Storming to partition: Croatia,the United States,and Krajina in the Yugoslav War

To many scholars and policymakers, ‘partition’ offers the most efficacious means of resolving ethnic-civil wars. Others reject partition as a solution, citing flaws (both logical and empirical) and harmful international implications should such an approach become commonplace. What has been missing from this debate is an understanding of how the process of partition unfolds. In this article we examine such a process, the case of the Krajina in the war in Yugoslavia, 1994–1995. The US aligned itself with Croatia against Serbs rebelling in the Krajina region of Croatia. The culmination of this alignment occurred in August 1995 when Croatian forces initiated ‘Operation Storm’ (Oluja) against Croatian Serb insurgents. Croatian forces effectively cleansed the Krajina of its Serbian population. Eager to initiate a diplomatic peace process, Washington welcomed the Croatian operation, and largely because of Operation Storm, negotiations at Dayton became possible.

Governmental Re-organization in Counterinsurgency Context: Foreign Policy Program Transfer and Operation Switchback in South Vietnam

Foreign policy program transfer, the shifting of implementation responsibility for a foreign policy program from one organization to another, is a ubiquitous, yet under-studied, counterinsurgency phenomenon. This article conceptually develops program transfer as an important object of study; analyzes, using archival sources, an empirical case of program transfer, Operation Switchback, drawn from US counterinsurgency practice in South Vietnam; and formulates two preliminary theoretical claims related to program transfer: (1) transferred programs will tend to be altered in accordance with the characteristics of the gaining organization, and (2) program transfer may act as a signal or early-warning indicator of foreign policy change.

How exactly has the Taliban gone about attaining its objectives in Kandahar province and how have those approaches evolved since 2002? And how have the Taliban adapted to coalition forces' attempts to compete with the insurgency and stamp it out? The answers to these questions are critical in the formulation of any counterinsurgency approach to Afghanistan.     

Influence of propagation direction on operation performance of rotating detonation combustor with turbine guide vane

Due to the pressure gain combustion characteristics, the rotating detonation combustor (RDC) can enhance thermodynamic cycle efficiency. Therefore, the performance of gas-turbine engine can be further improved with this combustion technology. In the present study, the RDC operation performance with a turbine guide vane (TGV) is experimentally investigated. Hydrogen and air are used as propellants while hydrogen and air mass flow rate are about 16.1 g/s and 500 g/s and the equivalence ratio is about 1.0. A pre-detonator is used to ignite the mixture. High-frequency dynamic pressure transducers and silicon pressure sensors are employed to measure pressure oscillations and static pressure in the combustion chamber. The experimental results show that the steady propagation of rotating detonation wave (RDW) is observed in the combustion chamber and the mean propagation velocity is above 1650 m/s, reaching over 84% of theoretical Chapman-Jouguet detonation velocity. Clockwise and counterclockwise propagation directions of RDW are obtained. For clockwise propagation direction, the static pressure is about 15% higher in the combustor compared with counterclockwise propagation direction, but the RDW dominant frequency is lower. When the oblique shock wave propagates across the TGV, the pressure oscillations reduces significantly. In addition, as the detonation products flow through the TGV, the static pressure drops up to 32% and 43% for clockwise and counterclockwise propagation process respectively.

Cinema,drone warfare and the framing of counter-terrorism

The study of the cinematic representation is extremely useful in framing of counter-terrorism policies, whether in the US or elsewhere. This paper examines cinema’s interest in drone warfare as well as the lives and personalities of drone pilots. It argues that drone warfare suffers a considerable image problem that has been brought out in several recent features and it is unlikely that any major cinematic myth of drone warfare will easily develop, certainly in comparison to myths concerning special forces and special operations.
