The U.S. Armory in Springfield, Massachusetts, rarely appears in Civil War histories except perhaps as an unexplained statistical wonder. By late 1863, the Armory was the largest single supplier of rifles to Union forces. Springfield Armory workers out-produced over thirty American contractors, making more Army rifles at less cost while providing contractors with gauges, inspectors, and models, even though there were significant wartime private-sector mechanical innovations. This article identifies and explains the factors in the Armory’s success, provides context on contemporary American arms production and rifle models, and argues that the Armory’s methods and performance were among the first if not the first example of mass production in American small arms manufacture. The relative brevity of the Civil War episode, and the fact that it was not repeated in any comparable way at the Armory until World War II, has obscured its significance in American manufacturing history. 相似文献

In the literature two common macroscopic evacuation planning approaches exist: The dynamic network flow approach and the Cell–Transmission–Based approach. Both approaches have advantages and disadvantages. Many efficient solution approaches for the dynamic network flow approach exist so that realistic problem instances can be considered. However, the consideration of (more) realistic aspects (eg, density dependent travel times) results in non‐linear model formulations. The Cell‐Transmission‐Based approach on the other hand considers realistic traffic phenomena like shock waves and traffic congestion, but this approach leads to long computational times for realistic problem instances. In this article, we combine the advantages of both approaches: We consider a Cell‐Transmission‐Based Evacuation Planning Model (CTEPM) and present a network flow formulation that is equivalent to the cell‐based model. Thus, the computational costs of the CTEPM are enormously reduced due to the reformulation and the detailed representation of the traffic flow dynamics is maintained. We investigate the impacts of various evacuation scenario parameters on the evacuation performance and on the computational times in a computational study including 90 realistic instances. 相似文献

Despite the prevalence of violent uprisings against the states, existing literature has produced a generalized explanation of the causes and onset of such uprisings ignoring crucial aspects of (non-state) armed group cohesion, such as their capabilities to manage intra-group tensions and rivalries. In this paper, I examine recent research in the field of civil conflict to understand the importance of investigating underlying constraints which can cause serious impediments to the capabilities of a state during the course of a war. The paper then focuses on the importance of internal strategic resources, such as pre-war and wartime sociopolitical networks in which insurgents mobilize, recruit new cadres and maintain intra-group cooperation, to suggest how it can contain the consequences of counterinsurgency operations and other state strategies on the internal cohesion of an insurgent group. India’s nuclear doctrine and posture has traditionally been shaped by minimum deterrence logic. This logic includes assumptions that possession of only a small retaliatory nuclear force generates sufficient deterrent effect against adversaries, and accordingly that development of limited nuclear warfighting concepts and platforms are unnecessary for national security. The recent emergence of Pakistan’s Nasr tactical nuclear missile platform has generated pressures on Indian minimum deterrence. This article analyzes Indian official and strategic elite responses to the Nasr challenge, including policy recommendations and attendant implications. It argues that India should continue to adhere to minimum deterrence, which serves as the most appropriate concept for Indian nuclear policy and best supports broader foreign and security policy objectives. However, the form through which Indian minimum deterrence is delivered must be rethought in light of this new stage of regional nuclear competition. 相似文献
