As a result of the migration crisis of 2015–2016, the management of mass migration and border control became militarised in Central Europe, and this process has also reshaped the dynamics of multinational defence cooperation in the region. Accordingly, while the so-called Central European Defence Cooperation (CEDC) was created by Austria, Croatia, the Czech Republic, Hungary, Slovakia and Slovenia in 2010 to support NATO and EU capability development projects via defence cooperation, after the migration crisis it became the major Central European forum for military cooperation against irregular mass migration. Although many defence officials in the region are not necessarily enthusiastic about this development, the Central European political environment and also practical defence considerations pushed the defence ministries of CEDC countries towards deeper cooperation on border control, as well as better coordination with ministries of interior affairs on the national and the regional levels.  相似文献

为了解决提高航母编队防空作战效能的问题,运用决策树方法分析航母编队防空作战指挥网是一种新方法。先分析航母编队的指挥机构,分析决策群指、作战平台与任务之间的关系。描述了编队协同网和编队指挥关系网,建立了编队指挥关系网的数学模型,采用决策树方法求解该数学模型,给出了编队指挥关系网的设计算法,通过实例分析了算法的计算过程,对结果进行输出。结论:预警机与远程巡逻机战术群是指挥关系网的最高决策点。这些工作为设计和优化航母编队舰机协同防空作战指挥网提供了一定的理论基础。  相似文献

Most historical accounts of the atomic bombings of Japan show little interest in Britain's explicit authorization for the attacks. Meanwhile, the few historians who have attempted to explain it rely on a unitary, rational actor model of the British state that is misleading. This article demonstrates that high-ranking British officials became anxious early on about the strategic consequences of a peremptory use of the new weapon. Therefore, especially over the course of 1944 they sought to engage Washington on the linked questions of the bomb's wartime use and its postwar control. However, these officials' initiatives were rebuffed by Prime Minister Winston Churchill, who paved the way to the bombings based on a fervent desire for Anglo-American integration, and on a dim understanding of the bomb's revolutionary potential.  相似文献

Theorizing about Taliban operations in Afghanistan has its limits and it is possible that Kabul-centric strategies do not adequately address the unique circumstances of each region in the country. How exactly has the Taliban gone about attaining its objectives in Kandahar province and how have those approaches evolved since 2002? And how have the Taliban adapted to coalition forces' attempts to compete with the insurgency and stamp it out? Since 2000, international organisations such as the UN, NATO and the EU, but also countries, have started to apply what has been called the comprehensive approach to crisis management. This article unpacks this comprehensive approach implemented by the Dutch in Uruzgan province, Afghanistan. It first borrows and expands a conceptual framework developed by De Coning and Friis. Subsequently, it maps the different sorts of coherence in the mission by applying the framework. It shows how in practice there was not one single comprehensive approach, but many different forms of interaction between a number of organisational units. Each interaction had its own distinct issues and its own level of coherence. The level of coherence differed depending on the level at which the interaction took place – strategic at headquarters level versus operational at field level – and at what point in the mission it happened – in most cases it moved towards more cohesion.  相似文献

The economic theory of defense has traditionally described public safety as achieved through investments that deter adversaries. Deterrence is, however, ineffective and pre‐emptive defense is required when a population of intended victims confronts supreme‐value suicide terror. A moral dilemma then arises, since pre‐emption may impose collective punishment, while in the absence of pre‐emption the population of intended victims is exposed to acts of terror. We consider how a population of intended terror victims confronts the moral dilemma, and compare the threatened population's response with the public‐safety recommendations of external judges who are not personally affected by the threat of terror.  相似文献

Defense budgets in Japan have been complicated compromises from numerous inputs ‐ including threat perceptions, domestic industrial/technological base development, support for the bilateral security treaty with the United States and internal bureaucratic politics ‐ but with the fall of the former Soviet Union, the clearest justification for higher spending disappeared. Double‐digit defense spending increases that were common in the 1980s have been replaced by annual increases lower than present inflation rates, resulting in negative real growth in the country's defense budget. Domestic economic problems and consistent government pressures for smaller budgets have further slowed annual growth in total spending and have contributed to lower procurement budgets. As a result, the domestic Japanese defense industry is facing far more constrained conditions from the growth years of a decade before.

Government policymakers are examining Japan's regional security environment as well as its alliance with the United States to determine the appropriate course for the country to take in the coming years. The formal security treaty with the United States is likely to remain a major element of government positions, but other aspects of the country's overall security posture are open to debate. Perceptions of a reduced threat environment are fueling additional pressures for defense budget cuts.

The domestic defense industry seeks means to assure its survival in domestic defense markets in this constrained environment. Expansion into overseas markets to offset declining domestic markets is an option that currently is constrained by policy restrictions on arms exports. Industry is advocating re‐examination of those policies and unlike earlier years, government appears willing to respond positively but cautiously to this lobbying.  相似文献
