The United States and Al Qaeda represent two fundamentally different forms of warfare. The US, with its basis in the Western way of warfare, relies on an almost totally instrumental form of warfare and Al Qaeda, with its basis in the Islamic way of warfare, fights an expressive, existential form of warfare. This paper illustrates how both sides' ways of warfare are converging toward each other. It also argues that this is in fact a good thing because it will allow the US to understand its enemy and thereby allow the US to defeat him in terms he can understand. 相似文献

This paper evaluates to what extent the improving Sino-Indian relations coincide with a mitigation of military threat perceptions. A critical review of the demilitarisation of the border, the military strategies with respect to the Indian Ocean and nuclear arms programmes, reveals that the two countries are still locked in a military security dilemma. Distrust still results in military balancing. The outcome is a complex and multi-level military balance of power that might not bring about peace but enhances stability. 相似文献

I explore the relationship between superpower arms transfers and the Arab‐Israeli rivalry. My empirical analysis suggests that Soviet arms transfers to the Middle East, more than American transfers, have exacerbated interstate rivalry in the region. It also suggests that Soviet arms transfers, again more than American transfers, have encouraged compensatory arming by the other superpower. These conclusions derive from the results of cross‐correlation analysis, Granger‐causality tests, and variance decompositions, and are quite robust. While my findings paint a rather unflattering portrait of the effects of superpower involvement in the region, they do constitute grounds for optimism in light of current developments. 相似文献

This survey article deals with defence spending in West Germany from 1960 on, and the resulting manpower levels and major weapons of the Federal Armed forces, focusing on macro‐economic aspects. Statistics compiled from a variety of published and unpublished sources are presented in 16 tables. An econometric defence‐spending function is derived for the period. For comparison, the equivalent data of East Germany from the last years is also presented. The small set of developments in the next few years that can be predicted firmly are discussed. 相似文献

This article explores the convergence between three pillars of influence – feminist security studies, civil society activism and policy decision-making – and its role in the adoption and implementation of United Nations Security Council Resolution (UNSCR) 1325. It argues that these three pillars, individually and collectively, have made important contributions to the debate and action on the gender and security agenda, but that they remain organically disconnected. Their convergence has the potential to achieve path-breaking results in the sphere of gender and security, whilst their divergence makes transformation unattainable. We show the disconnect in the application of UNSCR 1325 in Africa and argue that this is partly the reason why, despite enormous efforts, the gains realised in terms of gender equality in the peace and security arena have been negligible. 相似文献

Even though the peace talks in northern Uganda have faltered, attempts at negotiations between the Ugandan government and the rebel Lord's Resistance Army are continuing. The current rapprochement between the two sides is the most significant move towards peace in the twenty-year civil war in northern Uganda. Even though the war has been extreme in its brutality, it is little known of outside the region—with reports on the conflict often portraying a protective government pitted against a crazed rebel group. But the issues are much more complex. The article examines the history of abuses and atrocities committed by both sides; the wider implications of the conflict for the north; why the rest of Uganda are seemingly disinterested in the conflict; and the politics behind why northern civil society have little trust in the Ugandan government or the International Criminal Court (ICC). The current prospect of peace has also stirred up the debate around justice and the forms of justice for victims of both rebel and government atrocities. And this is where the biggest cleft between the northern civil society and officialdom (government and international NGOs) resides. The article further examines the implications of the ICC's work in Uganda, and why there has been such widespread hostility towards it from northern civil society. The article also asks if—beyond the end of fighting and terror—peace will really mean that northern Uganda can finally partake in the prosperity the rest of the country has almost taken for granted. 相似文献

North Korea has been one of the world's most active suppliers of ballistic missile systems since the mid-1980s, but the nature of its missile export business has changed significantly during this period. Unclassified, publicly available data show that the great majority of known deliveries of complete missile systems from North Korea occurred before 1994. The subsequent fall-off took place a decade too early to be explained by the Proliferation Security Initiative of 2003. It can be explained by a combination of factors that have reduced demand. First, after selling production equipment for ballistic missiles to many states, especially in the Middle East, North Korea by the late 1990s had become primarily a supplier of missile parts and materials, not complete systems. Second, after Operation Desert Storm, some missile-buying states shifted their attention away from ballistic missiles in favor of manned aircraft, cruise missiles, and missile defense systems supplied by Western powers. Third, some states experienced pressure from the United States to curtail their dealings with North Korea. During the last decade, having shed most of its previous customer base, North Korea has entered a phase of collaborative missile development with a smaller number of state partners, particularly Iran and Syria. Its known sales of complete missile systems are relatively small and infrequent. North Korea's time as missile supplier to the Middle East at large has ended, but there is a risk that regional states will turn to North Korea as a supplier of nuclear technology in the future. 相似文献

ABSTRACTSeveral states in the Middle East have noted their interest in nuclear energy programs, but current cost and timeline estimates understate the difficulties that these states will face. A state-level analysis of nuclear development capacities in Saudi Arabia, Egypt, Jordan, Turkey, and the United Arab Emirates suggests that building nuclear infrastructure in the region will, in fact, be a lengthy and expensive endeavor, due to concerns such as export constraints, public opposition, a lack of human resources, and high overhead costs. This has implications for nuclear weapon nonproliferation: first, fears that these developing nuclear energy capabilities may facilitate possible weapon proliferation are premature, and second, there is time to ensure that any burgeoning nuclear infrastructure in the region remains safe and civilian in nature. 相似文献
