Book reviews     
This paper defines the global economic costs of conflict and suggests two key criteria, namely comprehensiveness and consistency, which are necessary for a valid calculation of such costs. A critical review of the literature reveals that most studies focus on national income losses, using counterfactual regression models, finding a negative impact on growth both for conflict countries themselves and for their neighbors. However, the debate is quite fragmented and the literature fails to combine these insights in a comprehensive and consistent manner. Furthermore, there is little work thus far on integrating aggregate and micro‐level estimates of the costs of conflict.  相似文献

This paper presents a simple model to characterize the outcome of a land dispute between two rival parties using a Stackelberg game. Unlike Gershenson and Grossman (2000 Gershenson, D. and Grossman, H.I. 2000. Civil conflict: ended or never ending?. We derive the conditions under which territorial conflict between the two parties is less likely to persist indefinitely. ABSTRACT

Conventional theories of alliance management often overemphasize the utility of either assurance or coercion in preventing allied nuclear proliferation. Historical analysis reveals that prioritizing either of these two tactics to the exclusion of the other is inadvisable. A strategy that focuses solely on security guarantees or coercive threats is likely to encourage an allied state to pursue a hedging strategy, in which the client state continues to clandestinely develop its own nuclear capabilities while remaining underneath its patron’s defensive “umbrella.” This article introduces a new framework for understanding the effectiveness of nonproliferation-focused alliance-management strategies. By exploring the cases of West Germany and South Korea, the article concludes that the best way to prevent allies from pursuing nuclear weapons is to combine assurance with coercion. This establishes an incentive–punishment relationship that limits an ally’s motivation to develop nuclear weapons. These conclusions have particular salience today, as conversations over nuclear-weapons development have become increasingly normalized in Germany and particularly in South Korea. The United States’s capacity to influence its allies’ nuclear behavior is currently being eroded through the degradation of both patron credibility and client dependence, weakening the long-term viability of the global nonproliferation regime.  相似文献

ABSTRACT

Since the 1950s, the United States has engaged in nuclear sharing with its NATO allies. Today, 150-200 tactical nuclear weapons remain on European soil. However, the Treaty on the Non-proliferation of Nuclear Weapons (NPT) prohibits the transfer of nuclear weapons to non-nuclear weapon states. The potential discrepancy between text and practice raises the question of how the NPT's negotiators dealt with NATO's nuclear-sharing arrangements while drafting the treaty that would eventually become the bedrock of the international nonproliferation regime. Using a multitiered analysis of secret negotiations within the White House National Security Council, NATO, and US-Soviet bilateral meetings, this article finds that NATO's nuclear-sharing arrangements strengthened the NPT in the short term by lowering West German incentives to build the bomb. However, this article also finds that decision makers and negotiators in the Lyndon B. Johnson administration had a coordinated strategy of deliberately inserting ambiguous language into drafts of Articles I and II of the Treaty to protect and preserve NATO's pre-existing nuclear-sharing arrangements in Europe. This diplomatic approach by the Johnson administration offers lessons for challenges concerning NATO and relations with Russia today.  相似文献

Between 1957 and 1959 the West German company Telefunken and the Bonn government became prime targets in the French army's campaign against the Front de Libération Nationale's (FLN) efforts to establish communications networks. To the French military, the prevention of sales of Telefunken equipment to the FLN or its allies constituted a matter of strategic importance. To the Germans, it was an act of economic protectionism that exposed France's continued misgivings of Germany. The problem exerted a considerable strain between Paris and Bonn, and even threatened to harm German-Arab relations. The Telefunken affair thus highlights the Algerian war's international ramifications. It further reveals the responsibility of the French military in the internationalisation of that war.  相似文献

This essay explores how federalized Texas Rangers, in the form of scout companies and larger mounted rifle regiments, provided controversial, and ultimately cost-effective, versatility to the US Army during its campaign in Northern Mexico between 1846 and 1848. It argues that their contributions centered on three tactical tasks that enhanced the invading army's maneuvers: reconnaissance, direct assault, and counterguerrilla patrolling. Each of these actions reflected a distinctive skill-set at which the auxiliaries excelled, marking them as exceptionally multifunctional assets. The Texans' augmentation coincided with, and was necessitated by, the evolving stages of the war in Northern Mexico, beginning with the American army's initial invasion, then transitioning to the assault on Monterrey, and finally ending with a troubled occupation where the rangers' brutality both enabled and undermined American pacification efforts.  相似文献

Abstract

How did the Israel Defense Forces' (IDF) organisational and military culture shape their understanding of security threats, perceptions of warfare, and instinctive responses to security challenges? Israel's early military history is marked by the stubborn persistence of accepted patterns of thought and action. In the first twenty years of its existence, the IDF habitually came to sacrifice both political and military long-term and medium-term considerations in favour of the superficial, short-term satisfaction of its drive for action. The Israeli Army as an institution separated military actions from their political implications, and all too often, granted itself freedom of action at all levels of command. That myopic pattern led to recurring raids and minor operations during the 1950s, and contributed notably to the outbreak of the Six-Day War in 1967.  相似文献

While Carl von Clausewitz has generally been respected as one of the most profound philosophers of war, his expertise has been regarded as somewhat limited if not even irrelevant to the so-called ‘new wars’ of the post-Cold War world. Many scholars in international relations have claimed that ‘new wars’ are essentially ‘post-Clausewitzian’ and ‘post-trinitarian’ in nature, meaning that they are no longer fathomable through a Clausewitzian framework. However Clausewitz's earlier writings were nearly exclusively dedicated to guerrilla warfare, or what he called ‘small wars’. These writings have been largely overlooked by many analysts of contemporary conflicts. By drawing on his rare and untranslated writings, the article uncovers a critical part of Clausewitz's expertise in asymmetric warfare and shows that, far from being irrelevant in an age where interstate warfare is increasingly being replaced by conflicts between states and semi-/non-state actors, Clausewitz's philosophical writings actually shed new light into the particular interactive dynamics generated during wars waged under conditions of asymmetry.  相似文献

Conventional wisdom on the phenomenon of war is criticised for providing little relevant guidance to deal with the security challenges of our era. One reason is that this attitude uncritically assumes power as synonymous with force. In response, ‘productive war’ is here proposed as a re-conceptualisation of war based on Michel Foucault's alternative understanding of power. Productive war appreciates the role of violence but subordinates it to non-kinetic dynamics influencing the dimension of meaning in international security. This theoretical perspective provides a conceptual framework to deal with the dynamics of political mobilisation essential to create public support for nation-building abroad and for visions of world order.  相似文献
