基于系统动力学的协同决策模型性能分析

为探索信息化作战中指挥控制关键因素,提出改进作战指挥体制的对策措施,采用系统动力学理论,对协同决策的结构、参与者和信息反馈关系等关键因素进行了分析,在此基础上构建了基于系统动力学的协同决策模型并进行了模拟仿真。结果表明,增加指挥控制机构之间的信息共享可以有效提升协同决策的效率,为建立协同决策指挥控制体制提供了借鉴意义。     

指挥信息系统效能评估数据中心建设方法

建设指挥信息系统效能评估数据中心,实现对海量效能评估数据的统一、集中管理,对指挥信息系统效能评估工作的常态化开展和评估成果共享具有重要作用。综合分析了指挥信息系统的效能评估对象需求、数据需求,并在此基础上提出了指挥信息系统效能评估数据中心总体框架、基础条件设计框架、数据资源设计以及数据服务和应用方法。对指挥信息系统效能评估数据中心的建设具有重要的指导意义。     

Merely ‘Docile Self-Deception’? German Experiences with Nuclear Consultation in NATO

ABSTRACT

Recent nuclear-weapons-related consultation in NATO within the framework of the Defence and Deterrence Posture Review sheds light on historical experiences with nuclear consultation in NATO. In the early years of the Nuclear Planning Group (NPG), which became the main forum for multilateral nuclear consultation in the alliance, developing a nuclear weapons first use doctrine was of particular importance. This process led to the adoption of the Provisional Political Guidelines (PPGs) on the threat to initiate the use of nuclear weapons. With a focus on West Germany as the primary addressee of the NPG, it will be postulated that nuclear consultation functioned and may still be seen as an essential tool to manage the credibility of US extended nuclear deterrence in the framework of NATO.

本文着重介绍了８０年代以来国外发展新一代舰载指挥控制系统所采用的新技术,以及这些新技术对提高指挥控制系统作战效能的影响。

智能装备已经走入军队、走向战场,创建智能化作战指挥模式是智能化时代作战指挥的必然发展趋势,智能化作战指挥模式需求分析可为智能作战问题研究提供有效的信息。智能化作战指挥模式的需求分析已经具备了一定的物质、理论和技术基础,同时,也具有了一定的构建思路、实践条件和实验平台。在此基础上,本文从军事需求、功能需求和技术需求以及构建要求四个不同角度进行需求分析,以找准创建需求,为后续工作进一步展开奠定基础。     

Some aspects in estimating warranty and post‐warranty repair demands

When customers buy a product, they are often eligible for free repairs for a certain warranty period. In this article, we study some important aspects, which are often overlooked in the literature but are of interest to the manufacturer, in estimating both warranty and post‐warranty repair demands. We consider that the installed base of the product (i.e., the number of units of the product actually in use) varies with time due to both new sales and units being taken out of service. When estimating warranty and post‐warranty repair demands, we explicitly address the fact that customers may not always request repairs for failed units. For the case where the product failure time distribution is exponential, we derive the closed‐form expressions for both types of repair demands of a single unit and of the time‐varying installed base. The insights into some risk‐related quantities are also presented. Furthermore, the proposed model is extended by considering delayed warranty claims that are frequently seen in practice. Numerical examples illustrate that understanding both types of repair demands and the related decision variables is important for managing the obligatory and profitable repair services. © 2013 Wiley Periodicals, Inc. 提出了中段反导指挥控制能力生成的要素基础建设机理、要素集成聚优机理和要素联动涌效机理,构建了中段反导指挥控制能力总体构成框架,并对作战能力具体构成进行了分析,可为反导指挥控制系统建设及作战效能评估提供借鉴。     

能力型防空群指控系统概念模型及效能评估

为提高能力型防空群整体作战能力,应用系统论方法分析了能力型防空群指控系统的构成要素及运行模式,提出了指控系统信息结构力的概念,建立了能力型防空群指控系统概念模型。在此基础上,提出了能力型防空群指控系统效能评估指标体系,运用网络复杂性理论、图论、集合论及信息论方法建立了能力型防空群指控系统的物理性能及信息结构力计算模型,给出了指控系统效能综合评估函数,可为防空指控系统构建提供参考。

介绍了无线城市概念,阐述了无线城市技术WiMAX＋Wi—Fi Mesh原理,探析了其在社会公共安全、应急指挥系统和智能通信系统中的应用。

给出了发射点、观测所、目标、炸点不在同一水平面内的对岸射击校正量模型 ,完善了对岸射击校正量的处理。建立了更加符合实际射击条件、更为合理的射击校正数学模型。
