An interactive economic model of military spending is proposed. It is quantified on the basis of cross section data for East Asia. Projections of military spending to the end of the decade suggest that the growth of military spending in the region will decline slightly in the current decade. East Asian military spending can, however, be greatly influenced by the path of Chinese and US military efforts. An expansion of military spending by China could cause neighboring countries to greatly increase their military expenditures.  相似文献

I explore the relationship between superpower arms transfers and the Arab‐Israeli rivalry. My empirical analysis suggests that Soviet arms transfers to the Middle East, more than American transfers, have exacerbated interstate rivalry in the region. It also suggests that Soviet arms transfers, again more than American transfers, have encouraged compensatory arming by the other superpower. These conclusions derive from the results of cross‐correlation analysis, Granger‐causality tests, and variance decompositions, and are quite robust. While my findings paint a rather unflattering portrait of the effects of superpower involvement in the region, they do constitute grounds for optimism in light of current developments.  相似文献

International judicial norms developed slowly during the Cold War but have recently begun to draw on the experiences of the Criminal Tribunal in the former Yugoslavia and Rwanda. These ad hoc bodies had to respond quickly to emergency situations by combining different international approaches to justice and prosecution. The Special Court for Sierra Leone is the latest of these experiments. Despite having had more time for reflective discussion and negotiation, the Special Court faces the same challenge and constraint: the parameters of time and resources are set by political imperatives. The International Criminal Court goes some way to addressing the problems of funding, good judicial appointments and contrasting legal systems, the details of future trials will not be easy. Ad hoc tribunals will probably still have a role to play in cases where the ICC cannot intervene.  相似文献

This article examines the arms control logic that was applied to the only regional arms control talks that have taken place in the Middle East to date: the Arms Control and Regional Security (ACRS) working group that was part of the multilateral track of the Madrid peace process in the early 1990s. It highlights both the successes and major constraints of the ACRS talks in an effort to assess what might be relevant to the weapons of mass destruction-free zone conference proposed for later this year. In addition to the basic arms control dilemmas that will continue to challenge this conference—as they did ACRS—the article suggests that current conditions in the Middle East are even less conducive to regional dialogue than they were in the earlier period, due to the internal upheavals in several key Arab states, and the specific challenge of Iran's move to develop a military nuclear capability.  相似文献

This article reviews the origins and evolution of the Middle East weapons of mass destruction-free zone (WMDFZ) concept and the proposal for a 2012 conference on the subject, and explores new challenges and opportunities for regional arms control in the current regional environment. It suggests that new models may be necessary to revitalize regional arms control efforts. The establishment of a broad regional security forum could include, but should not be limited to, curtailing weapons of mass destruction through the zone approach. Even if the 2012 conference fails to materialize, or is limited to a one-time event, the proposal for such a conference has provided an important opportunity to rethink future options for a regional arms control and security process.  相似文献

North Korea has been one of the world's most active suppliers of ballistic missile systems since the mid-1980s, but the nature of its missile export business has changed significantly during this period. Unclassified, publicly available data show that the great majority of known deliveries of complete missile systems from North Korea occurred before 1994. The subsequent fall-off took place a decade too early to be explained by the Proliferation Security Initiative of 2003. It can be explained by a combination of factors that have reduced demand. First, after selling production equipment for ballistic missiles to many states, especially in the Middle East, North Korea by the late 1990s had become primarily a supplier of missile parts and materials, not complete systems. Second, after Operation Desert Storm, some missile-buying states shifted their attention away from ballistic missiles in favor of manned aircraft, cruise missiles, and missile defense systems supplied by Western powers. Third, some states experienced pressure from the United States to curtail their dealings with North Korea. During the last decade, having shed most of its previous customer base, North Korea has entered a phase of collaborative missile development with a smaller number of state partners, particularly Iran and Syria. Its known sales of complete missile systems are relatively small and infrequent. North Korea's time as missile supplier to the Middle East at large has ended, but there is a risk that regional states will turn to North Korea as a supplier of nuclear technology in the future.  相似文献

ABSTRACT

Several states in the Middle East have noted their interest in nuclear energy programs, but current cost and timeline estimates understate the difficulties that these states will face. A state-level analysis of nuclear development capacities in Saudi Arabia, Egypt, Jordan, Turkey, and the United Arab Emirates suggests that building nuclear infrastructure in the region will, in fact, be a lengthy and expensive endeavor, due to concerns such as export constraints, public opposition, a lack of human resources, and high overhead costs. This has implications for nuclear weapon nonproliferation: first, fears that these developing nuclear energy capabilities may facilitate possible weapon proliferation are premature, and second, there is time to ensure that any burgeoning nuclear infrastructure in the region remains safe and civilian in nature.  相似文献

The prospect of the United States continuing to reduce the size of its nuclear arsenal to “very low numbers” has raised questions in Japan and South Korea, where US extended deterrence guarantees are premised on the “nuclear umbrella.” In both countries, however, concerns focus less on numerical arsenal size than on the sufficiency of specific nuclear and non-nuclear capabilities to meet evolving threats and on the degree of broader US commitment to these alliances. This article assesses developments in US-Japan and US-South Korea relationships in response to the Obama administration's nuclear disarmament policies, focusing on how the evolutionary course of those relationships may in turn condition prospects for sustaining this US nuclear policy direction. The analysis finds that the challenges of deterrence credibility and allied reassurance are difficult and long-term, but also that US nuclear arsenal size is secondary to broader political, strategic, and military factors in meeting these challenges. The evaluation concludes that strong alliance relationships and strategic stability in East Asia can be maintained while the size of the US nuclear arsenal continues to decline, but also that deterioration of these relationships could imperil core US nuclear policy and nonproliferation objectives.  相似文献

Since the end of the Cold War, India's strategic horizons have moved beyond its traditional preoccupations in South Asia. India is developing a strategic role in East Asia in particular. At the same time India's strategic thinking has undergone a revolution, as the country that prided itself on non-alignment has moved closer to the West. But India's culture, history and geography still fundamentally shape its worldview. In engaging with East Asia, India is guided by a mosaic of strategic objectives about extending its sphere of influence, developing a multipolar regional system and balancing against China. The interplay of these objectives will frame India's role in East Asia in coming years.  相似文献

The United States and Al Qaeda represent two fundamentally different forms of warfare. The US, with its basis in the Western way of warfare, relies on an almost totally instrumental form of warfare and Al Qaeda, with its basis in the Islamic way of warfare, fights an expressive, existential form of warfare. This paper illustrates how both sides' ways of warfare are converging toward each other. It also argues that this is in fact a good thing because it will allow the US to understand its enemy and thereby allow the US to defeat him in terms he can understand.  相似文献
