国际恐怖主义和包括“东突”势力在内的民族分裂主义、宗教极端势力和暴力恐怖势力等“三股势力”是危害我国社会和谐、国家安全的主要因素之一。坚持依法打击和防范是治本之策,但现行相关法律还存在着许多空白和不足之处,亟待完善。为此,建议国家积极与周边国家签订或完善打击防范“三股势力”的双边或多边合作协定,充实协作机构;进一步完善刑法、刑事诉讼法和刑侦、安全、边检、金融等法律在打击和防范“三股势力”犯罪方面的具体规定;适时出台《反“三股势力”法》。 相似文献

Multinational Military Exercises (MMEs) are often viewed by states as opportunities to increase interoperability, improve cooperation, and solve common security problems. We argue that in addition to this, MMEs work as tools to shape the shared beliefs of coalition partners surrounding threat. Specifically, MMEs allow multinational forces to identify best practices, consolidate beliefs, and codify behavior through doctrine, typically by means of some institutional process. We examine our argument on MMEs through an analysis of various multinational and coalition partner efforts to identify security threats and cooperate through the development of common doctrine at the strategic, operational, and tactical levels of warfare. Our analysis suggests that the use of MMEs for doctrine development does help to socialize states in terms of identifying common threats and subsequently sharing a process by which to address them. 相似文献

China’s rapid economic growth is facilitating massive increases in its military spending and causing increased security concerns in Asia and the Western Pacific. But there is uncertainty over how large China’s military spending is relative to other countries, or how fast it is growing in real terms. We address this issue by deriving a relative military cost price index based on the relative unit costs of inputs. We find that China’s real military spending is much larger than suggested by exchange rate comparisons, and even larger than standard purchasing power parity comparisons. We also find, however, that the real growth of China’s military spending has been smaller than conventionally thought. This is due to rapidly growing wages in China and the large share of personnel in China’s military budget. 相似文献

Military operations increasingly require cooperation between agencies within the same nation, but also collaboration with security and military organizations internationally. Throughout history multinational military cooperation has often been an appropriate way to conduct major operations; national manpower and material resources are generally insufficient to address the demands of missions worldwide. The desire to optimize the use of scarce research and development and investment capabilities, the need for international legitimacy and political support, and the fact that today’s risks transcend national borders, have rendered multinational cooperation in the security domain unavoidable. With joint operations comes the requirement for multi-partner- and multinational information sharing. However, information sharing has both advantages and costs, and is subject to both enabling factors as well as barriers. This paper reflects on theories, both classical and current, as well as empirical case studies, to examine the pros and cons of multinational information sharing, and the factors that conduce or interfere with the transmission and the receipt of intelligence. The importance of a holistic approach and of learning lessons learned are two key lessons gleaned from the analysis, along with an emphasis on developing both the organizational and the interpersonal enablers of information sharing. 相似文献

Norway, Sweden and Finland have proclaimed a willingness to cooperate militarily in a future crisis or conflict despite their diverging alliance affiliation. This article assesses their ability to do so through various elements affecting their interoperability, with Arctic Challenge, a multinational military exercise, as an empirical basis. The analysis finds that the NATO/non-NATO-divide has a negative impact on the trilateral defence cooperation, especially on exchange of information and aspects related to command and control. At the same time, Finland and Sweden have become largely NATO-standardized through their active partnership with the Alliance. This has affected interoperability aspects, such as communication, culture, and the compatibility of technical solutions, in a positive manner. Through agreements with the Alliance, as well as domestic legal changes, the two NATO-partners have facilitated receiving military assistance from Norway and other NATO-members during a crisis. Other agreements between the Nordic countries, however, have been limited to peacetime. 相似文献

This article analyzes the causes of combat effectiveness of the South Korean security forces through the course of its various counter-insurgency (COIN) operations from 1948 to 1953. We argue that improvements in two interrelated aspects ultimately resulted in higher operational and tactical level performance: unified operational command structure and the subsequent improvements in tactical efficiency under the guidance of the US advisory mission. Through an in-depth case study on how a nascent army improved its capacity in combating homegrown insurgencies, we demonstrate how the actual conduct of operations itself remains just as significant in the assessment of overall COIN outcomes. 相似文献
