From elite consumption to popular opinion: framing of the US drone program in Pakistani newspapers

The United States has conducted armed drone strikes in Pakistan since 2004. While there has been some recent work on Pakistani public opinion about drones, there is very little research on how Pakistan’s media characterize the US drone program. This is an important gap in understanding the determinants of Pakistani popular perceptions of this program. Decades of research has shown that “news framing”, a process by which certain aspects of a complex concept are emphasized in political communications with others played down, influences individual cognition while forming political opinions. In this essay, we address this lacuna by assembling an unprecedented sample of editorials about the drone program from three English newspapers and one Urdu newspaper and analyzing the news frames within them. We next compare the trends in these news frames to public opinion data collected by Pew between the spring of 2009 and 2014. Initially, most Pakistanis were unaware of the drone program, media coverage of the program expanded as drone strikes increased in frequency. While Pakistanis became more cognizant of the US drone strikes, even by 2014 large minorities remained unaware. Pakistani public opinion strongly reflected the top media frames, particularly those that are negative. This is an important finding suggesting that newspaper editorials are a good barometer of Pakistani opinions despite the fact that only information elites rely upon newspapers for political information.     

A Novel Framework for Safeguarding Naval Nuclear Material

ABSTRACT

The present international standard allows non-nuclear weapon states (NNWS) to forego safeguards when nuclear material is used in a “non-proscribed military activity,” though no criteria have been established to determine when NNWS can remove naval nuclear material from safeguards. Though at present, only nuclear-armed states possess nuclear submarines, the global nuclear naval landscape may soon change with the advancement of Brazil's fledgling program and the possible precedent it would set for other NNWS. A framework is needed to shore up nuclear security and prevent nuclear material diversion from the nuclear naval sector. Proposed and existing nonproliferation frameworks, including a Fissile Material Cut-off Treaty and commitments through the nuclear security summits, are insufficient to close this loophole. A Naval Use Safeguards Agreement (NUSA), modeled after the Additional Protocol of the International Atomic Energy Agency, would provide a framework to remove the opacity surrounding nuclear material in the naval sector. Designed for NNWS and encouraged as confidence-building measures for nuclear weapon states, NUSA would explicitly outline those stages in the naval nuclear fuel cycle where safeguards are to be applied and in what context. This viewpoint also further provides direction for targeted research and development in technical naval nuclear safeguards solutions.     

Sovereign debt,deficits and defence spending: the case of Greece

Abstract

The outbreak of the sovereign debt crisis at the end of 2009 in Greece led to a severe recession, and constant economic problems. This paper investigates military expenditure among others as a potential factor to the growth of sovereign debt in Greece over the period 1960 until currently. Our empirical findings suggest that high deficits, inflation and military spending have been the primary causes of debt growth in Greece. The structural break models reveal a much higher effect of deficits and inflation in the post-1990 period while the threshold switching regression, based on the level of sovereign debt, indicate that for levels of debt-to-GDP ratio above 90% deficits, inflation and military expenditures had significantly more pronounced effects on government debt changes.
