The world is entering a period of power transition, at the outcome of which some new form of global order (or disorder) is likely to emerge. Critical to this process is the interaction between the established powers, the USA and the European Union (EU), and the emerging powers, particularly China, Brazil, India and Russia. Many analysts have classified the EU as a declining power, a perception that has been enhanced with the triple crises of sovereignty that have rocked the Union since the mid-2000s (money, borders and defence). In this context, the publication of the EU Global Strategy was an opportunity for the EU to state clearly the nature of its ongoing and future relations with the rest of the world. This article argues that, in reality, Europe as a bloc (as opposed to its member states severally) has very limited purchase with the other major powers, and an ambivalent or ill-defined grasp of how to engage with them. They, for their part, have difficulty in knowing how to understand the EU as an actor and prefer to deal bilaterally with its key member states. 相似文献

This article studies the optimal capacity investment problem for a risk‐averse decision maker. The capacity can be either purchased or salvaged, whereas both involve a fixed cost and a proportional cost/revenue. We incorporate risk preference and use a consumption model to capture the decision maker's risk sensitivity in a multiperiod capacity investment model. We show that, in each period, capacity and consumption decisions can be separately determined. In addition, we characterize the structure of the optimal capacity strategy. When the parameters are stationary, we present certain conditions under which the optimal capacity strategy could be easily characterized by a static two‐sided (s, S) policy, whereby, the capacity is determined only at the beginning of period one, and held constant during the entire planning horizon. It is purchased up to B when the initial capacity is below b, salvaged down to Σ when it is above σ, and remains constant otherwise. Various application domains require the integration of distributed real-time or near-real-time systems with non-real-time systems.Smart cities,smart homes,ambient intelligent systems,or network-centric defense systems are among these application domains.Data Distribution Service(DDS)is a communi-cation mechanism based on Data-Centric Publish-Subscribe(DCPS)model.It is used for distributed systems with real-time operational constraints.Java Message Service(JMS)is a messaging standard for enterprise systems using Service Oriented Architecture(SOA)for non-real-time operations.JMS allows Java programs to exchange messages in a loosely coupled fashion.JMS also supports sending and receiving messages using a messaging queue and a publish-subscribe interface.In this article,we pro-pose an architecture enabling the automated integration of distributed real-time and non-real-time systems.We test our proposed architecture using a distributed Command,Control,Communications,Computers,and Intelligence(C4I)system.The system has DDS-based real-time Combat Management System components deployed to naval warships,and SOA-based non-real-time Command and Control components used at headquarters.The proposed solution enables the exchange of data between these two systems efficiently.We compare the proposed solution with a similar study.Our solution is superior in terms of automation support,ease of implementation,scalability,and performance. 相似文献

In this paper, a novel direction of arrival (DOA) estimation algorithm using directional antennas in cy-lindrical conformal arrays (CCAs) is proposed. To eliminate the shadow effect, we divide the CCAs into several subarrays to obtain the complete output vector. Considering the anisotropic radiation pattern of a CCA, which cannot be separated from the manifold matrix, an improved interpolation method is investigated to transform the directional subarray into omnidirectional virtual nested arrays without non-orthogonal perturbation on the noise vector. Then, the cross-correlation matrix (CCM) of the sub-arrays is used to generate the consecutive co-arrays without redundant elements and eliminate the noise vector. Finally, the full-rank equivalent covariance matrix is constructed using the output of co-arrays, and the unitary estimation of the signal parameters via rotational invariance techniques (ESPRIT) is performed on the equivalent covariance matrix to estimate the DOAs with low computational complexity. Numerical simulations verify the superior performance of the proposed algorithm, especially under a low signal-to-noise ratio (SNR) environment. 相似文献

In the context of restricted budgetary resources and the growing cost of maintenance, repair, and overhaul (MRO) activities, a major issue for modern armed forces is to sustain defense platforms. A possible method consists of realizing economies of scale through the concentration of maintenance activities, which involves the spatial reorganization of existing industrial sites dedicated to MRO. This article provides a formalized framework to discuss the optimal organization for the MRO of defense platforms in space. The public planner organizes the maintenance of defense platforms with only two possible spatial configurations. In the dispersed configuration, two industrial production units in charge of the maintenance optimally cover space, whereas in the concentrated configuration, a unique industrial unit covers space. Focusing on the tipping point between the two configurations, the balance of forces between agglomeration and dispersion in defense support activities is described and discussed. On the one hand, economies of scale provide an opportunity to optimize defense support costs, favoring concentration in a unique industrial unit. On the other hand, space causes dispersion to reduce both transport costs and operational social costs. This trade-off illustrates a general principle in spatial economics with an application to MRO production in the French case. 相似文献

提出了一种在期望最大化(EM)算法框架下同时实现混合概率主成分分析(PPCA)降维和聚类的高光谱图像非监督分类方法。它根据不同类别应各有自己代表性的特征集,将通常意义下的特征抽取和模式分类合并在一步内完成,尽可能地保留了可分性;同时该方法具有概率模型的优点,更适合高维数据处理。采用仿真数据和真实数据进行的比较实验表明,该算法较一般不加区分地对所有原始数据进行PCA降维再分类的方法能得到更好的分类结果。 相似文献
