水声通讯系统的时空处理

从理论上分析了水声通讯系统的时空处理问题,给出了该系统时空处理增益的计算方法和系统的原理框图,提出并实现了减小误码及干扰抑制方法,最后给出了实验的结论．     

时间跨度对GPS坐标序列噪声模型及速度估计影响分析

选取全球范围内72个基准站的坐标序列,采用改进的赤池信息量准则、贝叶斯信息量准则对不同噪声模型组合进行噪声分析,得到基准站坐标序列的最优噪声模型及速度参数,探讨时间序列跨度对噪声模型及速度估计的影响。结果表明,基准站坐标序列噪声模型不能由单一的噪声模型表述,其呈现出多样性特征,主要表现为幂律噪声、高斯马尔科夫噪声、闪烁噪声+白噪声特征,且三坐标分量表现出不同的噪声特性;随着时间跨度的增加,坐标时间序列的最优噪声模型、GPS站速度及其不确定度逐渐由发散趋于收敛,随机游走噪声模型的比重有所增加。结果表明10 a以上的时间跨度是较为理想的噪声模型估计尺度。     

Youth Between State and Rebel (Dis)Orders: Contesting Legitimacy from Below in Sub-Sahara Africa

Abstract

The Sahel has gained attention in international politics as one of the central theatres in the war on terrorism. International actors in this war seek alliances with states in the region, reinforcing the latter’s military strength and their legitimacy from outside. At the same time, increasingly-connected young populations question the legitimacy of their states, and contest that legitimacy from within and below. In the absence of states delivering any reasonable form of social contract, young people become torn between different governing orders and find themselves in a liminal space. In this article we present the cases of youth in Mali and Chad, who find themselves in a period of re-definition of their position in society and hence search for legitimate structures representation. In this search they may frame their belonging in terms of ethnicity, religion or political opposition – and increasingly also in adherence to global citizenship. New information flows and connectivity among young people in these regions, and between them and the diaspora, has given a new turn to their search for citizenship/belonging and rightful representation. However, whether their search will be successful in this geopolitical context is questionable.

磺化酚醛树脂的研究:合成及性能

制备了一系列水溶性磺化酚醛树脂,并对表面张力、水泥静浆流动度和水泥砂浆减水率进行了测定,结果显示,合成的磺化酚醛树脂具有合适的表面活性,减水效果优良.     

英语写作能力培养探微

本文通过对非英语专业学生四级考试分析,反映了当前大学英语写作教学存在的问题。在此基础上作者提出:改进当前英语写作问题的关键是教师要引导学生做有意义和高质量的语言输入,并重视智力与非智力因素在写作教学中的协调发展。     

The Trump effect downunder: U.S. allies,Australian strategic culture,and the politics of path dependence

Donald Trump’s election precipitated a debate in Australia about the value of retaining close alliance ties with the United States. Similar dynamics are discernible in other U.S. allies as the negative impact of Trump administration policies becomes clearer. Yet despite this “Trump effect,” we argue Australia is unlikely to distance itself from the United States because at the core of Australia’s strategic culture is a very positive “cultural orientation” toward the United States that is highly institutionalized in treaties, formal bilateral ties, Track 2 diplomacy, and public opinion. Such institutionalized ties have powerful path dependent effects. Accordingly, we conclude that the Trump effect does not constitute a powerful enough “exogenous shock” to move Australia off its well-worn grand-strategic path. But this alliance relationship is marked by both high cultural affinity and high institutionalization: American policy-makers should seriously consider whether other U.S. allies can tolerate similar levels of “stress.”

Impediments to Fighting the Islamic State: Private Contractors and US Strategy

The United States has returned to Iraq, this time to combat the Islamic State. President Barack Obama’s strategy to ‘degrade, and ultimately destroy the terrorist group’ faces serious problems due to political obstacles in obtaining Congressional Authorization for the Use of Military Force (AUMF) and more importantly because of neglect of the crucial role of private contractors. Although the narrative has changed, and there is no public mention of contractors, they remain central to all that the Department of Defense does in the US and abroad. Suggestions are offered on how their performance can be improved to support President Obama’s strategy.     

敷设气囊的充水圆柱壳的声辐射

为降低充水圆柱壳受内部点声源激励时的水下辐射噪声,在其外壳上敷设气囊,形成气囊圆柱壳。为指导气囊圆柱壳的设计,将充水裸圆柱壳和充水气囊圆柱壳分别简化为单、双层无限长隔板。比较隔板、气体与水的波阻抗,分析了气体声速与层厚对双层无限长隔板在平面声波入射时低频声辐射的影响机理。分析表明,声速小的气体和适当的气层厚度可以降低双层障板的辐射噪声。采用声无限元法计算了气囊圆柱壳的水下声辐射,结论与对隔板的机理分析吻合。优化设计出的充水CO2气囊圆柱壳的水下辐射声功率与远场辐射声压明显低于充水裸圆柱壳。
