How do we assess the health of international regimes? Many analysts have insisted recently that the nuclear nonproliferation regime is in urgent need of repair or that it should even be discarded because of its supposed ineffectiveness. However, it is essential that statements about the regime being in crisis be scrutinized for veracity and utility. While the spread of nuclear weapons poses an undeniable and serious threat to international security, a mistaken crisis mentality with respect to the regime could lead to rash attempts to alter it in unnecessary or ineffective ways or, at worst, to discard it completely. This paper returns to a theoretical framework that differentiates regimes, across both issue areas and time, to provide a more specified evaluation of regime health. By disaggregating the nuclear nonproliferation regime and assessing the individual and interactive health of multiple dimensions, a number of dimension-specific, regime-strengthening policy recommendations emerge.  相似文献

Drawing on evidence collected from eyewitness interviews, new Russian secondary sources, as well as recently declassified documents from both sides, the author significantly widens the academic understanding of the maritime dimension of this gravest crisis of the Cold War. Most significant is her conclusion that Soviet commanders were led by complex and challenging tactical circumstances, including unreliable communications and malfunctioning equipment, which might have prompted them to contemplate a resort to tactical nuclear weapons on more than one occasion. Almost as disturbing is the revelation that US forces were not aware of this particular threat. This research reveals how a chain of inadvertent developments at sea could have precipitated global nuclear war, underlining the extreme danger of the crisis.  相似文献

Observers of United States (US) interventions have almost universally characterized the 1994 Haiti intervention as multilateral, a model for how international cooperation can achieve common security goals. A closer analysis of the intervention reveals that the planning and execution of the intervention were almost entirely unilateral and therefore cost the US few if any of the theoretical costs of coalition warfare, including interoperability and policy compromise. Mapped onto the unilateral strategy and operation of the intervention, however, was a multilateral diplomatic effort that secured United Nations Security Council authorization and provided a cover for an intervention that the US had already planned and intended to execute with or without that authorization. That the US sought a multilateral cover for an intervention that it could easily accomplish unilaterally shows the importance of two factors: A domestic audience that opposed unilateral peacekeeping but would accept using US resources as part of a broader multilateral operation, and a local population that would be more responsive to a multilateral coalition than a use of force that was perceived to be unilateral. The Haiti intervention shows that the determinants of success in operations other than war are as much political as military. When the US already has overwhelming military superiority vis-à-vis its adversary, building military coalitions becomes as much about enlisting political support as aggregating material capability.  相似文献

Established conflict theories focus on the role of incentives in the decision to join, stay, or leave an insurgency. These theories, however, disregard the pressure that an organization can impose on its members. Similar to legal organizations, we assert that a rebel organization can sustain itself by effective human resource management. Using narratives resulting from psychological trauma therapy of former combatants of the Lord's Resistance Army (LRA), these management strategies are examined. The analysis shows that the LRA sustains itself in the first place by the use of brute force. However, they also manage themselves by a careful selection process of their fighters, by the conscious creation of social control, and by offering their members an alternative social network in which promotion and compensation play a role.  相似文献

ABSTRACT

The present international standard allows non-nuclear weapon states (NNWS) to forego safeguards when nuclear material is used in a “non-proscribed military activity,” though no criteria have been established to determine when NNWS can remove naval nuclear material from safeguards. Though at present, only nuclear-armed states possess nuclear submarines, the global nuclear naval landscape may soon change with the advancement of Brazil's fledgling program and the possible precedent it would set for other NNWS. A framework is needed to shore up nuclear security and prevent nuclear material diversion from the nuclear naval sector. Proposed and existing nonproliferation frameworks, including a Fissile Material Cut-off Treaty and commitments through the nuclear security summits, are insufficient to close this loophole. A Naval Use Safeguards Agreement (NUSA), modeled after the Additional Protocol of the International Atomic Energy Agency, would provide a framework to remove the opacity surrounding nuclear material in the naval sector. Designed for NNWS and encouraged as confidence-building measures for nuclear weapon states, NUSA would explicitly outline those stages in the naval nuclear fuel cycle where safeguards are to be applied and in what context. This viewpoint also further provides direction for targeted research and development in technical naval nuclear safeguards solutions.  相似文献

Nicholas John Spykman was probably America’s finest geopolitical theorist of the twentieth century, even though he was an active participant over the course only of five years (1938–43). He is rightly viewed as a worthy intellectual successor to Sir Halford Mackinder in Britain. Spykman originated the (Eurasian) Rimland concept, which is of continuing political and strategic utility today. He was controversial and notably outspoken while his writings make it quite clear that his concern with the acquisition of power was contextualised by serious concerns for world order.  相似文献
