We consider the problem of assigning alternatives evaluated on several criteria into ordered categories C1,C2,…,Cp. This problem is known as the multi‐criteria sorting problem and arises in many situations such as classifying countries into different risk levels based on economical and socio‐political criteria, evaluating credit applications of bank customers. We are interested in sorting methods that are grounded on the construction of outranking relations. Among these, the Electre Tri method requires defining multidimensional profiles that represent the “frontier” separating consecutive categories Ch and Ch+1, and assigns an alternative to categories according to how it compares to each of the profiles. The explicit specification of the profiles of consecutive categories can be difficult for decision makers. We develop a new outranking based sorting method that does not require the explicit definition of profiles. We instead require the decision maker to assign a subset of reference alternatives to the categories. To assign the remaining alternatives, each such alternative is compared to reference alternatives, and assigned to categories accordingly. © 2008 Wiley Periodicals, Inc. This paper explores the notion that US efforts to evade the political costs of war paradoxically contribute to the subsequent exacerbation of costs over time. Leaders seek to purchase political capital in the short term by limiting the costs and requirements of military operations, but in doing so cause strategic and political liabilities to mount in the long run. While identification of such behaviour is not new, insufficient attention has been devoted to explaining its causes, dynamics, and manifestations in relation to key decisions on and in war. Evidence derived from studies of recent American discretionary campaigns is analysed to advance an argument with respect to this pattern of self-defeating strategic behaviour.  相似文献

The Anglo-American military relationship is a vital yet neglected area of study. This article argues that the British military have actively cultivated a relationship with the U.S. military that has contributed to the longevity of the broader so-called “Special Relationship,” even in the Trump era. The article contends that the complexities of the military relationship can best be captured by the theoretical lens provided by Lowndes and Roberts that combines different strands of institutionalism to focus on rules, practices, and narratives. The intense linkages between the United States and United Kingdom have become routinized, enabling them to adapt their peacetime cooperation to conflicts, and thereby address post-Cold War security challenges. The article draws upon semi-structured interviews with senior British military officers as well as policy documents to explore how these patterns of collaboration have become ingrained in patterns of both thinking and behavior.  相似文献

变速传动轴承是一种既具有支承功能又具有变速功能的新型特种轴承 ,其机构设计新颖紧凑 ,效率高 ,承载能力强。通过研究变速传动轴承的内部机构和传动原理 ,对其传动比做了深入系统的分析 ,得出了内齿圈齿数、活齿数与传动比之间的理论关系 ,并从理论上提出了高效率、低磨损的传动比优选方案 ,认为在推杆活齿传动机构设计时 ,应该使活齿数大于内齿圈齿数 ,即Z2 >Z1。包括变速传动轴承在内 ,对于采用了推杆活齿机构的各种活齿传动形式的结构设计 ,这个结论都具有重要的指导意义。  相似文献

US national security guidance, as well as the US Army’s operational experiences since 2001, emphasizes the importance of working closely with partner countries to achieve US strategic objectives. The US Army has introduced the global landpower network (GLN) concept as a means to integrate, sustain and advance the Army’s considerable ongoing efforts to meet US national security guidance. This study develops the GLN concept further, and addresses three questions. What benefits can the GLN provide the Army? What are the essential components of the GLN? What options exist for implementing the GLN concept? By developing the GLN concept, the Army has the opportunity to transition the GLN from an often ad hoc and reactive set of relationships to one that the Army more self-consciously prioritizes and leverages as a resource to meet US strategic objectives.  相似文献

美军作战实验室建设走在世界的前列。从20世纪90年代初至今,美军已初步建立起从技术、战术到战役、战略,从兵种、军种到联合作战的完整实验体系。分析美军热衷于作战实验室建设的主要原因,概括介绍了美军主要的作战实验室及其主要技术手段与工作程序,分析了美军作战实验室的特点和发展趋势,在此基础上得出了组织管理与顶层设计、新技术研究与应用、需求牵引与研究成果有效应用、建设投入与重点等方面的启示,对于指导我军作战实验室建设具有重要的借鉴作用。  相似文献

This article analyses the doctrine development of the People’s Liberation Army (PLA) coping with the Soviet military threat between 1969 and 1989. In the 1970s, the PLA applied a doctrine of ‘active defence and luring the enemy into depth’ based on its traditional operational art. In 1980, the PLA decided to focus its doctrine on positional defence. In 1986, the PLA introduced ‘integrated operations and prioritised strike’, a generalised doctrine that originated from its war history. Many organisational and intellectual challenges in peacetime doctrine development contributed to the PLA’s operational idealism, including its aging leadership, command structure, attitude towards its previous experience, limited analysis of contemporary military developments, and failure in test and validation of doctrines. In the post-Cold War decade, many of these challenges persisted in spite of military modernization efforts. The ongoing military reform has to address these challenges and improve the PLA doctrine development in peacetime.  相似文献

The existing guidelines for security sector reform (SSR) tend to draw on theoretical work in the field of civil–military relations, which in turn has been derived from Western, liberal democratic models of governance. Although guidelines strongly advise that local culture and context need to be considered when drawing up objectives for post-conflict SSR programmes, this is not often reflected in practice. This article considers some of the reasons for this, citing both in-country challenges and donor-related issues, and suggests that one of the biggest problems is a lack of alternative, non-orthodox models of civil–military relations to draw upon. It is further suggested that elements of suitable alternative models may be found in states which possess political structures not entirely dissimilar to the Western, liberal democratic ideal, but which can offer different perspectives. Detailed research of these structures should produce a pool of sub-models which could then be employed to create bespoke, culturally appropriate objectives for use in post-conflict SSR programmes.  相似文献
