增强忧患意识常怀忧党之心——学习党的十七届四中全会精神

党的十七届四中全会指出：“全党必须居安思危,增强忧患意识,常怀忧党之心,恪尽兴党之责。”增强忧患意识,常怀忧党之心,要从十七届四中全会召开的特殊背景来帮助理解,要从十七届四中全会对党的建设形势的分析来加深理解,要从十七届四中全会建设“学习型政党”战略任务的提出来着重理解。     

GM（1，1）组合优化模型

从影响GM（1,1）模型产生误差的两个主要原因出发,重新选择灰导数,并基于Newton．Cote’s积分公式和相邻最近插值方法构造出GM（1,1）组合模型,提出了求该组合模型参数的计算方法,通过实例验证了组合模型的模拟精度,具有重要的应用价值。     

磁隐身坦克的实验设计及性能检测

通过模拟实验,研究了磁隐身坦克的核心元件——同轴密绕消磁线圈的使用性能。实验室对其消磁效应的数据分析表明:同轴密绕消磁线圈能够消除坦克周围因被地磁场磁化而产生的磁场标志,其中近轴区域的消磁效果更为明显;如果在消磁线圈中通入反向电流,消磁物体的磁场反而会增强,呈缓慢磁化的趋势,这与电磁场理论相符。本实验设计的消磁线圈属于一种新功能的电磁装甲,能提高坦克在电磁战中的生存能力。     

Consecutive k‐within‐m‐out‐of‐n:F system with exchangeable components

As a generalization of k‐out‐of‐n:F and consecutive k‐out‐of‐n:F systems, the consecutive k‐within‐m‐out‐of‐n:F system consists of n linearly ordered components such that the system fails iff there are m consecutive components which include among them at least k failed components. In this article, the reliability properties of consecutive k‐within‐m‐out‐of‐n:F systems with exchangeable components are studied. The bounds and approximations for the survival function are provided. A Monte Carlo estimator of system signature is obtained and used to approximate survival function. The results are illustrated and numerics are provided for an exchangeable multivariate Pareto distribution. © 2009 Wiley Periodicals, Inc. Naval Research Logistics 2009

寒山子的三百多首诗歌,内容复杂,风格多样,较难从整体上把握。结合寒山子的身世,通过对三个时期较有代表性的诗歌作简单分析,阐明其各个时期的处世哲学和信仰转变带来的诗歌艺术特色和风格的不同,以期从整体上把握寒山诗。     

‘A Brave New World for Chinese Joint Operations’

A key organizational challenge for all modern militaries is instituting an effective command-and-control (C2) structure for joint operations. China has been a relative latecomer to joint operations, with a persistent weakness in joint C2. Reforms launched in early 2016 sought to overcome this challenge by establishing a permanent two-level joint C2 structure. Although not a ‘tipping point’ that will lead ineluctably to stronger operational effectiveness, this reform is nonetheless an important milestone in an evolutionary process towards better PLA joint operations. The result could be added operational challenges for several of China’s neighbors and the United States.     

Quarrelsome committees in US defense acquisition: the KC-X case

When the US Air Force set out to acquire a new aerial tanker (the KC-X), two highly suitable alternatives were offered. What could have been a short and simple source selection turned into a prolonged embarrassment. The original selection of 100 leased KC-767s was made in May 2003. But the KC-46 is expected to be operational in 2017 – more than a decade later. Our primary purpose here is to narrate and explain key events in the KC-X program. We search for useful paradigms, based in part on the US Government being better viewed as a quarrelsome committee than a monopsonist. In addition, we consider what this case might tell us about the US defense acquisition system.     

建筑太阳能光电热一体化系统的瞬态性能模拟

利用TRNSYS软件对重庆夏季建筑屋顶太阳能光电热一体化系统进行瞬态模拟分析计算,得到系统瞬时发电量与一段时间内累计发电量,光电热模块瞬时进出水温度与太阳能平板集热器瞬时进出水温度,系统一段时间内光电热模块累计有效得热量与一段时间内太阳能平板集热器累计有效得热量,系统的光电转换效率、光热转换效率以及太阳能综合利用效率。结果表明,建筑屋顶太阳能光电热一体化系统是重庆地区建筑太阳能光电热一体化系统适宜的型式。

Bringing Balancing Back In: Britain's Targeted Balancing, 1936–1939

This article challenges the conventional wisdom that Neville Chamberlain rejected the British tradition of balance of power in the 1930s. In contrast to balance of power and balance of threat theories, states do not balance against aggregate or net shifts in power. Instead, leaders define threats based on particular elements of a foreign state's power. The import is that different components of power of a foreign state are more or less threatening and aggregate shifts in power alone may not provoke counterbalancing behavior. In the 1930s, Britain balanced against the most threatening components of power: the German Luftwaffe and the threat of a knock-out air assault against the homeland, Japan's Imperial Navy and its threat to Britain's commercial trade routes and the Dominions in East Asia, and the Italian Navy and the threat to Britain's line of communication through the Mediterranean Sea to India and Asia. Given Britain's difficult financial circumstances, all other components of power, such as the army and the land components of power of Germany, Japan, and Italy were ranked as secondary in terms of its rearmament priorities. Thus, London was able to narrow the gap with Berlin in specific components of power of strategic importance such as aircraft production or to exceed Germany in other areas such as the Royal Navy and its battlefleet.
