The article discusses processes of “religionization” within the institutional identity and ethos of the Israel Defense Forces (IDF) and the connection of these processes with the significant structural changes the IDF has undergone in recent decades. The main argument presented is that since the late 1980s, the IDF has been in a culture conflict, torn between soldiers and civilians who advocate turning the IDF into a professional army “military professionalization,” and others who wish to preserve, and even strengthen, the “people's army” model. The present article shows that the meaning of the term “people” in this phrase has shifted to refer strictly to the Jewish people, and that a national-ethnic perception strongly influenced by religious-national ideology has been adopted. 相似文献

The purpose of this paper is to analyze the defense interdependence between Japan and the United States (US) in the short and long run and to investigate whether Japan is a follower or a free rider of the “US” over the 1975–2009 period. Given that mutual aid between Japan and the US has been maintained, the empirical results suggest that Japanese defense has a stable relationship with US defense. Furthermore, the results reveal that Japan is not a free rider but rather a follower in the period under consideration. 相似文献

The search continues for methods to improve security for development in Sub-Saharan Africa. One of the important actors in this security arena is Sub-Saharan African governments’ armies. Much of their capability to meet security challenge depends on how militarily professional they are. The wave of democratic evolution in Africa since 1990 also affected military professionalism. This article reviews three models for assessing how democratisation might affect military professionalism in Sub-Saharan Africa, with special attention to post-conflict states. This should make it possible to decide which analytical methods are most appropriate to measure military professionalism in the particular circumstances of Sub-Saharan African post-conflict democratisation. Depending upon the particular nation-state in question, this decision on analytical methods may be useful for other Sub-Saharan states as well. 相似文献

Foreign policy program transfer, the shifting of implementation responsibility for a foreign policy program from one organization to another, is a ubiquitous, yet under-studied, counterinsurgency phenomenon. This article conceptually develops program transfer as an important object of study; analyzes, using archival sources, an empirical case of program transfer, Operation Switchback, drawn from US counterinsurgency practice in South Vietnam; and formulates two preliminary theoretical claims related to program transfer: (1) transferred programs will tend to be altered in accordance with the characteristics of the gaining organization, and (2) program transfer may act as a signal or early-warning indicator of foreign policy change. 相似文献

When the US Air Force set out to acquire a new aerial tanker (the KC-X), two highly suitable alternatives were offered. What could have been a short and simple source selection turned into a prolonged embarrassment. The original selection of 100 leased KC-767s was made in May 2003. But the KC-46 is expected to be operational in 2017 – more than a decade later. Our primary purpose here is to narrate and explain key events in the KC-X program. We search for useful paradigms, based in part on the US Government being better viewed as a quarrelsome committee than a monopsonist. The paper’s main argument is that Israel’s security policy, which traditionally focused on defending its territorial integrity against regular Arab armed forces, was, by the 2010s, transformed into one that focuses on facing a variety of state- and non-state-based threats. Neo-realist explanations could neither account for the contested nature of the security debate during this period, nor the inconsistent evolution of the policy. The present study aims to solve this conundrum by introducing an alternative approach known as 4th generation strategic culture research. The paper is comprised of four parts. First, the origins and evolution of strategic culture are reviewed, with emphasis placed on the commonly accepted weaknesses that, to date, have prevented it from being used as a testable theoretical concept, and subsequently as an explanatory factor for security policy changes. The second part presents the “modernist constructivism” approach that bridges the gap between traditional constructivism and hypothesis-driven research design. Next, the paper introduces the emerging fourth generation in strategic culture literature, followed by a conceptual framework designed to resolve the inherent weaknesses of the more traditional approaches. Finally, this conceptual framework is applied to analyse the transformation of Israel’s security policy between 1982 and 2014. 相似文献

Taking its point of departure in Donald Rumsfeld’s second term as US Secretary of Defense (2001–2006), this article analyses the crisis of strategic leadership in Western national security. Three “traps” are identified that explain why Donald Rumsfeld ultimately was a failure as defence secretary and demonstrate the perils of national security governance. These traps are termed the inquisitor trap, the strong leader trap and the delegation trap. It is argued that our understanding of strategic leadership in national security, particularly in defence, can benefit from insights gained from the study of strategic leadership in business. As such, this article engages the recent trend of merging insights from business and military strategy. 相似文献
