As fixed facilities, naval fortresses seem unlikely to be important in a sea denial strategy which is usually about mobility, but new defence technologies and the changing geostrategic environment may revive the concept of the fortress. Extended ranges of anti-ship means allow onshore firepower to engage enemies over distance, even beyond the economic exclusive zones where most maritime territorial disputes occur. In the face of size limits on missile warheads that constrain their destruction of hardened targets, various active and passive defence technologies against missiles can enhance the survivability of onshore fortresses. Furthermore, onshore locations give fortresses the advantage of being unsinkable and able to accommodate greater energy and firepower capacity in contrast to vessels, as well as other mobile platforms. The onshore nature of fortresses also gives a different political meaning to being attacked, for the clear violation of sovereignty, as opposed to vessels and aircraft in a disputed space. However, the fact those fortresses are not invincible means cooperation with other existing capabilities still necessary. The case of Vietnam demonstrates how fortresses could strengthen the inferior defence capability of a coastal state vis-à-vis. a stronger sea power.  相似文献

In a succession of disclosures over the summer of 2011, the People's Republic of China acknowledged the near completion of its first aircraft carrier and the initiation of a carrier building program. These revelations have come at a time of increased tension in the South China Sea on top of the wider worries in the region concerning China's overly assertive stance and the pace of its military modernization. This perspective will examine why the status of the vessel and the program have now been made public, in addition to surveying the wider implications this upgrade to Chinese maritime capabilities will have on the stability of the region over the coming years. However, this paper concludes that there is, at present, no reason for the sensationalism nor the threat‐mongering seen in many media outlets, of late. Hastily drawn conclusions based primarily on realpolitik fail to understand the nuances of this issue.  相似文献

In recent years, China has made stunning progress in its satellite reconnaissance capabilities. Starting from almost no capacity for live surveillance ten years ago, today the PLA has gained the capability to support real-time tactical naval operations from space. China's suite of electro-optical, synthetic aperture radar, and electronic intelligence satellites would be key to its anti-access/area denial capabilities, through which the PLA could deny the United States military the capability to operate with impunity close to its shores. Furthermore, these achievements suggest a shift towards more military-dedicated space assets and form the contours of a crucial support system for expanded PLA operations.  相似文献

This article makes three arguments about the Sino-American competition, the Sino-Indian rivalry, and the US-India partnership. First, past maritime-continental rivalries suggest that China will pose a greater challenge to American interests as it confronts fewer threats on land, while the US may require continental allies to counter-balance China's rise. Second, whereas a Sino-Indian continental security dilemma could benefit the US by compelling China to invest in capabilities that do not threaten it, a Sino-Indian maritime security dilemma could have the opposite effect. On 8 March 2009, five Chinese vessels shadowed and aggressively maneuvered in close proximity to the US Naval Ship (USNS) Impeccable. This paper seeks to explain the incident and its aftermath in the context of Chinese coercive diplomacy. China's strategy, designed to motivate the US to cease surveillance operations near its militarily sensitive areas in the South China Sea, included three components: (1) the use of military provocation, (2) a coordinated media campaign, and (3) a challenge to US interpretations of the United Nations Convention on the Law of the Seas (UNCLOS). This study goes beyond traditional research on Chinese use of force to explain why China's coercive diplomatic campaign took the form it did. Only by understanding the nature and factors affecting Chinese coercive diplomacy can the US design the effective counter strategy needed to protect US regional and global interests.  相似文献

This article argues for the continued relevance of the work and theories of the British Geostrategist Sir Halford J. Mackinder (1861-1947). It asserts that commentators and scholars who seek to marginalise Mackinder have too often dismissed his theories without setting them in the context of their continued endorsement in crucial areas of the globe. After 1945, despite his theories being tainted by association with Nazi Germany and Imperial Japan, both Moscow and Washington recognised the utility of Mackinder’s work and tailored policy accordingly. The end of Cold War saw Mackinder fall out of favour as his model was deemed unsuitable for policy analysis by a number of influential thinkers. It is argued here that, in recent years, the arena of international politics has seen a rehabilitation of Mackinder, accompanied by a resurgence of interest in Geopolitics. Finally, the piece examines those areas of the contemporary globe where Mackinder’s influence is greatest.  相似文献

This Critical Comment seeks to situate the United Nations Convention on the Law of the Sea (UNCLOS) within the context of South China Sea (SCS) dispute. Bearing in mind that maritime actions of the main disputants – China, Vietnam, and the Philippines – increasingly “securitise” these long-standing disputes and vice versa, the study examines the concept of a maritime “regime complex.” Whereas efforts have being made to examine UNCLOS and indeed the dispute within the framework of a maritime “regime complex,” the key finding shows that the increased “securitisation” of the disputes makes it difficult to envisage effective engagement of UNCLOS as a resolution mechanism. It will also reveal that China's firmly established expansionist agenda in the SCS region is indicative of Beijing's susceptibility to compromise a diplomatic solution to these long-standing disputes. These discoveries are structured around the knowledge that the spatial relation of the SCS critically espouses not only its geo-strategic significance in terms of natural resources endowment, but also the enduring maritime disputes within the region.  相似文献
