可信软件是近年来软件工程领域研究的热点,装备软件可信性的研究有助于提升我国国防武器装备的作战效能。首先分析了进行装备软件可信相关研究的必要性;然后阐述可信软件技术的研究现状,主要包括软件可信度量和评估、可信软件的构造与验证、可信软件的演化与控制等三个方面;最后分析了研究可信装备软件面临的挑战。

针对水面舰艇编队在防空作战时如何适时、适量地选取火力分配方案。采用定性定量相结合的方法,重点剖析了灰色局势决策方法的具体求解步骤,并将之应用于水面舰艇编队对空防御时的火力分配方案优选。最后,通过实例验证了该方法的严谨性。以此确定的最优局势更具可信性,符合军事决策的特点。     

亚太新局势下美军两栖攻击舰队发展趋势研究

受美国亚太战略的影响,两栖攻击舰队逐步成为美军海外作战力量重要组成部分,其发展建设水平将对未来美军海外战略重心产生深远影响。本文以亚太新局势为背景,以美军两栖攻击舰队作为研究对象,基于美国防部对亚太地区未来军事部署和谋划的构想,对两栖攻击舰队部署情况、主要任务和发展趋势进行分析研究,可以预见,在未来十到十五年内,两栖攻击舰队将成为美国强势介入亚太的主要力量。

Responsibility in Complex Conflicts: An Afghan Case

This paper discusses soldiers’ moral responsibility in today’s complex conflicts. The point of departure is the increased focus on soldiers as moral decision-makers in war, illustrated by the introduction of core values in the Norwegian Armed Forces. Responsibility is one of these core values, but it is not clear exactly how we should understand responsibility. I use a case where a group of Norwegian soldiers in the International Security Assistance Force (ISAF) sought the cooperation of a group of mujahedeen to solve the military mission of establishing security. As confidence between the parties grew, the soldiers became horrified witnesses to a practice of bacha bazi, where a young boy is dressed up for entertainment and sexual abuse. This situation gives reason to question the limits of role responsibility, the status of soldiers’ legitimacy, and the challenges of making morally sound judgments in a multicultural context. The discussion demonstrates that, even if there are restrictions on the soldiers’ freedom to act, a responsibility reaching beyond or extending their role should be recognized as part of the moral reality of modern soldiers.

信息技术的飞速发展和广泛运用为心理战的实施开辟了新的更加广阔的空间。当前,拓展深化军事斗争准备和完成多样化军事任务对军队心理战建设提出了新的任务和要求。研究中国近现代心理战的历史沿革发展,特别是辛亥革命时期、土地革命时期、抗日战争时期、解放战争时期、抗美援朝时期中心理战的演变过程,总结经验教训,对于提高信息时代军队心理作战能力有重要启示作用。     

电子探针在电气火灾物证技术鉴定中的应用

在介绍电子探针分析技术的功能和特点的基础上,结合火灾案例说明了电子探针技术在导线熔痕电子显微形貌观察及熔痕微孔表层成分分析中的应用.通过分析,从导线短路熔痕的微观形貌、熔痕孔洞表层的特征元素含量中获得其熔痕形成原因,进而为火灾调查提供技术支持.

未就业随军配偶的社会保险存在着险种少、标准低、接续难等问题,使未就业随军配偶的社会保险权益受到损害。分析当前未就业随军配偶社会保险存在的问题,提出随军未就业配偶社会保险问题的解决路径。     

扫描电镜分析法在电动自行车火灾成因鉴定中的应用

由电动自行车引发的火灾中,电动自行车起火原因的调查是非常重要的。由于电动自行车采用各种直流电池作为电源,因而与交流电条件下的各种电气火灾调查鉴定有所不同。在直流电源条件下多股铜导线的短路熔痕的形态特征与普通交流电条件下形成短路熔痕的形态特征存在一定的差异。运用扫描电子显微镜,通过对多股铜导线在直流电条件下一次短路熔痕,过载熔断时所形成的熔断表面及熔珠进行分析研究。通过微观形态的观察,可以区分一次短路或过载熔断。     

Ireland's Ho Chi Minh trail? The Republic of Ireland's role in the Provisional IRA's bombing campaign, 1970–1976

A common criticism levelled at successive governments of the Republic of Ireland during the Northern Ireland ‘Troubles’ was their alleged inactivity in the face of a ferocious Provisional IRA campaign. Such criticisms were based in large part on the perception of the southern state as a supply base for militant republicanism. The Republic was undoubtedly a formidable logistics hinterland for such militants. However, criticisms of the reactions of authorities in the south are unfair. This article considers the explosives capabilities of the IRA during the first six years of their campaign. It does so with reference to their attempts to obtain commercial explosives as well as measures employed by them to obtain homemade explosives. The article also considers countermeasures employed by the southern government and reveals the extent to which they sought to shut down IRA capabilities in the south. It is argued that, ultimately, the IRA's campaign in this regard could only be contained and never unilaterally halted.
