Few would disagree that European militaries have experienced dramatic changes since the end of the Cold War. Much of the discussion on these changes to date has referred to the concept of professionalism. However, this approach became outdated as professions in post-industrialist societies entered a state of crisis as a result of growing competition from a variety of competitors. The present study adapts a new framework from the sociology of knowledge literature – sociology of expertise – into one, sociology of security expertise, which is suitable for study of contemporary armed forces. Its utility is demonstrated through analysis of five European professional military education institutions. The analysis shows that European military organisations are transiting, albeit in various degrees, from one form of social organisation of military knowledge production – associated with the military education model common to traditional military colleges – toward another, which is related to the military education model of national defence universities. Hence it is highly probable that European military organisations lose, either voluntary or unintentionally, their professional character and can no longer be unquestionably assumed to be military professions. The U.S. spends billions of dollars in its security cooperation program to develop “professional, accountable, and capable security forces” in other nations, part of a grand strategy to improve global stability and counter violent extremism. Despite its great investment in professionalizing foreign militaries, however, the U.S. has no functional definition of military professionalism – a term that until now has been considered too vague and multi-faceted to operationalize. In this article, the author seeks to remedy this oversight, drawing from twenty years of security cooperation fieldwork in Latin America and Africa, as well as a vigorous literature review, to define four important components of military professionalism: (1) formal military education and vocational training, (2) military subordination to elected civilian officials, (3) knowledge and practice of the law of armed conflict and human rights law, and (4) a clearly established program of professional military ethics. This article provides guidelines for U.S. and European officials who work with partner nations to develop more professional military forces and, in particular, for officials managing security assistance programs with developing countries. 相似文献

We examine whether government ideology was correlated with the growth in military expenditure in Germany over the period 1951–2011. Using various measures of government ideology, the results do not show any effect. The exception is an ideology measure based on the Comparative Manifesto Project (left-right scale): using this measure, the results show that the growth in military expenditure increased by about 2.4 percentage points, when the ideology variable (right-wing) increased by one standard deviation. This effect, however, is based on observations until the early 1960s and cannot be generalized. The major political parties agreed on how to evaluate international risks and threats. Government ideology retired to the background. We conjecture that the consensus among the major parties will persist – even if military spending needs to be increased in response to new international risks and threats. 相似文献

What explains the pace at which militaries adopt new technology? We argue that the hierarchical structure and unique expertise requirements of military organizations combine to empower select individuals as ‘gatekeepers’ of innovation. These individuals acquire beliefs throughout their military careers regarding the nature and means of warfare that act to shape their attitudes towards new military innovations. By filtering, sidelining, and ignoring competing sources of advice and information, these officers actively inhibit the adoption of new, often advantageous, innovations. We develop this argument through the analysis of two cases: the delayed acquisition of breech-loading and repeating rifles by the Union Army during the American Civil War, and the failure of the US Army to adopt an adequate heavy-type tank in World War II. 相似文献

Tactical learning is critical to battlefield success, especially in a counterinsurgency. This article tests the existing model of military adaption against a ‘most-likely’ case: the British Army’s counterinsurgency in the Southern Cameroons (1960–61). Despite meeting all preconditions thought to enable adaptation – decentralization, leadership turnover, supportive leadership, poor organizational memory, feedback loops, and a clear threat – the British still failed to adapt. Archival evidence suggests politicians subverted bottom-up adaptation, because winning came at too high a price in terms of Britain’s broader strategic imperatives. Our finding identifies an important gap in the extant adaptation literature: it ignores politics. 相似文献
