The present study examines the effects of military expenditure on growth in Peru in the period from 1970 to 1996. By using a Deger‐type Simultaneous Equations Model it is possible to break up the net effect into supply‐ and demand‐side influences. The former consist of positive externalities of defence activities on the other sectors of the economy, while the latter can be described as crowding‐out of civilian investment. Estimations find the supply‐side effects to be insignificantly different from zero, while the crowding‐out effect of defence spending is significant and substantial. It is thereby established that defence expenditure has a negative overall effect on economic growth in Peru. Although several caveats – including specification problems of the Deger model, the quality of the data used, a relatively small sample and the presence of autocorrelation in the estimations – must be considered, these results turn out to be quite robust with respect to estimation methods (3SLS, 2SLS, OLS) and slight modifications to the model. They are also consistent with previous empirical findings from other countries and cross sectional studies. 相似文献

One of the most important issues facing the post‐Cold War U.S. defense establishment concerns the future allocation of combat tasks and responsibilities among different branches of the armed forces. The challenge is to reduce unnecessary redundancy across roles and missions when resources are highly constrained, without compromising military effectiveness. Defining the policy problem as one of resource allocation rather than operational effectiveness, we develop a methodology for allocating roles and missions. Our methodology focuses at the highest level of force aggregation and uses a mathematical programming model to produce cross‐service cross‐mission trade‐offs that will yield the best total force combat and non‐combat potential within resource consumption constraints. 相似文献

Abstract The creation of the Africa Command (AFRICOM) has reflected the growth in the strategic importance of Africa in US foreign policy since the end of the 1990s. One of the objectives of this new geographical military command is to forge closer links between foreign, security and development policies. However, this approach met with a number of difficulties associated with the challenge of ‘inter-agency cooperation’ among rather disparate actors from foreign affairs, defence and development. In addition, the establishment of AFRICOM has met with fierce criticism in the US and elsewhere – especially in Africa – culminating in the charge that the US foreign and development policies in Africa are being militarised. Although AFRICOM has a number of interesting features, this paper shows that it has reacted to these criticisms by realigning itself more closely with the traditional model of a military command, at the expense of the innovative interagency elements. 相似文献

ABSTRACTWhat do we mean by nuclear proliferation? What does it mean to proliferate? This article investigates both the literal and figurative meaning of the term “proliferation.” It argues that many of the definitions and conceptualizations of nuclear proliferation often used by scholars are either limited in their utility or logically inconsistent. It then reconceptualizes and redefines the term, incorporating an understanding of both its etymological origins and the geopolitical context in which the phenomenon occurs. It concludes by exploring the potential impact that the politicization of the phenomenon may have on the identification of occurrences of proliferation, from both an academic and a policy-making perspective. 相似文献

In this article, we consider a generic electronic product that can be remanufactured or recycled at the end of its life cycle to generate new profit. We first describe the product return process and then present a customer segmentation model to capture consumers' different behaviors with respect to product return so that the retailer can work more effectively to increase the return volume. In regard to the collaboration between the retailer and the manufacturer, we explore a revenue‐sharing coordination mechanism for achieving a win‐win outcome. The optimality and sensitivity of the critical parameters in four strategies are obtained and examined both theoretically and numerically, which generate insights on how to manage an efficient consumer‐retailer‐manufacturer reverse supply chain, as well as on the feasibility of simplifying such a three‐stage chain structure. © 2012 Wiley Periodicals, Inc. It has long been held that the Federation of Malaya’s counter-insurgency campaign during the First Malayan Emergency (1948–60) was determined by the use of intelligence. Special Branch — the Federation’s primary intelligence agency — dominates the prevailing paradigm of how the insurgent threat was tackled. Conversely, the role of the Royal Air Force (RAF) within this paradigm is very limited. Most observers simply dismiss the role of photoreconnaissance or airstrikes as being largely inconsequential to the counter-insurgency effort. This is perhaps understandable: the Emergency was after all a ‘policing action’ and the insurgents were largely hidden under Malaya’s jungle canopy and amongst the Chinese community. However, further scrutiny reveals that the RAF made a much more significant contribution to the intelligence element of the counter-insurgency campaign than previously realised. First, the RAF decided to locate their Advanced Headquarters with the Army’s General Headquarters. This led to the creation of the Land/Air Operations Room, through which intelligence, tasking and resources were coordinated. Moreover, the RAF put its intelligence teams into the field to provide a practical link between local units and theatre-level assets. Second, with the support of the Army, the RAF established at the beginning of the Emergency the Joint Air Photographic Intelligence Board (Far East). This coordinated all photographic intelligence requirements throughout the Emergency, which was then delivered via the Joint Air Photographic Centre (Far East). Hence, via Joint Operations Centre and JAPIB (FE), the RAF provided both the practical means for effective joint intelligence operations at theatre level throughout the Emergency. 相似文献

This article uses a novel database of 1,625 posthumously published biographies of members of two Islamist militant organizations (Lashkar-e-Taiba (LeT) and Hizb-ul-Mujahideen (HM)), all of whom were killed in the course of carrying out militant attacks. In general, each biography provides data on the militant’s birthplace, education, recruitment, and training. The number of observations in this database is a full order of magnitude larger than those of previous databases assembled from militant biographies. While the sample of militants in this database is the product of multiple selection effects, analysis of the database undermines many common myths about Pakistani militants and casts doubt on current policy approaches to mitigating Islamist militancy in Pakistan. 相似文献
