This article fills the gap in existing scholarship on asymmetric conflict, indigenous forces, and how socio-cultural codes shape the dynamics and outcomes of conflict transformation. Specifically, it identifies three key socio-cultural values commonplace in honorific societies: retaliation, hospitality, and silence. As sources of effective pro-insurgent violent mobilisation and support from among the local population, these values provide insurgents with an asymmetric advantage over much stronger incumbents. Using the case studies of the two Russian counterinsurgencies in Chechnya, the article shows the mechanisms on the ground through which Moscow’s deployment of indigenous forces against insurgents helped to stem the tide of conflict, reversing the insurgents’ initial advantage in terms of asymmetry of values.  相似文献

Abstract

The current field study used unique data collected in Israel in July 2014, during a military operation that the Israel Defence Forces (I.D.F.) conducted in the Gaza Strip, in reaction to the thousands of missiles launched from there into Israel. During this operation, the new Iron Dome anti-missile defence system was used to protect Israelis exposed to missile attacks. The study examined factors that correlate with decisions to comply with I.D.F. defence instructions regarding behaviour during missile attacks. In addition, the study examined the relationship between attitudes towards the Iron Dome technology and emotions, risk perceptions, and the decision to comply with I.D.F. defence instructions. The results indicate that stronger positive opinions towards Iron Dome were correlated with lower levels of fear and anger, and beliefs that participant’s chances of being injured by a missile were lower than they had been during previous military operation. In addition, better compliance with I.D.F. defence instructions correlated with being more fearful, angrier at Hamas, living closer to Gaza Strip, and having more positive opinions about Iron Dome. The findings also indicate gender differences with respect to factors correlated with risk perceptions, opinions regarding Iron Dome, and precautionary actions during attacks.  相似文献

Since 9/11, counterinsurgency is back in fashion; the ‘war on terror’ has even been branded a ‘global counterinsurgency’. However the context within which counterinsurgency originally arose is critical to understanding the prospects for its present success; the radically changed environment in which it is currently being conducted casts into considerable doubt the validity of the doctrine's application by many national militaries currently ‘rediscovering’ this school of military thought today. Above all, classical counterinsurgency was a profoundly imperial, state-centric phenomenon; consequently it only rarely faced the thorny issue of sovereignty and legitimacy which bedevils and may doom these same efforts today.  相似文献

The 2016 decision to deploy Terminal High Altitude Area Defense (THAAD) to South Korea has generated multitude of intensely politicized issues and has proved highly controversial. This has made it challenging to alleviate, let alone clarify, points of analytical and policy tensions. We instead disaggregate and revisit two fundamental questions. One is whether THAAD could really defend South Korea from North Korean missiles. We challenge the conventional “qualified optimism” by giving analytical primacy to three countermeasures available to defeat THAAD–use of decoys, tumbling and spiral motion, and outnumbering. These countermeasures are relatively inexpensive to create but exceedingly difficult to offset. Second, we assess the optimal way to ensure South Korean national security against North Korean missiles. By examining the balance of capability and issues of credibility/commitment, we show that the U.S. extended deterrence by punishment remains plentiful and sufficiently credible even without enhancing the current defense capability.  相似文献

From the late 1970s and until the end of the Cold War, the ‘High North’ constituted a central theatre for military forces. Extensive NATO preparations were made, a solid infrastructure developed in northern Norway, and frequent and large-scale exercises were carried out. These developments, from the late 1970s, were much discussed by scholars and strategists. However, the change of perception, laying the foundation for the military build-up, had actually occurred a decade earlier, in the late 1960s. This change has not yet been given its rightful attention, partly because the relevant documents have only recently become available. This essay takes the chronology of events back into the 1960s and to NATO's secret discussions between the national Ministers of Defence and Chiefs of Staff. The most significant turning-points were the Flexible Response strategy of 1967; SACLANT's concern over increased Soviet naval activity and his ‘Maritime Strategy’ studies of 1965 and 1967; NATO's awakening to the Soviet SSBN threat in 1967; and the concept of ‘External Reinforcement of the Flanks’ of 1968 – finally followed by the ‘Brosio Study’ (named after the then NATO Secretary-General) of 1969. As a consequence of these developments NATO's ‘tactical northern flank’ was set to become an independent strategic theatre.  相似文献

ABSTRACT

Extended deterrence has been a main pillar of the security alliance between the United States and South Korea (Republic of Korea [ROK]) since the end of the Korean War. The changing dynamics of US extended deterrence in Korea, however, affected Seoul’s strategic choices within its bilateral alliance relationship with Washington. Examining the evolution of US extended deterrence in the Korean Peninsula until the Nixon administration, this article explains why South Korea began its nuclear weapons programme in a historical context of the US–ROK alliance relationship. This article argues that President Park Chung-hee’s increasing uncertainty about the US security commitment to South Korea in the 1960s led to his decision to develop nuclear weapons in the early 1970s despite the fact that US tactical nuclear weapons were still stationed in South Korea.  相似文献

How do states defect from multinational military coalitions? The question deserves considerable academic scrutiny, as states increasingly rely on coalitions to prosecute military missions. Yet to the extent that coalition defection has been explored, the extant literature tends to see defection as a binary undertaking – states are either in or out. In practice, however, defection is an act of risk minimization in a manner that forces other coalition partners to fill resulting operational gaps. A coalition can therefore appear stable due to a constant number of flags associated with the mission, but in practice be much less coherent and capable. After defining defection as a non-routine abrogation of operational responsibility at other coalition partners’ expense, significantly prior to mission conclusion, this article explores several states’ participation in Operation Iraqi Freedom and the various manners by which they defected from that coalition. It concludes with implications for future scholarship.  相似文献
