This article explores series of “red lines” issued over the years by the USA and Israel toward Iran and Syria. It argues that the effectiveness of inflexible “red lines” in an environment that is given to rapid change is doubtful. They provide an adversary with the ability to determine when the deterring party will act and when they will not, a situation that is often undesirable. Moreover, their inflexible nature on the one hand opens the doors for circumvention while technically staying within their parameters. On the other hand, a strategy of more ambiguous “red lines” that allow flexibility in choosing the time, intensity, and nature of the response could also achieve a considerable deterrent effect, provided that they do not remain mere bluffs.  相似文献

Recruiting more women into peacekeeping operations due to the perceived unique contributions they are said to make to missions has been widely advocated by the United Nations (UN) and other agencies as a means to overcome the unintended consequents of deployments – mainly the ongoing reports of sexual abuse of locals by male soldiers. However, taking into account the broader gender debates surrounding women’s contributions to peacekeeping, and by considering the experiences of women in the South African National Defence Force (SANDF), this study reveals the challenges women face in realising these widely advocated contributions. These challenges include the current recruiting processes, the self-perception of female soldiers, the deeply patriarchal ideologies within South African society, and the hyper-masculine culture which overwhelms the military. The study concludes that, for women to be properly utilised, a reassessment of recruitment processes in the SANDF is necessary, gender training should be prioritised, and an androgynous soldier identity should be advocated.  相似文献

President Barack Obama and an array of other Western leaders continue to assert that the spread of weapons of mass destruction (WMD) to non-state actors is one of most pressing challenges to global security today. Yet, Western efforts to engage governments—particularly governments across the global South—in a practical nonproliferation dialogue have largely yielded disappointing results. This viewpoint examines the need for a new strategy to engage the developing world in nonproliferation programs. It argues that strategies focused strictly on WMD nonproliferation are unsustainable, and ultimately are destined for failure. An alternative “dual-benefit” nonproliferation engagement strategy utilizes the enlightened self-interest of partner governments needed to achieve broad-based buy-in among all partners. In a concluding section, we recommend that the “Group of 8” Global Partnership Against the Spread of Weapons and Materials of Mass Destruction standardize this model of nonproliferation engagement as it sets out to identify and fund WMD nonproliferation capacity-building initiatives beyond the states of the former Soviet Union.  相似文献

The drone is the latest tool to promote interests of a nation-state. It is clear that USA as well as other major powers anticipate that robotics will play a key role in future warfare. Today, more than 70 countries have already acquired drone technology and many others are desperate to join the ranks. This urge for drone technology will ultimately lead to a “boundless and borderless war without end.” In the case of Pakistan, the US drone campaign has raised some important issues regarding how their use could, or should, be regulated in the future. This article analyses the legal issues raised by the US's use of drone technology in non-combat zones, such as Pakistan. It is argued that a reckless disrespect of Pakistan's sovereignty has had adverse implications and consequences for the legitimacy of the Pakistani government. Drone strikes have prompted instinctive opposition among the Pakistani population, hurt their feelings and estranged them from the government. This in turn has added to Pakistan's instability and stimulated a ground-swell of animosity toward the USA.  相似文献

Military rapid response mechanisms are generally understood as troops that are on standby, ready to be deployed to a crisis within a short time frame. Yet, the overall track record of the existing multinational rapid response mechanisms within the European Union, the African Union, and North Atlantic Treaty Organization remains disappointing, and the United Nations does not even have a rapidly deployable capacity anymore. Meanwhile, despite that calls for the further development of these mechanisms are still being voiced politically, scholarly literature remains fragmented. This is problematic as many of the obstacles faced by these organizations are similar. This forum uniquely compares experiences from the four aforementioned organizations. Drawing on these insights, this introductory article identifies some key factors that hamper or enable the development and deployment of multinational rapid response mechanisms.  相似文献

In this paper, I critically analyse the doctrine of the Responsibility to Protect (RtoP), as it relates to the responsibility of intervening forces towards the people they claim to protect and the challenges that the situation in Libya now poses in the region and for the African Union (AU). I focus most of my attention on the coercive elements of the RtoP framework (Pillar III). This is the most contested element in the framework. Three questions guide this article: were there legitimate grounds to justify an external intervention in Libya? In the words of Hugh Roberts in Who Said Gaddafi Had to Go, ‘[w]hat if anything has Libya got in exchange for all the death and destruction that have been visited on it’ since 2011? What are the practical implications and consequences of the North Atlantic Treaty Organization (NATO) intervention, led by the United States (US), for regional peace? I discuss the problems surrounding the US–NATO intervention, followed by an analysis of the various positions and narratives leading up to the intervention, the framing and justifications provided for the intervention, and an analysis of the AU's proposal for the resolution of the Libyan crisis. I analyse the various debates that took place in the US (Pentagon/White House), at the United Nations, among scholars in the West and in Africa, and among various actors who tried to broker a ceasefire in Libya before and during the intervention. I conclude with a discussion of the implications for regional peace.  相似文献

The article considers the state of UN peacekeeping through the prism of its long-running operation in the Democratic Republic of the Congo (DRC). Focusing in particular on the challenges raised by use of force and the protection of civilians in conditions of ongoing armed conflict, it argues that UN field operations must be aligned much more closely than they have been over the past 15 years to political and diplomatic efforts aimed at securing viable political settlements to internal conflict. The issues raised by the history of the UN’s troubled mission in the DRC are deeply relevant to the wider discussion of the organisation’s role in the field of peace and security.  相似文献

The post-civil war agreement phase is vulnerable to credible commitment problems, a lack of government capacity to implement, and/or mutual vulnerability to retribution from violating the agreement. This study’s main contribution is to demonstrate the combined utility of mediation and UN peacekeeping. Mediation builds trust and confidence and works with the parties to design an efficacious agreement conducive to, among other features, tamping down post-agreement violence. Peacekeeping stems violence and facilitates the implementation of the agreement. Agreements that are mediated and followed by UN peacekeeping are expected to be more robust in terms of staving off violence. We report the effects of the mediation–peacekeeping interaction using a method correcting for a common misinterpretation of interaction terms. We test logit and hazard models using a sample of full and partial civil war peace agreements signed between 1975 and 2011. Controlling for agreement design, democracy, and income per capita, the results indicate mediation and its interaction with peacekeeping reduce the probability of renewed/continuing violence and have a positive impact on agreement duration. We also report brief case study evidence from the 1990s peace process in Guatemala.  相似文献
