ABSTRACT

The Treaty on the Non-Proliferation of Nuclear Weapons (NPT) allows states to exempt nuclear material from international safeguards for use in nuclear submarine programs. This material, however, could be diverted for nuclear weapons purposes without the knowledge of inspectors, creating a potentially dangerous loophole in the treaty. This article argues that exercising that loophole today would amount to admitting a nuclear weapon program, making it a particularly poor pathway to a weapon for a potential proliferant. Still, if states like Brazil ultimately exempt nuclear material from safeguards for a nuclear submarine effort, they could set a dangerous precedent that makes it easier for others to use the loophole as a route to a nuclear weapon capability. There are several policy options available to mitigate the damage of such a precedent; most promising is the prospect of a voluntary safeguards arrangement that would allow international inspectors to keep an eye on nuclear material even after it has been dedicated to a naval nuclear propulsion program.  相似文献

ABSTRACT

Whereas much of the debate about the demise of the 1987 Intermediate-range Nuclear Forces (INF) Treaty has focused on the European context and Russia’s alleged treaty violations, Asia looms large in the minds of proponents of the United States’s immediate withdrawal from the treaty. For many proponents, the fast-changing military balance in Asia and China's conventionally armed missiles constitute a sufficient cause for withdrawal. What does the end of the INF Treaty bode for the US-China military balance? This article argues that, although there are some near-term benefits for the US position in the conventional military balance with China, the advantages offered by prohibited missiles are minor and can be readily substituted by extant capabilities that are compliant with the treaty. Given the negative implications of the end of the INF Treaty for the future of arms control, the costs and benefits of withdrawing from the treaty require further examination; the military balance in Asia is an unpersuasive rationale for withdrawing from an important part of the arms-control architecture.  相似文献

The 2010 Review Conference of the Treaty on the Non-Proliferation of Nuclear Weapons (NPT) produced a Final Document calling for an extension of the principles of the nonproliferation norm as well as steps toward complete disarmament. This article looks beyond the rhetoric, however, to examine recent decisions by great powers to expand nuclear trade with non-NPT countries and the implications of these decisions on the traditional nonproliferation norm of restraint. This article seeks to contribute to constructivist theory by supplementing existing accounts of norm creation and establishment with a new model of norm change. The article develops a case study of the 2008 US-India nuclear deal to highlight the role of elite agency in key stages of norm change, including redefinition and constructive substitution through contestation. It concludes that the traditional nonproliferation norm may be evolving in new directions that are not well captured by existing theoretical frames.  相似文献

ABSTRACT

South Africa's nuclear disarmament is a unique historical case, notable in part for the dramatic shift from deception to cooperation. The unprecedented transparency it demonstrated in order to convince the international community of the veracity of their disarmament is heralded as an exemplar for verifiable denuclearization. Less known is how this case affords insights into how a nuclear weapon program can be clandestinely hidden by the ambiguity provided by an otherwise completely legitimate, peaceful, nuclear energy program. Using a variety of open sources, including newly declassified internal South African and US government reports, it can be shown that South Africa employed a variety of deceptive tactics before it disarmed, and even for nearly two years after becoming a signatory to the Treaty on the Non-Proliferation of Nuclear Weapons. This article reviews that information to derive instructive lessons on the lengths that a nuclear proliferant state might go to conceal its true capabilities and intentions, and to thwart international discovery of the existence and full extent of an existing—or, in this case, a former—nuclear weapon program.  相似文献

President Barack Obama has outlined a course toward lower numbers of US nuclear weapons. Much attention has been paid to the US-Russian context, where deterrence is believed to be basically stable and conditions ripe for gradually reducing arsenals on both sides. But considerably less attention has been paid to the possible implications of lower nuclear numbers on other regions of the world and the reactions of both adversaries and US allies. If nuclear reductions are to be stabilizing and beneficial to security, reassurance and strengthened nonproliferation efforts in various regions need to accompany nuclear cuts. But the specific problems and remedies across regions vary. This article summarizes the results of a multi-author study. It concludes that regions with US allies and formal extended deterrence pledges may pose more vexing problems than those areas of the world without such close allies or commitments.  相似文献

The death of Jean Charles de Menezes on the London Underground in 2005 remains a horrifying example of what happens when counterterrorism goes wrong. One of the extraordinary features of the shooting was the remarkable number of special elements, police units, military Special Forces, and unusual procedures and tactics involved in the incident. This article attempts to assess the causal significance of the special dimension in the horrific chain of circumstances. It does so by interrogating numerous explanations for the tragedy and highlighting the role of the special factor. The Stockwell shooting remains very important today because it casts a sharp and somewhat harsh spotlight on the particular pitfalls of special responses, measures and units to the multitudinous threats posed by international terrorism in the twenty-first century.  相似文献

This article examines the so-called ‘Dutch approach’ to conducting stabilisation operations. The term is mostly used in relation to the mission carried out by the Netherlands armed forces in Afghanistan's Uruzgan province from 2006 to 2010, but actually originates in the Iraqi province of Al Muthanna. Here, a 1350-strong battle group operated from July 2003 until March 2005 as part of the US-led coalition, after which the Dutch forces left Iraq relatively unscathed and self-confident of their ability in dealing with this type of conflict. On the basis of archival research and interviews, the authors unravel the ‘Dutch approach’ in southern Iraq by tracing its roots and by examining the Dutch operation in the context of the American and British experiences. They argue that despite predominantly effective tactical reflexes and an overall adequately broad interpretation by battle group commanders of a too narrowly defined political mandate, stability in Al Muthanna was conditions-driven rather than the result of a unique and effective approach. The term ‘Dutch approach’ turned out to be a convenient fabrication which, after the relatively successful mission in Al Muthanna, became increasingly politicised in the run-up to a dangerous new operation in southern Afghanistan.  相似文献

This article examines a secret Anglo-American programme, Project ‘E’, which equipped the RAF’s V-bomber Force with US nuclear weapons for use in wartime. It shows Project ‘E’ was ineffective as a warhead supply programme and, furthermore, that it crippled the operational effectiveness of the V-bomber Force as a whole between 1958 and 1962. This article argues that as a result of Project ‘E’, the V-Force was neither operationally nor politically independent as a nuclear deterrent force. This challenges the traditional view of the V-Force as the benchmark of nuclear independence to assess the Skybolt, Polaris and Trident programmes.  相似文献

This article argues that there is little evidence supporting the existence of the often praised, and allegedly subtle and successful ‘Dutch approach’ to stabilisation and counter-insurgency operations in Iraq or Afghanistan. It denounces the uncritical use of the term and refutes suggestions of historical and cultural roots to such an approach, for instance in Dutch colonial warfare in the Indonesian archipelago. It concludes by explaining the true conditions that gave rise to this notion, which seems to feed into a gratifying national self-image of the Dutch as non-martial, conflict averse and tolerant, rather than offering an original and successful formula for countering insurgencies.  相似文献
