多维度把握中国特色社会主义的科学定位

所谓“中国特色社会主义”,主要强调中国社会主义发展道路的独特性,可以从四个角度对其内涵进行界定：经济文化落后的基本国情决定了其与科学社会主义的区别;一系列鲜明的时代特征体现了其与传统社会主义模式的迥异;社会主义现代化的道路又有别于资本主义现代化的发展道路;两种截然不同的政治道路则划清了其与民主社会主义的界限。     

试论汉语学习对英语学习者翻译能力的重要性

语言和文化密不可分,因此语言的学习也是文化的学习。一种文化的存在离不开交流,而文化交流离不开翻译和翻译工作者。合格的译者至少要精通两种语言。翻译工作者几乎都来自外语学习者,因此,研究英语学习者的汉语水平与其翻译能力的关系,有助于对症下药,为将来的翻译工作打好基础。

论俄语副动词汉译教学中的三要素

俄语副动词由动词变化而来,形式特殊,兼有动词和副词的特点及功能,在俄汉翻译教学中,需注意时间关系、逻辑关系、汉语表达习惯三要素。本文结合俄汉翻译实例分析这三要素,以期为俄语副动词汉译的深入探讨奠定基础,为俄语副动词汉译的教学提供借鉴。     

Between Man and Nature: The Enduring Wisdom of Sir Halford J. Mackinder

This article argues for the continued relevance of the work and theories of the British Geostrategist Sir Halford J. Mackinder (1861-1947). It asserts that commentators and scholars who seek to marginalise Mackinder have too often dismissed his theories without setting them in the context of their continued endorsement in crucial areas of the globe. After 1945, despite his theories being tainted by association with Nazi Germany and Imperial Japan, both Moscow and Washington recognised the utility of Mackinder’s work and tailored policy accordingly. The end of Cold War saw Mackinder fall out of favour as his model was deemed unsuitable for policy analysis by a number of influential thinkers. It is argued here that, in recent years, the arena of international politics has seen a rehabilitation of Mackinder, accompanied by a resurgence of interest in Geopolitics. Finally, the piece examines those areas of the contemporary globe where Mackinder’s influence is greatest.     

Strategic “defensivism” and post-reset blues: US–Russian nuclear arms reductions,missile defenses and minimum deterrence

US nuclear deterrence and arms control policy may be moving, by design and by inadvertence, toward a posture of strategic “defensivism”. Strategic “defensivism” emphasizes the overlapping and reinforcing impact of: (1) reductions in US, Russian and possibly other strategic nuclear forces, possibly down to the level of “minimum deterrence,” (2) deployment of improved strategic and/or theater antimissile defenses for the US, NATO allies and other partners; and (3) additional reliance on conventional military forces for some missions hitherto preferentially assigned to nuclear weapons. This article deals with the first two of these aspects only: the interaction between missile defenses and offensive force reductions in US–Russian strategy and policy. The findings are that stable deterrence as between the USA and Russia is possible at lower than New Strategic Arms Reduction Treaty levels, but reductions below 1000 deployed long-range weapons for each state, toward a true minimum deterrent posture, will require multilateral as opposed to bilateral coordination of arms limitations. Missile defenses might provide some denial capability against light attacks by states with small arsenals, but they still fall short of meaningful damage limitation as between powers capable of massive nuclear strikes.     

Reclaiming the Party’s Control of the Gun: Bringing Civilian Authority Back in China’s Civil-Military Relations

ABSTRACT

Since emerging as China’s top leader following the 18th Party Congress, Xi Jinping has moved swiftly to consolidate his formal authority as Central Military Commission chairman over the Chinese People’s Liberation Army. In redressing the civil-military imbalance wrought by Dengist economic reforms, the commander-in-chief has combined institutional mechanisms with the use of fear to impose authoritative civilian control over the military. This paper proposes that a combination of changes to the Chinese strategic environment has contributed to Xi’s utility of the anti-corruption campaign to purge the regime’s coercive forces of its previous underpinnings, and advances that the war on military malfeasance has given rise to a new set of dynamics in civil-military relations in post-Reform China.     

用卷积神经网络分类最大稳定极值区域实现汉字区域定位

获取对应笔画级连通区的最大稳定极值区域,实施形态学闭操作融合相距较近的最大稳定极值区域,融合后最大稳定极值区域对应的单个汉字区域;利用灰度共生矩阵描述最大稳定极值矩形区域的纹理信息,将其作为卷积神经网络的输入,卷积神经网络对最大稳定极值区域进行分类,过滤非汉字部分;利用最大稳定极值区域颜色直方图的Bhattacharyya距离等特征对最大稳定极值区域进行聚类,同一类最大稳定极值区域组合得到汉字文本候选区域;再次利用卷积神经网络对候选文本区域进行分类,过滤非文本部分,剩余的就是定位到的汉字文本区域。实验结果表明,该算法对于汉字区域定位具有良好的效果。     

基于主动知识库的地形图汉字注记智能提取方法

地形图中包含了大量的字体丰富的汉字注记 ,正确提取并识别这些汉字是图纸处理中的关键组成部分。简要分析了交互提取及自动提取两种方法的优缺点 ,提出并实现了一种基于主动知识库的结合两者优点的汉字注记智能提取方法 ,取得了很好的应用效果。
