核安全是国家安全体系的重要组成部分。针对博弈过程定量化分析方法的不足,调整冲突消解图模型分析方法并将其应用于核危机博弈分析。提出冲突消解图模型分析流程、相关定义和矩阵表示方法;以1969年爆发的中苏核危机为背景,基于历史数据构建核危机冲突模型,应用矩阵表示算法分析博弈状态演化过程;引入博弈政策和军事能力两类模型参数,调节参数进行博弈模型敏感性分析;应用联盟分析方法识别出可能存在的决策者联盟及其对国家关系演化的影响;根据模型数据分析结果,总结相关结论和决策参考。研究结果表明,冲突分析方法适用于核危机管控研究,采用与军事实力相匹配的策略在危机博弈演化中具有重要作用。  相似文献

This article argues India is laying the foundation to move away from “no-first-use” (NFU) as its nuclear weapons employment policy. Since the inception of its nuclear weapons program, India has claimed NFU as the centerpiece of its nuclear strategy. But India has a history of developing foundational changes to its nuclear weapons program before such changes actually occur. For example, the infrastructure of India’s nuclear weapons program was already being created in the 1950s under the guise of civilian nuclear power. Similarly, the weaponization of India’s program, which did not officially occur until after the 1998 tests, had its genesis in far earlier decisions. A close examination of trends in India’s nuclear weapons production complex, its delivery systems, and its command and control complex all lead to the conclusion that India is laying the groundwork for more flexible employment options, up to and including first use. This article does not argue such a decision has been taken. Rather, it argues the underpinning is in place to allow for a move to more flexible options, perhaps very quickly, at some point in the future. This could occur during crisis or it could occur incrementally over time.  相似文献

The end of the 1987 Intermediate-range Nuclear Forces (INF) Treaty has the potential to plunge Europe and NATO into deep crisis. Russia’s continued violation coupled with the Donald J. Trump administration’s desire to balance against Moscow and Beijing could force a new missile debate on Europeans. Even though Washington is trying to assuage its allies, the specter of another round of INF missile deployments to Europe is not unrealistic. Meanwhile, NATO’s European members face a dilemma. Some want NATO to resolutely push back against Russia. Others want to avoid a new deployment debate, at almost all costs. The Kremlin will use these cleavages to weaken NATO. If not carefully handled, NATO’s response to the Russian missile buildup could lead to domestic turmoil in a number of European states and render the alliance ineffective for a prolonged period. Europeans need to act now and voice their preferences in the military and diplomatic domains. A number of different military options are available, below the level of deploying new INF missiles in Europe. However, Europeans need to consider trade-offs regarding crisis and arms-race stability. At the same time, it will be up to European capitals to conceptualize a new arms-control framework for the post-INF world, one that takes into account today’s geopolitical realities and the entanglement of modern conventional and nuclear forces. Given the Trump administration’s loathing of arms control, concepts of mutual restraint may well have to wait for the next US administration. In any case, that should not stop Europeans from taking on more responsibility for their own security.  相似文献

Stability among the great powers during the Cold War is widely theorized in terms of nuclear deterrence. Rationality of States and their preference for survival are the basis of nuclear deterrence. The rationality of non-state terrorist groups is different from that of nation-states. Even though they are also rational actors with their own hierarchy of preferences, survival may not be their ultimate goal. Deterrence of nuclear terrorism is therefore different from deterrence against states. South Asia is more vulnerable to nuclear terrorism than any other region of the world for many reasons. This article analyzes the possibility of nuclear terrorism and the ways of deterrence against it in the context of South Asia.  相似文献

ABSTRACT

The extended deterrence relationships between the United States and its allies in Europe and East Asia have been critical to regional and global security and stability, as well as to nonproliferation efforts, since the late 1950s. These relationships developed in different regional contexts, and reflect differing cultural, political and military realities in the US allies and their relations with the United States. Although extended deterrence and assurance relations have very different histories, and have to some extent been controversial through the years, there has been a rethinking of these relations in recent years. Many Europeans face a diminished threat situation as well as economic and political pressures on the maintenance of extended deterrence, and are looking at the East Asian relationships, which do not involve forward deployed forces as more attractive than NATO’s risk-and-burden-sharing concepts involving the US nuclear forces deployed in Europe. On the other hand, the East Asian allies are looking favorably at NATO nuclear consultations, and in the case of South Korea, renewed US nuclear deployments (which were ended in 1991), to meet increased security concerns posed by a nuclear North Korea and more assertive China. This paper explores the history of current relationships and the changes that have led the allies to view those of others as more suitable for meeting their current needs.  相似文献

ABSTRACT

Throughout the Cold War, Italy was one of the most steadfast NATO allies in hosting American nuclear weapons on its territory. Such a policy could easily be construed as an example of almost automatic confidence in the US nuclear umbrella, yet only on the surface did extended deterrence appease Italian anxieties about the uncertainties of the American nuclear guarantee. The Italian rationale for accepting a large array of US nuclear weapons did as a matter of fact involve a complex mix of reasons, ranging from trying to ensure that the Italian government would be consulted in the event of a major crisis, to willingness to enhance the country’s profile inside any Western multilateral fora. The paper will investigate this policy by looking at how the Italian government behaved at the height of the NATO nuclear sharing debate, between 1957 and 1962, arguably one of the historical moments in the Cold War when the concept of extended deterrence was most intensely discussed. Drawing up on hitherto classified archival sources as well as on some less-known public ones, the paper will show how Italian diplomats, military leaders and policymakers understood the dangers and political implications of US nuclear policies. It will, hopefully, demonstrate that Italy’s persistent search for a multilateral solution to the nuclearisation of NATO strategy shows that Italy never saw extended deterrence as a solution per se, but only as a temporary means to an end.  相似文献

How much does the United States care about nonproliferation? Recent scholarship suggests that the fear of spreading nuclear weapons was central to the US grand strategy in the Cold War. In one important case, however, this argument does not hold. This article draws on theoretical debates and newly declassified archives to demonstrate the primacy of geopolitics over nonproliferation in Washington’s policy toward India and Pakistan. Despite their rhetoric, Democratic and Republican leaders consistently relegated nonproliferation to the backburner whenever it conflicted with other strategic goals. Moreover, they inadvertently encouraged proliferation in South Asia at three inter-connected levels: technology, security, and identity.  相似文献

Based on newly declassified archival documents, the aim of this study is to contribute to an improved understanding of the evolution of the non-proliferation regime through an examination of US and French nuclear cooperation agreements in the latter half of the 1970s. The four pledges of nuclear assistance examined – US assistance to Egypt and Israel, and French assistance to Pakistan and South Korea – failed to materialise by the end of the decade. Why did that happen? What caused the four pledges to fail? We find that the 1974 Indian nuclear explosion and the emergence of opposing domestic factions on the nuclear front in the supplier states generated major changes in US and French nuclear export policies, and also contributed to the development of a collaborative partnership between the two competing nuclear exporters, on the other.  相似文献

How do states use nuclear weapons to achieve their goals in international politics? Nuclear weapons can influence state decisions about a range of strategic choices relating to military aggression, the scope of foreign policy objectives, and relations with allies. The article offers a theory to explain why emerging nuclear powers use nuclear weapons to facilitate different foreign policies: becoming more or less aggressive; providing additional support to allies or proxies, seeking independence from allies; or expanding the state’s goals in international politics. I argue that a state’s choices depend on the presence of severe territorial threats or an ongoing war, the presence of allies that provide for the state’s security, and whether the state is increasing in relative power. The conclusion discusses implications of the argument for our understanding of nuclear weapons and the history of proliferation, and nonproliferation policy today.  相似文献
