In February 1998, Osama Bin Laden published a signed statement calling for a fatwa against the United States for its having ‘declared war against God’. As we now know, the fatwa resulted in the unprecedented attack of 9/11. The issue of whether or not 9/11 was in any way predictable culminated in the public debate between Richard Clarke, former CIA Director George Tenet and the White House. This paper examines whether there was any evidence of a structural change in the terrorism data at or after February 1998 but prior to June 2001, controlling for the possibility of other breaks in earlier periods. In doing so, we use the standard Bai–Perron procedure and our sequential importance sampling (SIS) Markov Chain Monte Carlo (MCMC) method for identifying an unknown number of breaks at unknown dates. We conclude that sophisticated statistical time‐series analysis would not have predicted 9/11. 相似文献

We study an (R, s, S) inventory control policy with stochastic demand, lost sales, zero lead‐time and a target service level to be satisfied. The system is modeled as a discrete time Markov chain for which we present a novel approach to derive exact closed‐form solutions for the limiting distribution of the on‐hand inventory level at the end of a review period, given the reorder level (s) and order‐up‐to level (S). We then establish a relationship between the limiting distributions for adjacent values of the reorder point that is used in an efficient recursive algorithm to determine the optimal parameter values of the (R, s, S) replenishment policy. The algorithm is easy to implement and entails less effort than solving the steady‐state equations for the corresponding Markov model. Point‐of‐use hospital inventory systems share the essential characteristics of the inventory system we model, and a case study using real data from such a system shows that with our approach, optimal policies with significant savings in inventory management effort are easily obtained for a large family of items. 相似文献

We study joint preventive maintenance (PM) and production policies for an unreliable production‐inventory system in which maintenance/repair times are non‐negligible and stochastic. A joint policy decides (a) whether or not to perform PM and (b) if PM is not performed, then how much to produce. We consider a discrete‐time system, formulating the problem as a Markov decision process (MDP) model. The focus of the work is on the structural properties of optimal joint policies, given the system state comprised of the system's age and the inventory level. Although our analysis indicates that the structure of optimal joint policies is very complex in general, we are able to characterize several properties regarding PM and production, including optimal production/maintenance actions under backlogging and high inventory levels, and conditions under which the PM portion of the joint policy has a control‐limit structure. In further special cases, such as when PM set‐up costs are negligible compared to PM times, we are able to establish some additional structural properties. © 2005 Wiley Periodicals, Inc. A Markov modulated shock models is studied in this paper. In this model, both the interarrival time and the magnitude of the shock are determined by a Markov process. The system fails whenever a shock magnitude exceeds a pre‐specified level η. Nonexponential bounds of the reliability are given when the interarrival time has heavy‐tailed distribution. A Markovian arrival process of order n, MAP(n), is typically described by two n × n transition rate matrices in terms of rate parameters. While it is straightforward and intuitive, the Markovian representation is redundant since the minimal number of parameters is n2 for non‐redundant MAP(n). It is well known that the redundancy complicates exact moment fittings. In this article, we present a minimal and unique Laplace‐Stieltjes transform (LST) representations for MAP(n)s. Even though the LST coefficients vector itself is not a minimal representation, we show that the joint LST of stationary intervals can be represented with the minimum number of parameters. We also propose another minimal representation for MAP(3)s based on coefficients of the characteristic polynomial equations of the two transition rate matrices. An exact moment fitting procedure is presented for MAP(3)s based on two proposed minimal representations. We also discuss how MAP(3)/G/1 departure process can be approximated as a MAP(3). A simple tandem queueing network example is presented to show that the MAP(3) performs better than the MAP(2) in queueing approximations especially under moderate traffic intensities. © 2016 Wiley Periodicals, Inc. In this paper, we present a physics-based stochastic model to investigate vessel casualties resulting from tanker traffic through a narrow waterway. A state-space model is developed to represent the waterway and the location of vessels at a given time. We first determine the distribution of surface current at a given location of the waterway depending on channel geometry, bottom topography, boundary conditions, and the distribution of wind. Then we determine the distribution of the angular drift for a given vessel travelling at a given location of a waterway. Finally, we incorporate the drift probabilities and random arrival of vessels into a Markov chain model. By analyzing the time-dependent and the steady-state probabilities of the Markov chain, we obtain risk measures such as the probability of casualty at a given location and also the expected number of casualties for a given number of vessels arriving per unit time. Analysis of the Markovian model also yields an analytical result that shows that the expected number of casualties is proportional to square of the tanker arrival rate. This article provides conditions under which total‐cost and average‐cost Markov decision processes (MDPs) can be reduced to discounted ones. Results are given for transient total‐cost MDPs with transition rates whose values may be greater than one, as well as for average‐cost MDPs with transition probabilities satisfying the condition that there is a state such that the expected time to reach it is uniformly bounded for all initial states and stationary policies. In particular, these reductions imply sufficient conditions for the validity of optimality equations and the existence of stationary optimal policies for MDPs with undiscounted total cost and average‐cost criteria. 随着大量软件产品应用于信息系统,不可避免地增大了软件失效对系统安全的影响概率。本文以某信息系统文电收发的处理过程为例,引入FMECA法,对其文电收发处理过程中由软件造成的风险进行分析,同时分析了引起风险常见的失效模式,并引入Markov模型对软件失效造成系统严重危害的风险进行预测,通过Markov模型与FMECA法结合能够迅速定位软件失效的原因,减少因软件失效造成的系统损失。 相似文献
