服务职能视域下的公安边防部队思想政治教育

服务职能是思想政治教育的一项基本职能。公安边防部队思想政治教育要服务于社会、服务于边防部队和官兵个人,以增强思想政治教育的完整性和实效性,提高边防部队的凝聚力和战斗力。在对目前公安边防部队思想政治教育服务职能的现状及原因进行分析的基础上,从坚持以人为本教育理念、紧贴现实更新教育内容、充分利用教育资源和现代手段、完善考评监督保障机制四个方面,提出了加强服务职能的对策。     

作为历史观念的《尚书》“先王”观念

"先王"观念与"法先王"思想基本为同一范畴。"先王"观念与古代中国宗法社会紧密相连,还与中国古人对"政治制度和社会文化的延续性"的深刻认识有关。《尚书》中尚未出现"法先王"一词,但是"先王"观念非常浓厚,是中国"法先王"思想的文献源头。"先王"观念也是历史观念的重要体现,它与"殷鉴"思想、"忧患"意识一起构成了《尚书》历史功用思想的整体,并对后世产生了很大影响。     

基于随机拟合的悬浮式深弹弹阵特征建模＊

通过分析悬浮式深弹发射后在空中的弹道特性,建立了深弹弹着点坐标的计算模型。采取蒙特卡洛方法,分别对舰艇六自由度状态下,单管和六联装火箭深弹的弹着点坐标进行了仿真计算,对弹着点的分布规律进行了研究,并得出弹着点的联合密度函数。结果表明,在发射参数存在正态扰动时,弹着点散布区域均呈椭圆形分布,弹着点坐标均仍服从正态分布。     

后勤物资消耗测算系统设计需求分析

针对当前后勤物资消耗测算方法过于简单粗略的问题,以构建有效的后勤物资消耗测算系统为目的,对系统的设计进行了需求分析。介绍了后勤物资消耗测算的基本流程以及关键理论,研究了后勤物资消耗测算系统的用户特点以及应用流程,着重对系统的功能需求进行了分析,确定了系统各主要功能的相关内容,并按照功能需求确定了系统的组成结构和接口关系,为系统的设计和实现奠定了基础。     

Warranty costs: An age‐dependent failure/repair model

An age‐dependent repair model is proposed. The notion of the “calendar age” of the product and the degree of repair are used to define the virtual age of the product. The virtual failure rate function and the virtual hazard function related to the lifetime of the product are discussed. Under a nonhomogeneous Poisson process scenario the expected warranty costs for repairable products associated with linear pro‐rata, nonrenewing free replacement and renewing free replacement warranties are evaluated. Bivariate models from univariate life distributions: A characterization cum modeling approach

Bivariate life distribution models are of importance for studying interdependent components. We present a generic approach by introducing a new concept of characterized model in stead of a characterized distribution. It strikes a balance between characterization and modeling approaches to eliminate their individual limitations and incorporate their respective strengths. The proposed model, being a characterized one, admits many important properties irrespective of the choice of marginal distributions. The retention of univariate IFR, DFR, IFRA, DFRA, NBU, and NWU class properties in the bivariate setup has been ensured along with some results on series combinations and convolution. No other models, available in the literature, can ensure simultaneous retention of these fundamental and extremely important class properties. © 2004 Wiley Periodicals, Inc. 战术情报系统模型化分析方法

针对未来联合作战活动中陆军作战部队的战术应用需求,提炼出陆军战术情报系统建设的组织体系模型和情报生产区域模型,同时,以某一陆军战术作战单位为例,提出并深入分析对应情报系统节点的功能参考模型,建立了基于组织体系模型和功能参考模型的陆军战术情报系统模型化分析方法,详细描述了该模型化分析方法涉及的陆军战术情报系统的6个主要功能单元;最后简要分析了该模型化分析方法的军事应用前景.     

一种新型混合跳频通信技术

文中提出了一种新型混合跳频通信技术,该技术结合传统跳频技术和差分跳频技术,在较窄的频带上采用差分跳频调制,并将该调制信号与另一更宽频带内的慢跳频信号进行混频,最终得到一个跳速高、频带宽的调制信号。接收端解调时,先按照传统跳频解调的方式进行慢跳频的解调,再按照差分跳频解调的方式对信号进行差分跳频解调。这种混合跳频通信技术在提高数据传输速率的同时,也可以很好地改善系统的误码率性能和抗单音干扰性能。     

Weak aging properties for coherent systems with statistically dependent component lifetimes

As a relevant topic in reliability theory, the preservation of aging properties under the formation of various coherent structures contributes to improving system performance through better structure design and more effective system maintenance. The classical research in this line usually focuses upon coherent systems with independent component lifetimes. Recently, some authors discussed the preservation of IFR, NBU, and DMRL in the setting of dependent component lifetimes. This paper further investigates sufficient conditions for coherent systems with dependent component lifetimes to preserve aging properties including NBUC, NBU (2), DMRL, and their dual versions. Some examples are presented to illustrate coherent structures and typical copula functions fulfilling the present sufficient conditions as well.     

Does aid cause conflict in Pakistan?

This study provides evidence from Pakistan on how the delegated task of achieving strategic objectives of the donor can lead to incompatibility of aid objectives which then generates perpetual and multidimensional domestic conflict in the recipient society. We use count data method to estimate the relationship between aid and conflict. At the aggregate level, social sector spending, regime change and youth bulge are positively and significantly related with conflict. However, aid per capita gives ambiguous results. It is significant with conflict count in the terrorism data-set and insignificant for data on armed conflict. Inclusion of youth bulge and unemployment rate confirms the marginalization hypothesis of conflict. Inflation rate and the tax variables are insignificant. This confirms that aid erodes fiscal capacity. At project-level data, conflict is strongly related with aid commitment and purpose. Discrepancy in aid allocation and commitment may accentuate conflict.
