以《武警年鉴》原始资料为基础,从三个阶段简述武警部队“忠诚卫士文化”建设的历程：以武警部队重新组建为标志,忠诚卫士文化建设进入自发发展时期;以“中国武警十大忠诚卫士”评选为标志,忠诚卫士文化建设进入迅速发展时期;以《武警部队先进军事文化建设纲要》颁发为标志,忠诚卫士文化建设进入有意识地打造品牌的时期。     

THE AU MISSION IN BURUNDI

Abstract

Even though the Movimento Popular de Libertação de Angola (Popular Movement for the Liberation of Angola, MPLA) managed to take firm control of the state as the war ended in 2002, this article contends that its hegemony is not absolute. At the fringes of the state administration, emerging regional elites have established associations that seek to provide a remedy against the centralised system, which essentially deprives regions of political influence and sufficient economic resources. As in many other countries on the African continent, political identities that were legally enforced and institutionally reproduced in colonial times have hardly been transcended in the post-colonial period. Even if the associations' influence today does not yet reach further than bringing some insecurity to an otherwise secure polity dominated by the MPLA, the associations could play a role in reinforcing strong regional solidarity and give political expression to feelings of exclusion. Such sentiments could in turn lead to an increase of exclusivity ideas about citizenship, or even xenophobic violence. Much will depend on the strategies of the MPLA, and to what extent it will accommodate these emergent forces in the post-war era, not the least through the current sub-national state reforms.     

The Dao of foreign policy: Understanding China’s dual strategy in the South China Sea

In the South China Sea, China neither implements power-maximizing policy nor engages a peaceful approach. Instead, China implements both coercion and cooperation in pursuing its strategic interest in the disputed area. How can we explain China’s paradoxical behavior? This article claims that the best way to explain China’s policy in the South China Sea is to understand the character of dualism in China’s strategic culture. Following constructivist theory that stresses culture, this article argues that Chinese duality approach in the South China Sea is rooted in the philosophy of Daoism. The symbol of Yin-Yang depicts Chinese assertive as well as cooperative behavior in dealing with the South China Sea dispute. Although from a normative perspective Daoism recognizes pacifism and non-violent behavior, the most important feature of Daoism is the assumption that reality consists of two opposing elements that are mutually embedded.     

Fighter aircraft acquisition in Croatia: failure of policy delivery

The possibility for Croatia to obtain new fighter aircraft is not new, as this option has been publicly debated for at least a decade. A sudden decision to advance the acquisition of a limited number of fighter aircraft was made in 2017 with an international tendering process concluding in early 2018. Through open source material, this paper will look at this procurement process by examining the relationship between policy and strategic thinking on the one side, and policy delivery on the other, and evaluate why the tendering process failed in achieving envisaged results. The paper concludes that the problems facing the Croatian aircraft acquisition process stem from at least two interrelated factors: firstly, at the operational level, the failure of the procurement was the direct result of mismanaged tendering procedures linked to the wider public administration reform process; and secondly, at the strategic level, inherently complex civil-military relations and related cultural aspects which have not been adequately addressed over the past decades. The result was a failure to deliver on government policy, something which this paper argues will need to be addressed over the medium to long term.     

Force protection and society

Wars have long been fought with a firm focus upon armies' domestic contexts. These socio-political foundations have underpinned decisions regarding embarking upon war as well the conduct of war itself. Of particular importance among liberal democracies is the emphasis which is now placed upon force protection; broadly conceived as the range of measures employed to ensure the protection of servicemen and women on operations. Decisions surrounding protective equipment, deployed locations and wartime activities all face detailed scrutiny in contemporary operating environments. The attitudes of the government, the military and the civilian population combine to create a complex and dynamic backdrop of harmony and tension to this most sensitive characteristic of modern wars.

著名的美国西点军校百余年来有着橄榄球运动的传统。从表面上来看,人们可能会以为这是西点为培养军事人才的素质而采取的常规训练手段,而实际上更为重要的是它深受美国社会的政治和文化影响。这是因为：一方面体现了西点军校平民化治军的政治文化,另一方面橄榄球运动表征着美国主流文化和美国精神,这二者的结合是这一传统经久不衰的深层原因。

文学的严肃性和艺术性决定了不能认为“戏说”之作是文学手法的创新 ,文学创作应遵循一定的“度” :宣扬人性之美 ,尊重历史传统 ,坚守文化立场。     

‘Innovate or die’: Organizational culture and the origins of maneuver warfare in the United States Marine Corps

The purpose of this article is twofold. First, this article contributes to the understanding of the origins of maneuver warfare as the capstone doctrine of the Marine Corps. It does so by identifying a second source that fostered change in the Marine Corps – one in addition to disquiet about the conduct of the war in Vietnam – which stemmed from the challenges posed by the United States' post-Vietnam strategic and military reorientation. And second, this article examines the influence of organizational culture, or identity, on innovation in the Marine Corps. A critical strand in the growing literature on military innovation focuses on organizational culture and how it influences the behavior and responses of particular military organizations. This article contributes to this literature by analyzing the influence of the organizational culture of the Marine Corps in shaping what was deemed an appropriate response to the challenges it confronted in the 1970s.     

“全球化”语境下的中国民族文化

全球化对中国民族文化的发展将产生重大而深远的影响。本文重新探讨了全球化背景下,在西方强势文化的冲击下,中国民族文化整合的特点;以及在全球化背景下中国民族文化的发展、创新与重建的有关理论问题,提出了民族文化创新是主动回应文化全球化,实现中国民族文化走向世界的关键所在。
