ABSTRACTInternational efforts to hold the government of President Bashar al-Assad accountable for the use of chemical weapons in the Syrian Civil War have entered a new phase. For the first time, the Organisation for the Prohibition of Chemical Weapons (OPCW), the international organization responsible for implementing the 1993 Chemical Weapons Convention, has been empowered to identify the perpetrators of chemical attacks in Syria. The Investigation and Identification Team (IIT), which was formed to conduct the OPCW’s new attribution mission, has announced its intention to investigate and identify the perpetrators of nine chemical attacks in Syria, including the April 7, 2018, attack in Douma. This article reviews recent efforts to attribute chemical attacks in Syria, describes what we know about the nine incidents to be investigated, summarizes what is known about the Syrian government officials, military commanders, and chemical-warfare scientists suspected of being responsible for these attacks, discusses what to expect during the next phase of the attribution process, and offers insights into how the international community can move beyond attribution to accountability. Accountability is necessary to provide justice for victims and to prevent future incidents by demonstrating that perpetrators of chemical attacks will be identified and punished. 相似文献

The utilization of chemical weapons to quash domestic rebellion is a drastic action for a regime facing domestic challengers to take, especially given the reputation costs and risk of international intervention. However, recent developments have illustrated that some regimes have contemplated and implemented extraordinary measures (including the use of chemical munitions) to quash rebellion. This study addresses the question of why some states utilize chemical weapons against domestic challengers while others refrain from this level of state repression. I argue that the utilization of chemical weapons has both domestic and international elements. Specifically, that ethnic cleavages that lead to secessionist challenges and factors associated with inter-state rivalry impact the likelihood that a state utilizes the employment of chemical munitions. I test my argument and other explanations regarding repression with a casestudy approach utilizing captured Iraqi Government documents comparing Iraq’s Al-Anfal campaigns with developments during the recent Syrian Civil War. 相似文献

ABSTRACTThe popular use of the term “weapons of mass destruction” (WMD) can be understood to imply a relationship between nuclear, chemical, and biological weapons proliferation insofar as it assumes that the separate weapons technologies can be usefully grouped into a single analytic category. This article explores whether WMD is actually a useful construct. It begins by reviewing the literature on nuclear, chemical, and biological weapons proliferation, including a recent study that sought to estimate the relationship between the pursuit and acquisition of these different weapons. It then explores some policy inferences that academics and policy makers may be tempted to draw from these studies, particularly regarding the Barack Obama administration's pursuit of deep nuclear reductions. It argues that many of these policy inferences are premature at best and misleading at worst. It concludes with a call for additional research into the causes and consequences of chemical and biological weapons proliferation, and a call for scholars to remain cautious in their desire to draw premature policy implications from their studies in order to be “policy relevant.” 相似文献

The 17th Conference of the Parties (COP17) had been anticipated as the ‘African COP’, not only due to the African venue but also due to the opportunity it would afford African countries – with South Africa at the helm – to steer the debate on a global climate change regime. With the conference now over, lobby groups, international organisations, negotiators, observers and commentators alike have been taking stock of its outcome. Despite the litany of developmental and security implications of climate change, COP17 got underway with little hope that much might actually be achieved. In light of the discouraging condition of the global economy, with leading developed economies suffering financially, states were hardly in a mood to be making concessions that would impact their fiscal health. Nonetheless, an agreement was reached. Questions remain, however, about the significance of the outcome of the African COP for the world at large, but ultimately also for Africa. 相似文献

Most historical accounts of the atomic bombings of Japan show little interest in Britain's explicit authorization for the attacks. Meanwhile, the few historians who have attempted to explain it rely on a unitary, rational actor model of the British state that is misleading. This article demonstrates that high-ranking British officials became anxious early on about the strategic consequences of a peremptory use of the new weapon. Therefore, especially over the course of 1944 they sought to engage Washington on the linked questions of the bomb's wartime use and its postwar control. However, these officials' initiatives were rebuffed by Prime Minister Winston Churchill, who paved the way to the bombings based on a fervent desire for Anglo-American integration, and on a dim understanding of the bomb's revolutionary potential. 相似文献

India and Pakistan are currently engaged in a competition for escalation dominance. While New Delhi is preparing for a limited conventional campaign against Pakistan, Islamabad is pursuing limited nuclear options to deter India. Together, these trends could increase the likelihood of nuclear conflict. India, for example, might conclude that it can launch an invasion without provoking a nuclear reprisal, while Pakistan might believe that it can employ nuclear weapons without triggering a nuclear exchange. Even if war can be avoided, these trends could eventually compel India to develop its own limited nuclear options in an effort to enhance deterrence and gain coercive leverage over Pakistan. 相似文献

The simulation of the artillery interior and intermediate ballistics problem is performed to investigate the influence of a gas dynamics device, muzzle brake, on the muzzle hazard phenomena, such as flash and blast waves. The correlation of the chemical reactions with the characteristics of the muzzle flow field is analyzed by the simulation for a further understanding of the secondary combustion phenom-enon of the muzzle flow. The novel structure of muzzle flow caused by the muzzle brake is presented by the simultaneous solution of the interior ballistics model and multi-species Navier-Stokes equations in order to analyze the influence of the muzzle brake structure on the chemical reactions. The secondary combustion of the muzzle flow due to the oxygen-supplement chemical reactions is obtained by the chemical reaction kinetic model. The interaction of the blast waves released from the muzzle brake is illustrated in detail and the mechanism of the formation of muzzle flash is analyzed. This research provides a reference for the studies on the suppression of the muzzle flash. 相似文献

Russian reliance on its non-strategic nuclear arsenal has been an ongoing concern for security experts. What is the Russian de facto employment doctrine for this arsenal? This article argues that Russian non-strategic nuclear weapons (NSNW) have no defined mission and no deterrence framework has been elaborated for them. This study disentangles Russian thoughts and deeds about regional nuclear deterrence and the role of NSNW in it. Situating the Russian case in the comparative context, the article argues that establishing a coherent theater nuclear posture and streamlining it with the national level deterrence strategy is a demanding and frequently unfulfilled task. It is likely to remain as such for both current and prospective nuclear states that consider an asymmetrical deterrence posture. 相似文献
