The build-up of Japan's military apparatus in the 1990s and 2000s has been often regarded by security analysts as indicative of a departure from the country's Cold War strategic posture. Japan appears to be engaged in a process of militarisation that is eroding the foundations of its ‘exclusively defence-oriented’ policy. In the case of the archipelago's naval strategy, such assessments overlook the longstanding significance of a core feature of its defence policy, namely the surveillance of maritime crossroads delivering the wealth of the country. The paper reassesses the evolution of the Japanese strategy since the Cold War by examining the development of the Japanese Maritime Self-Defence Force's submarine force, one of the key components of the defensive shield for these crossroads. The paper argues that with the changes in the security environment of the 1990s, Japan already fielded a mature force with state-of-the-art submarines, and that the rise of a new naval competitor aiming at controlling key strategic points along Japan's sea lanes reconfirmed the critical importance of submarine operations to Japanese national security. 相似文献

Washington's so-called Maritime Strategy, which sought to apply US naval might against Soviet vulnerabilities on its maritime flanks, came to full fruition during the 1980s. The strategy, which witnessed a major buildup of US naval forces and aggressive exercising in seas proximate to the USSR, also explicitly targeted Moscow”s strategic missile submarines with the aim of pressuring the Kremlin during crises or the early phases of global war. Relying on a variety of interviews and newly declassified documents, the authors assert that the Maritime Strategy represents one of the rare instances in history when intelligence helped lead a nation to completely revise its concept of military operations. 相似文献

AbstractUnderstanding the development of Republic of Korea (ROK) seapower is central in exploring the evolution and nature of its security consciousness. This article aims to examine how the wider East Asian maritime sphere has influenced ROK perceptions of its own security and how such perceptions have come into conflict with the needs of maintaining its deterrent capabilities within the peninsular context. In doing so it concludes that for the ROK seapower has been an expression of wider engagement and international developing security concerns but that it is curtailed and influenced by the realities of the threat from the North. 相似文献

The utility of naval gunfire support (NGS) during the Malayan Emergency has been the subject of significant scrutiny. While the limitations of NGS were demonstrated in Malaya, it also has proven to be extremely useful under certain circumstances. The circumstances in which NGS has proven effective during earlier and later insurgencies have generally reflected those of the Malayan Emergency. Recent operations in Afghanistan and Iraq have been less conducive to the application of maritime power, but they did not denote the end of the naval role or the potential usefulness of NGS in counterinsurgency operations. NGS is an unheralded capability, but, aside from the historical significance, it remains relevant in the contemporary era under the right conditions. 相似文献

Russian naval nuclear fuel and reactors pose both proliferation and environmental threats, ranging from the possible theft of highly enriched uranium fuel to the radioactive contamination of the environment, whether due to accident, neglect, or sabotage. Current conditions at Russian naval bases, together with a history of accidents and incidents involving Russia's nuclear fleet, make a convincing case for the large-scale assistance that the G8 is now providing to improve the safety and security of Russian naval reactors and fuel. However, virtually no data has been released to allow accurate, reliable, and independent analysis of reactor and fuel properties, risking misguided international efforts to assist in the areas of nuclear cleanup, nonproliferation, and security. This article identifies and assesses relevant properties and developments related to reactor and fuel design, provides a comprehensive presentation of Russian nuclear naval technologies, and examines technological trends in the context of proliferation and environmental security. 相似文献

本文研究的是舰炮武器系统的性能参数在满足一定的约束条件下,以什么样的匹配,可使舰炮武器系统的射击效力最佳,我们以多发射弹对目标的毁伤概率R_s(X)为目标函数,建立了数学模型。为了求解这样一个总体最优化问题,我们应用了填充函数的理论和方法,建立了算法,并扩充了一类填充函数的理论。通过在VA×11/780机上实际计算,获得了满意的结果,较好地解决了舰炮武器系统性能、参数的最佳化问题。 相似文献
