Are non‐lethal weapons a viable military option to strengthen the hearts and minds approach in Afghanistan?

Commanders of the International Security Assistance Force (ISAF) have repeatedly stressed the hearts and minds approach in Afghanistan, in saying that the human terrain is decisive for a successful outcome of the mission. Avoidance of civilian casualties is considered of strategic importance, and by nature highly dependent on the management of tactical level Escalation of Force (EoF) situations. Non‐lethal weapons (NLWs) are expected to enable tactical commanders to avoid innocent civilian casualties in such situations. This article considers a selected NLW on its potential to accomplish this requirement. It uses a defence technology assessment approach to analyse EoF situations experienced by Dutch ISAF forces in which the NLW is inserted. The analysis demonstrates that a range of contextual factors in the Afghanistan high‐risk environment tend to narrow down the window of opportunity for the NLW to help defuse the risk of unintended civil casualties.     

A branch and bound algorithm for the minimum storage‐time sequencing problem

The minimum storage‐time sequencing problem generalizes many well‐known problems in combinatorial optimization, such as the directed linear arrangement and the problem of minimizing the weighted sum of completion times, subject to precedence constraints on a single processor. In this paper we propose a new lower bound, based on a Lagrangian relaxation, which can be computed very efficiently. To improve upon this lower bound, we employ a bundle optimization algorithm. We also show that the best bound obtainable by this approach equals the one obtainable from the linear relaxation computed on a formulation whose first Chvàtal closure equals the convex hull of all the integer solutions of the problem. © 2001 John Wiley & Sons, Inc. 基于遗传算法的观察所优化配置

文章研究了三维地形中的观察所优化配置问题,结合观察所实际情况,给出了利用遗传算法进行观察所优化的计算方法,并编制了计算机应用程序.计算机模拟实验表明,文中采用的算法能综合考虑多种因素,所得结果合理、准确,并且具有较高的效率.     

释放点排布方式对水雾红外遮蔽性能的影响

水雾作为一种优良的红外伪装措施,受到了越来越多的关注。水雾遮蔽性能的仿真研究也成为了关注的焦点,但是始终没有一种有效的仿真途径来探讨水雾释放点排布产生的影响。针对这一问题,基于高斯扩散理论与Mie散射理论,提出了一种空间划分的建模方案,解决了这一问题,并根据仿真结果,简单分析了相同条件下不同释放点排布方式对其红外辐射遮蔽性能的影响。所得结论对制定有效的红外对抗策略有一定的参考价值。     

智能控制在光纤陀螺光源稳定控制中的应用

根据光纤陀螺(FOG)对超辐射发光二极管(SLD)光源输出光功率的稳定性要求,针对目前SLD光源一致性差的特点,提出Fuzzy PID控制的光控实现方案。经验证,该智能光功率闭环控制能灵活调整SLD期望输出光功率值,不仅能实现SLD在宽温度范围内保持较高的光功率稳定性,且系统具有较强的鲁棒性。

就现代地面防空作战中通信技术进行了研究,利用光纤、ADSL(不对称数字用户线)宽带技术解决在地面防空通信网中数据传输的瓶颈问题。
