Despite the large number and variety of studies addressing the relationship between military spending and economic growth, a consensus regarding the exact nature of any relationship between the two has proven elusive. This study uses a panel co-integration approach to examine the relationship between military spending and economic growth in the five South Asian countries of India, Pakistan, Nepal, Sri Lanka and Bangladesh over the period of 1988–2007. It finds that a 1% increase in military spending increases real GDP by only 0.04%, suggesting that the substantial amount of public expenditure that is currently directed towards military purposes in these countries has a negligible impact upon economic growth.  相似文献

Abstract

The mandate of South Africa's recently appointed National Planning Commission includes addressing ‘defence and security matters’. This article seeks to outline the central elements of the threat environment facing South Africa in the foreseeable future. It is argued that South Africa faces no meaningful existential threat from conventional military forces but that its security forces will need to be prepared to address possible raids and attacks by conventional military forces both on home soil and on vital interests beyond the nation's borders. Other threats highlighted include the threats posed by potential insurgencies, by terrorism, and by crime, social unrest and banditry. Also addressed is the danger of so-called hybrid threats, in which two or more of the single threat types outlined here are combined. Finally, the article challenges the National Planning Commission to rethink South Africa's policy on peace operations in the light of the need to ensure the safety and security of the nation's citizenry.  相似文献

In Africa, most of the present conflicts are civil, intra-state wars where belligerent groups use guerrilla tactics to achieve various political, economic or ideological objectives. The atrocities and the effect of these on-going wars on innocent civilians, human suffering, poverty and development are beyond comprehension. Not surprisingly, the majority of current peace operations are in Africa, with more than 70 countries contributing forces to these conflict zones. On the continent, South Africa has come to assume a leading role in peace operations and is now a major troop-contributing country to UN and AU missions. In the past 11 years, the South African National Defence Force (SANDF) has taken part in no fewer than 14 peace missions. This article provides a brief background of the conflicts in Burundi, the Democratic Republic of Congo (DRC) and Sudan, the different United Nations (UN) and African Union (AU) mandates under which peacekeepers had to operate as well as their objectives, and the extent of South Africa's involvement in the various missions. In the last section, the major challenges, that these operations have posed are highlighted.  相似文献

Over the past decade, contrary to declarations that they are pursuing “minimum” deterrence, India and Pakistan have considerably expanded their missile forces. India has developed eleven types of missiles while Pakistan has fielded nine. These missile forces have a mixed impact on deterrence stability. Both states' medium-range missiles strengthen their countervalue deterrent capabilities against the other, though India's China-specific missiles still have limitations. India's and Pakistan's short-range missiles and first-generation naval systems raise concerns about nuclear ambiguity, command and control, and escalation across the nuclear threshold, ultimately undermining deterrence stability on the subcontinent.  相似文献

ABSTRACT

Conventional theories of alliance management often overemphasize the utility of either assurance or coercion in preventing allied nuclear proliferation. Historical analysis reveals that prioritizing either of these two tactics to the exclusion of the other is inadvisable. A strategy that focuses solely on security guarantees or coercive threats is likely to encourage an allied state to pursue a hedging strategy, in which the client state continues to clandestinely develop its own nuclear capabilities while remaining underneath its patron’s defensive “umbrella.” This article introduces a new framework for understanding the effectiveness of nonproliferation-focused alliance-management strategies. By exploring the cases of West Germany and South Korea, the article concludes that the best way to prevent allies from pursuing nuclear weapons is to combine assurance with coercion. This establishes an incentive–punishment relationship that limits an ally’s motivation to develop nuclear weapons. These conclusions have particular salience today, as conversations over nuclear-weapons development have become increasingly normalized in Germany and particularly in South Korea. The United States’s capacity to influence its allies’ nuclear behavior is currently being eroded through the degradation of both patron credibility and client dependence, weakening the long-term viability of the global nonproliferation regime.  相似文献

ABSTRACT

South Africa's nuclear disarmament is a unique historical case, notable in part for the dramatic shift from deception to cooperation. The unprecedented transparency it demonstrated in order to convince the international community of the veracity of their disarmament is heralded as an exemplar for verifiable denuclearization. Less known is how this case affords insights into how a nuclear weapon program can be clandestinely hidden by the ambiguity provided by an otherwise completely legitimate, peaceful, nuclear energy program. Using a variety of open sources, including newly declassified internal South African and US government reports, it can be shown that South Africa employed a variety of deceptive tactics before it disarmed, and even for nearly two years after becoming a signatory to the Treaty on the Non-Proliferation of Nuclear Weapons. This article reviews that information to derive instructive lessons on the lengths that a nuclear proliferant state might go to conceal its true capabilities and intentions, and to thwart international discovery of the existence and full extent of an existing—or, in this case, a former—nuclear weapon program.  相似文献

President Barack Obama has outlined a course toward lower numbers of US nuclear weapons. Much attention has been paid to the US-Russian context, where deterrence is believed to be basically stable and conditions ripe for gradually reducing arsenals on both sides. But considerably less attention has been paid to the possible implications of lower nuclear numbers on other regions of the world and the reactions of both adversaries and US allies. If nuclear reductions are to be stabilizing and beneficial to security, reassurance and strengthened nonproliferation efforts in various regions need to accompany nuclear cuts. But the specific problems and remedies across regions vary. This article summarizes the results of a multi-author study. It concludes that regions with US allies and formal extended deterrence pledges may pose more vexing problems than those areas of the world without such close allies or commitments.  相似文献

ABSTRACT

State support for foreign rebel groups has become more salient, yet it remains unclear how this affects armed conflict. This paper therefore analyses the effect of foreign government assistance and does so in the typical case of the Angolan War (1975–1991). It argues that South African and United States support greatly helped the National Union for the Total Independence of Angola (UNITA) wage a large and sustained insurgency campaign but was ultimately insufficient to overthrow the People’s Movement for the Liberation of Angola (MPLA) government because it enabled the incumbent government to obtain similar foreign assistance and because the level of aid awarded to UNITA fluctuated strongly, preventing it from engaging in meaningful long-term planning.  相似文献

Focusing on British involvement in the 1960s Yemen Civil War, this article examines the centralised mechanisms developed in Whitehall to coordinate covert action interdepartmentally. It therefore sheds new light on London's security and intelligence machine and its input into clandestine operations. Drawing on recently declassified documents and interviews, it uncovers various important but secretive actors, which have been overlooked or misunderstood in the existing literature, and outlines their functions in the most detail yet available. In doing so, it considers how these bodies evolved in relation to competing threat assessments of the local situation and the impact they had on Britain's covert intervention in the theatre. This article assesses the utility of the system and argues that it provided an effective means to ensure that any covert action sanctioned was properly scrutinised so as to reduce risks and best meet national interests.  相似文献

The South African Defence Review 2014 is the country's new defence policy. The Review, which is expected to steer South African defence policymaking for the next few decades, discusses in detail the role of the South African National Defence Force (SANDF) in peace missions in Africa and proposes the direct involvement of the country's soldiers in both military and civilian tasks, from peacekeeping to humanitarian assistance, post-conflict reconstruction and development. This paper contains a critical review of the Review with regard to South Africa's envisaged contribution to regional and continental peace and stability. It is argued that humanitarian assistance and post-conflict reconstruction should not be securitised and that the SANDF should only be tasked with peacekeeping and the establishment of stability and security in fragile in-conflict and post-conflict settings. The humanitarian work should be left to humanitarian and aid agencies, while reconstruction and development should be left to organisations such as the New Partnership for Africa's Development, continental and international development organisations, and local actors.  相似文献
