ABSTRACT

China’s efforts to build a ‘new type of great power relations’ and a ‘new type of military-to-military relations’ do not constitute a major turning point in relations with the United States. Political relations set limits on military cooperation, and the two sides have been unable to construct a sustainable strategic basis for relations. This has contributed to an ‘on-again, off-again’ pattern in military ties. Trends show a pattern of frequent disruptions in military-to-military relations from 2000 to 2010, followed by an increase in interactions beginning in 2012. Nevertheless, obstacles on both sides are likely to limit mutual trust and constrain future development of military-to-military relations.  相似文献

In various scenarios, consumers may become satiated with products, and the degree of satiation is directly associated with their prior experiences. Confronted with consumer satiation, the seller is unable to either identify consumers who have a higher likelihood of being satiated ex ante or distinguish satiated from non‐satiated consumers ex post. Therefore, the seller should address dynamic selling, valuation uncertainty, and quantity decisions, all of which are important operational issues. We consider a two‐period problem in which consumer types are influenced by their prior consumption experiences. Faced with these consumers, the seller intends to optimize quantities and adjust the prices of the products in each period to maximize revenue. We find that the seller may reduce ex ante production quantity as some consumers become satiated. Moreover, the ex ante quantity is first decreasing and then increasing with regard to the satiation rate. Furthermore, two‐period information asymmetries may provide a rationale for upward distortion in quantity when consumer preferences are highly sensitive to first‐period consumption. © 2016 Wiley Periodicals, Inc. This Special Issue looks at the importance of institutions and the role played by international actors in crucial episodes of India’s strategic history. The contributions trace India’s tryst with war and peace from immediately before the foundation of the contemporary Indian state to the last military conflict between India and Pakistan in 1999. The focus of the articles is as much on India as it is on Pakistan and China, its opponents in war. In this article, we construct and analyze an original database of overseas Chinese equity oil investments (EOI) in order to assess the relative importance of economic and geopolitical factors in determining the type of countries that are most likely to receive those investments. We find that China's national oil companies (NOCs) choose to make considerable investments in certain oil rich countries while ignoring others. We develop and examine ‘economic opportunity’ and ‘geopolitical relevance’ explanations of Chinese EOI. The economic explanation assumes that Chinese oil companies operate autonomously despite the fact that they are state owned, and that they seek international experience in countries offering less competition but more risk. The geopolitical explanation suggests that Chinese equity oil investments are developed and coordinated by the central government as part of a geopolitical strategy that is designed to bypass the so-called ‘Malacca Dilemma’ and deepen security ties with oil-rich states through the conduct of oil diplomacy. We argue that Chinese EOI tends to reflect both corporate interests and government priorities, and that it generates more liabilities rather than benefits for China.  相似文献

Previous accounts of the arms race in the Middle East during the 1950s have focused on the imbalance that resulted from the ‘Czech deal’ of September 1955. While that transfer of weaponry by the Soviet Union to Egypt constituted both a historical turning point and sharp acceleration of the arms race, it was only one of several changes in the regional strategic balance of that decade. This article makes extensive use of archival material in order to identify five phases of the arms race of the 1950s and analyze the manner in which Israeli policy‐makers dealt with the exigencies of procurement during each phase. Except for a brief period following the arms deals with France in 1956 that marked the beginning of the fifth phase examined below, the Israelis never abandoned the attempt to obtain arms from the United States. Israel's success in maintaining a high degree of independence in foreign policy throughout this period was the result of arms purchases from Britain and France that marked each phase of the arms race examined here. Yet, the Israelis considered arms from both of these Western powers to be temporary substitutes for the arms relationship with the USA that came about during the 1960s.  相似文献

The world is mired in history again, as historical modes of competition return and historical grievances fuel the policies of multiple revisionist actors. If the end of history has ended, then it follows that the time is ripe for an engagement with history’s wisdom. We argue that the making of American statecraft—the deliberate, coordinated use of national power to achieve important objectives—can be significantly enhanced by a better understanding of the past. This essay, which draws on the extensive literature on history and statecraft, U.S. foreign policy, and the author’s own research and experiences, offers a defense of the use of history to improve statecraft, as well as a typology of ten distinct ways in which an understanding of history can improve government policy.  相似文献
