspections, and evaluations that have never considered the safeguards culture of a state or facility. Neither a common definition nor an understanding of safeguards culture is internationally recognized. This article provides an analysis of the concept of safeguards culture and gauges its value to the international safeguards community. The authors explore distinctions among safeguards culture, safeguards compliance, and safeguards performance, and suggest possible indicators of safeguards culture and methods to promote a strong, positive safeguards culture. 相似文献

As terror’s victims increase, hard currency commitments gain effectiveness in reducing inflation, and central bank independence loses its effectiveness, because terror reduces transparency and the number of veto players in domestic politics. PCSE (Panel‐Corrected Standard Error) estimations of inflation are run on pooled cross‐section time‐series sample of 87 countries from 1975–2005. When the trend level rises to 100 victims annually a currency board reduces inflation by up to 7.5%, and an independent bank raises inflation by up to 8%. When victims exceptionally exceed the trend by 100, a currency board reduces inflation by 2.5%, and an independent bank raises it by 2%. 相似文献

This article discusses the validity of national security threats in Botswana and whether they justified the creation of the Directorate of Intelligence and Security Services (DISS), which has been controversial since its formation. Since its inception in 2008, the DISS has been accused of many human rights violations and politicisation. Without fully deliberating on the basis for its creation, some discourses have focused on the politicised operations without relation to what the DISS is supposed to be doing. The author works under the assumption that debates should be shaped by whether it was necessary to create the DISS, and, if so, how we can shape and steer debates on its oversight, management, reform and operations. This article argues that despite the politicisation of the DISS, Botswana's national security threats are both real and imagined; and that domestic threats to national security have moved from the conceptual ‘imagined’ category to the ‘real’. However, that in itself did not warrant the design and mandate of the DISS, and the article argues that it was external threats that really warranted the creation of a civilian intelligence agency. The article concludes that Botswana faces a plethora of external security threats – traditional and non-traditional – that warranted the creation and continuance of the DISS. 相似文献

This article analyzes the quality of the Egyptian and Israeli intelligence advice and decision-making process in the October 1973 War as key factors that determined its course. Following a background to the subject, we focus on the 9–13 October standstill stage, in which Sadat decided, despite his generals’ advice, to renew the Egyptian offensive. Effective Israeli intelligence collection about the coming attack, which was well used by the decision-makers, saved Israel from accepting an undesired ceasefire. Stay-behind networks in France were set up starting in 1948 and were aimed at responding to the possibility of a Soviet armed attack into Western Europe. Participants were identified, and arms and explosives cached, to be activated in case of hostilities. This activity became folded into a multilateral effort under the Allied Coordination Committee (ACC) of NATO. In France, the network was run as a highly compartmented activity under the French external intelligence service (DGSE). As the Soviet threat receded, the stay-behind activity became more and more dormant, and in 1990 it was quietly disbanded, immediately after the P-2 scandal broke in Italy. 相似文献

Based on full access to Norwegian archives up to 1970, the article describes the origins and development of ‘stay-behind’– an organized preparedness, under the aegis of the Norwegian Intelligence Service, for intelligence and sabotage behind enemy lines in case of a Soviet occupation. Initiated by Defence Minister Jens Christian Hauge, wartime leader of the Norwegian military resistance, the set-up built on lessons learnt during the German occupation, when effective resistance was hampered by inexperience and improvisation. Secrecy and security, and national Norwegian control albeit with cooperative links with British and American secret services, were distinctive features of the networks that came into being from 1948 onwards. NATO began to take an interest from 1952, but SACEUR's main concern was for ‘retardation’– guerrilla and sabotage activities to delay Soviet forces even before entering NATO territory. 相似文献

In 1924, HMCS Thiepval provided logistical support to a British attempt to circumnavigate the world by air. But the ship had another secret mission. Concerned America and Japan were fortifying their north Pacific possessions in violation of the 1922 Washington Treaty, and fearing war might be inevitable, the Canadian navy sent the Thiepval to covertly spy upon American and Japanese facilities. The Pakistani security forces have won their fight against the insurgency of the Pakistani Taliban, though terrorism will remain a serious problem for the foreseeable future. Victory was won not chiefly on the basis of new tactics, but of the recovery of legitimacy for the campaign among the population and the armed forces. This occurred when the war came to be seen as one waged not in the interests of the USA, but for the defence of Pakistan. In Balochistan, the nationalist insurgency has been different from and weaker than that of the Taliban—but may prove longer lasting. Military tactics in Balochistan have closely resembled those of the British Raj, and have been based with some success on fomenting tribal divisions and co-opting tribal elites. 相似文献
