我国突发公共事件应急管理机制研究

突发公共事件的应急管理是衡量一个国家、地区或城市综合管理能力和文明程度的重要指标之一。在简要介绍我国突发公共事件应急管理体制现状的基础上,重点分析了我国突发公共事件应急管理机制中存在的问题,并有针对性地提出了完善我国突发公共事件应急管理机制的措施,为提高我国突发公共事件的应急管理能力提供借鉴。

本文通过对石河子大学公体教学改革实施情况的调查研究,进一步论证了公共体育教学改革采用兴趣选项模式的可行性。同时,经过调查对照参考北大模式制定的石大公体教改乒乓球教学大纲进行了论证和分析,提出了一些建议。     

Is Britain a force for good? Investigating British citizens’ narrative understanding of war

It is commonly assumed in the foreign policy literature that narratives are uniquely persuasive and thus integral to obtaining public support for war. Yet, empirical research on “strategic narrative” is often vague on both the concept of narrative and how it persuades. Moreover, the stories publics use to interpret war are rarely examined. This paper offers a novel approach to studying “from the ground up” the war stories of individual British citizens. It examines public interpretations of war through emplotment: the way people select and link events to create a coherent story. Examining the wars people include and those they silence, it illustrates how a diverse range of citizens morally evaluates Britain’s military role, be it as a Force for Good, a Force for Ill or a country Learning from its Mistakes. In doing so, the paper offers an alternative methodological approach to studying how individual citizens understand war.     

Homes for heroes? Assessing the impact of the UK’s Military Covenant

The British Military Covenant can be located in and from many sources and from 2011 onwards in primary legislation. This article argues that the provision of military housing amounts to an early test of how the military covenant is understood and used by those involved in defence policy, and those in the armed forces affected by it. It finds that housing was a prominent feature of how service personnel understood how they were valued, but was not explicitly understood as a covenant issue by those personnel or the officials in charge of the Defence Estates. We locate three reasons for this: (1) the covenant has been poorly translated from aspiration into policy practice, (2) the covenant is unevenly understood across its stakeholders which has the effect of generating disappointment through misaligned expectations, (3) those engaged in the reform process surrounding the Defence Infrastructure Organisation (DIO) saw the covenant as a means to energise reform. Ultimately housing was seen as a dry and technocratic business area and thus an issue ripe for being refracted through the covenant was ultimately left outside of its remit.     

基于新型非易失内存的远程零拷贝文件系统

为提升物联网与边缘计算应用中前端节点间的数据访问效率,提出了一种新型远程零拷贝文件系统。该文件系统无须借助特殊硬件,可直接基于通用网卡设备实现零拷贝的数据传输框架;充分利用新型非易失内存的随机访问特性,尽可能减少数据缓存和拷贝,提高数据访问的吞吐量。建立缓冲区池,精简并融合传统网络栈和存储栈,从而缩短文件访问路径,减少软件冗余,降低数据访问延迟。最终提供高带宽、低延迟的远程数据访问性能。测试结果表明,远程零拷贝文件系统比传统网络文件系统减少了42.26%～99.19%的读写延迟,细粒度访问下的吞吐量最高可提升1297倍,显著降低了处理器开销和缓存失效次数。

笔者从健全完善公安边防部队干部管理机制和推进部队建设稳步健康发展出发 ,针对当前领导干部经济责任审计评价不够规范科学的实际 ,阐述了建立公安边防部队领导干部经济责任审计评价体系的必要性 ,并提出了建立这一审计评价体系的初步构想和相关保障问题 ,对深化公安边防部队领导干部经济责任审计有一定的借鉴意义。
