新的IFF系统及其信号检测方法

介绍了一种新型敌我识别系统Mode 5 IFF,并分析了该系统的特点及信号产生流程。通过分析Mode 5 IFF系统询问及应答信号格式,提出了基于同步脉冲相关的Mode 5 IFF信号检测方法,该方法根据Mode 5 IFF信号同步脉冲数据一致性的特点,利用同步脉冲信号与所接收到的中频信号进行相关,取相关峰值达到Mode 5 IFF信号检测的目的。最后分析了该方法在"混扰"和低信噪比条件下的信号检测效果,验证了该方法的有效性。     

The Taliban’s Islamic Emirate of Afghanistan (1996–2001): ‘War-Making and State-Making’ as an Insurgency Strategy

This paper examines the institutional and functional aspects of the Taliban’s Islamic Emirate of Afghanistan (IEA). The Taliban’s coercive approach and its entire reliance on “war-making” to “state-making” shows the difficulty of the transformation of an insurgent group into a state structure. The Taliban was primarily capable of establishing a two-track system of governance. However, the assessment of the IEA’s institutional and functional capabilities shows that the military–political organization formed by the Taliban lacked statehood in all three areas of legitimacy, authority and capacity.     

中小型石油库(站)CAD系统中快速设计的实现

如何提高中小型石油库(站)设计的效率是工程设计人员非常关注的一个问题,也是中小型石油库(站)工程设计CAD软件开发的基本目标之一,但目前在国内研究较少。分析归纳了中小型石油库(站)实际设计中的典型设计方法,提出了以外部数据库和图形数据库为基础,采用基于工程参数驱动图块的设计技术、基于单元图的设计技术、基于工程定型图的设计技术,并结合根据需要开发的修改编辑工具,为设计人员提供了一整套设计工具,帮助其实现快速设计。试用效果证明,该思路切实可行,并已在中小型石油库(站)CAD系统的开发中得以实现。     

Technical note: Reexamination of all‐or‐none inspection policies in a supply chain with endogenous product quality

This note studies the optimal inspection policies in a supply chain in which a manufacturer purchases components from a supplier but has no direct control of component quality. The manufacturer uses an inspection policy and a damage cost sharing contract to encourage the supplier to improve the component quality. We find that all‐or‐none inspection policies are optimal for the manufacturer if the supplier's share of the damage cost is larger than a threshold; otherwise, the manufacturer should inspect a fraction of a batch. © 2008 Wiley Periodicals, Inc. 消防法中责令停产停业处罚的决定主体应当包括人民政府和公安消防机构。其中 ,重大的责令停产停业处罚的决定主体应当是地方县级以上人民政府而不是公安消防机构。这是由重大的责令停产停业处罚的严厉性、对经济和社会生活影响的重大性、受处罚组织的特殊性以及处罚实施主体权限的法定性决定的 ,也与地方人民政府的行政管理职能相适应 ,并且符合我国的立法例。责令停产停业处罚的执行主体应当是公安消防机构。     

Insurgency by the numbers I: A reconsideration of the ecology of communist success in jiangxi province,China

Theorizing about Taliban operations in Afghanistan has its limits and it is possible that Kabul-centric strategies do not adequately address the unique circumstances of each region in the country. How exactly has the Taliban gone about attaining its objectives in Kandahar province and how have those approaches evolved since 2002? And how have the Taliban adapted to coalition forces' attempts to compete with the insurgency and stamp it out? The answers to these questions are critical in the formulation of any counterinsurgency approach to Afghanistan.     

A critical perspective on a recent survey of opinion in Pakistan's tribal zone

This paper is a critically analysis of a public opinion survey recently conducted by the New America Foundation (NAF) and Terror Free Tomorrow (TFT) in the Federally Administered Tribal Area, FATA, of Pakistan on various issues pertaining to the war on terror. I argue that the survey misinforms about the tribal public opinion. To substantiate the argument I demonstrate that the survey is marred by ethical and methodological shortcomings.
