The authors propose five principles for addressing the major deficiencies of the current treaty-based approach to nonproliferation. These involve: effectively closing the door to withdrawals from the Treaty on the Non-Proliferation of Nuclear Weapons (NPT); defining which nuclear technologies fall within the NPT's “inalienable right” provision, so as to maintain a reasonable safety margin against possible military application; expansion of International Atomic Energy Agency inspections to include greater readiness to use its “special” inspection authority; creation of an NPT enforcement regime, to include a secretariat; and universalizing the NPT so as to apply to all states, while creating a path for current non-parties to come into compliance. There is no illusion here about the prospects for the adoption of this approach. At a minimum, the world needs to be frank about the gap between nuclear programs and current nonproliferation protection. Encouragement of greater use of nuclear power should be predicated on closing that gap.  相似文献

The global defense‐industrial sector reflects the hierarchy of power in the post‐Cold War world. As in the larger international system, the United States plays the dominant role in the defense sector as well. It is a comparative advantage often used by US policymakers to influence the foreign policy behavior of other states. Curiously, the radical concentration of the world’s defense industrial sector, as described here, has received relatively little scrutiny from either academia or the media, even though it not only reflects the international order but provides the United States with considerable leverage in it.  相似文献

This paper explores the relationship between human capital and international conflict. In theory, human capital may increase the opportunity cost of military service and the economic cost of injury and loss of life in combat; it may decrease the benefits of conflict as human capital cannot be easily appropriated or transferred; it may affect societal norms toward peace and war; and it may alter military productivity through new technology and complementarities between military technology and personnel. Using a panel of politically relevant dyads, I find robust empirical evidence that human capital may significantly decrease the likelihood of militarized conflict between nations. In short, the findings suggest that promoting human capital‐oriented development may help to increase peace in the world.  相似文献

This article revisits Zimbabwe's land question from the vantage point of having been written five years after the ‘fast-track’ land redistribution programme was launched. Without belittling the accomplishments of land reform in the first 19 years of the country's independence, it is generally clear that the sweeping programme of 2000–2003, the most comprehensive of its kind, created a new paradigm. Clearly, the consequences will take many years to work themselves out through the country's political, economic and social fabric.

The article briefly defines what may be termed ‘old’ and ‘new’ versions of Zimbabwe's land question before outlining the salient aspects of the reform process itself. It then assesses the outcomes of the redistribution, the apparent lacuna between ‘land’ and ‘agrarian’ reform, and the debate that the reform process itself has kindled. Transforming land distribution into qualitative agrarian reform has proved an Achilles heel in the arguments put forward by the proponents of the fast-track programme. Finally, recommendations are provided as to what is necessary to secure land and agrarian reform in the short, medium and long term.  相似文献

Abstract

The creation of the Africa Command (AFRICOM) has reflected the growth in the strategic importance of Africa in US foreign policy since the end of the 1990s. One of the objectives of this new geographical military command is to forge closer links between foreign, security and development policies. However, this approach met with a number of difficulties associated with the challenge of ‘inter-agency cooperation’ among rather disparate actors from foreign affairs, defence and development. In addition, the establishment of AFRICOM has met with fierce criticism in the US and elsewhere – especially in Africa – culminating in the charge that the US foreign and development policies in Africa are being militarised. Although AFRICOM has a number of interesting features, this paper shows that it has reacted to these criticisms by realigning itself more closely with the traditional model of a military command, at the expense of the innovative interagency elements.  相似文献

Damascus has severely impeded an investigation by the International Atomic Energy Agency (IAEA) into Syria's construction of a covert nuclear reactor, which was destroyed in a 2007 Israeli air strike. Pressing Damascus to cooperate with the inquiry is necessary to ascertain that there are no other undeclared activities in Syria, to determine the role of North Korea in the construction of the reactor, and to help prevent future clandestine efforts. With Damascus doing its best to avoid the investigation, securing Syrian cooperation will require adept diplomacy backed by the prospect of special inspections and, if necessary, a referral to the UN Security Council. The case of Syria's secret reactor highlights areas in which the IAEA needs buttressing, from the enhanced sharing of information, to reporting that is less political and more forthright. The case also illustrates the downside of politicizing IAEA investigations and supports the new director's apparent intent to return the agency to its core technical tasks.  相似文献

Export controls and international safeguards are central to ensuring international confidence in the peaceful uses of nuclear materials and technologies and to achieving adequate oversight on the transfer and use of nuclear materials, technology, and equipment required for the development of proliferation-sensitive parts of the nuclear fuel cycle. Although the independent strengths of export controls and international safeguards rely largely on universal adherence, there may be opportunities to exploit the shared strengths of these systems. This article provides background information on the separate evolution of export controls and international safeguards, considers how these two elements of the nonproliferation regime interact, and identifies some possible avenues that could, over time, lead to wholly integrated activities.  相似文献

Post-Cold War “lab-to-lab” collaborations on unclassified scientific issues between U.S. and Russian nuclear weapons laboratories set the stage for bilateral cooperation in materials control and other nuclear areas. They also became the major element in a cooperative process initiated by a Presidential Decision Directive to ensure Russia's compliance with the Comprehensive Nuclear-Test-Ban Treaty. These collaborations have always been highly favored by leaders of the Russian nuclear weapons complex—the same leaders who oversee Russia's participation in various government-to-government programs. This article reviews these collaborations and examines the possibility that U.S. rebuffs of Russian proposals and the U.S. failure to keep promises of expanded collaboration could contribute to Russia's reluctance in major programs and even lead to a return to nuclear testing by Russia. The author argues that a renewed U.S. commitment to the process should be an immediate goal of the Obama administration and is an essential step in re-engaging Russia to solve the nuclear problems remaining from the Cold War. For many years, non-nuclear weapons states have sought binding commitments from nuclear armed states that they would not be the victim of either the threat or use of nuclear weapons—so-called negative security assurances (NSAs). The nuclear weapon states have traditionally resisted granting such unconditional NSAs. Recent U.S. efforts to use nuclear deterrence against the acquisition and use by other states of chemical, biological and radiological weapons, however, have further exacerbated this divide. This article analyzes the historical development of NSAs and contrasts U.S. commitments not to use nuclear weapons with the empirical realities of current U.S. nuclear weapons employment doctrines. The authors conclude that NSAs are most likely to be issued as unilateral declarations and that such pledges are the worst possible manner in which to handle the issue of security assurance.  相似文献

How do we assess the health of international regimes? Many analysts have insisted recently that the nuclear nonproliferation regime is in urgent need of repair or that it should even be discarded because of its supposed ineffectiveness. However, it is essential that statements about the regime being in crisis be scrutinized for veracity and utility. While the spread of nuclear weapons poses an undeniable and serious threat to international security, a mistaken crisis mentality with respect to the regime could lead to rash attempts to alter it in unnecessary or ineffective ways or, at worst, to discard it completely. This paper returns to a theoretical framework that differentiates regimes, across both issue areas and time, to provide a more specified evaluation of regime health. By disaggregating the nuclear nonproliferation regime and assessing the individual and interactive health of multiple dimensions, a number of dimension-specific, regime-strengthening policy recommendations emerge.  相似文献
