How have European cross-border defence industrial mergers and acquisitions affected domestic procurement bias among the major EU powers? This article departs from the findings of Andrew Moravcsik more than two decades ago suggesting that major West European states had no ingrained preferences for defence industrial autarchy. When cross-national armament projects were derailed, this could be attributed to political efforts of national defence industrial champions favouring purely domestic projects. As former national champions join pan-European defence groups, their preferences are likely modified. Does this shift procurement towards non-European “off-the-shelf” solutions which, according to Moravcsik, are favoured by defence departments? Or does it give impetus to a stronger preference for European as opposed to domestic systems? In this article, procurement patterns in the aftermath of cross-border defence industry consolidation will be analysed. Procurement bias is assessed in two industry segments characterised by pervasive consolidation.  相似文献

The study examines the effect of noncognitive skills on early career choices among young job seekers. Specifically, we analyze the influence of personality traits on the decision by military applicants either to choose the military or a civilian career option. We use a unique micro-level data-set of applicants to the US Navy and exploit the fact that many individuals who initially apply for military jobs eventually choose civilian careers instead. In this institutional setting, job candidates use new information to update their beliefs about the military job match. Personality traits are viewed as productive abilities that influence applicants’ expectations about the economic return to the job and occupational training offered by the Navy. The study finds that many of the 15 lower order personality facets associated with the Big Five traits are predictive of applicants’ job choices and provides suggestive evidence of a link between personality traits, job match expectations, and career choice.  相似文献

The search continues for methods to improve security for development in Sub-Saharan Africa. One of the important actors in this security arena is Sub-Saharan African governments’ armies. Much of their capability to meet security challenge depends on how militarily professional they are. The wave of democratic evolution in Africa since 1990 also affected military professionalism. This article reviews three models for assessing how democratisation might affect military professionalism in Sub-Saharan Africa, with special attention to post-conflict states. This should make it possible to decide which analytical methods are most appropriate to measure military professionalism in the particular circumstances of Sub-Saharan African post-conflict democratisation. Depending upon the particular nation-state in question, this decision on analytical methods may be useful for other Sub-Saharan states as well.  相似文献

Foreign policy program transfer, the shifting of implementation responsibility for a foreign policy program from one organization to another, is a ubiquitous, yet under-studied, counterinsurgency phenomenon. This article conceptually develops program transfer as an important object of study; analyzes, using archival sources, an empirical case of program transfer, Operation Switchback, drawn from US counterinsurgency practice in South Vietnam; and formulates two preliminary theoretical claims related to program transfer: (1) transferred programs will tend to be altered in accordance with the characteristics of the gaining organization, and (2) program transfer may act as a signal or early-warning indicator of foreign policy change.  相似文献

What organisational attributes enhance a military’s ability to effectively adapt on the battlefield? Upon the outbreak of war in July 2014 between Israel and the Palestinian militant group Hamas, the Israel Defense Forces (IDF) encountered an expansive network of tunnels from which Hamas was launching large-scale assaults into Israel. This article illustrates that the IDF’s ability to successfully adapt ‘under fire’ to this battlefield surprise was facilitated by several important attributes related to its organisational learning capacity: a dynamic, action-oriented organisational culture, a flexible leadership and command style, specialised commando units which acted as ‘incubators’ for learning and innovation, and a formal system to institutionalise and disseminate lessons learned.  相似文献

Norway, Sweden and Finland have proclaimed a willingness to cooperate militarily in a future crisis or conflict despite their diverging alliance affiliation. This article assesses their ability to do so through various elements affecting their interoperability, with Arctic Challenge, a multinational military exercise, as an empirical basis. The analysis finds that the NATO/non-NATO-divide has a negative impact on the trilateral defence cooperation, especially on exchange of information and aspects related to command and control. At the same time, Finland and Sweden have become largely NATO-standardized through their active partnership with the Alliance. This has affected interoperability aspects, such as communication, culture, and the compatibility of technical solutions, in a positive manner. Through agreements with the Alliance, as well as domestic legal changes, the two NATO-partners have facilitated receiving military assistance from Norway and other NATO-members during a crisis. Other agreements between the Nordic countries, however, have been limited to peacetime.  相似文献

This paper is a survey of Angola’s defence sector and policy from 1992, the year the civil war ended, to 2012. Angola achieved its independence upon the Popular Movement for the Liberation of Angola (MPLA) defeating National Union for the Total Independence of Angola. Since then, fuelled by its rich natural resources, the country has grown steadily. The MPLA military forces were a central factor behind independence and maintain their central role to this day. Moreover, Angola’s support for African peace with monitoring military missions is a clear indication that the country aims to intervene in African security and military issues, with its military capabilities funded by oil revenues.  相似文献

The public expects European governments and the European Union (EU) to deal with the security challenges in and around Europe. So does the US, whose strategic focus has pivoted to the Pacific. Washington, DC has made it clear that it will not, and cannot, solve all of Europe’s problems. The call for ‘strategic autonomy’ in the new EU Global Strategy of June 2016 does not come a moment too soon. But should the aim be EU strategic autonomy, without the UK, or can the aspiration still be European strategic autonomy, with the UK? Can nothing be achieved unless all are fully involved? Or are intermediate solutions possible? How EU Member States and the UK answer these questions will determine which degree of strategic autonomy the EU can achieve. Recent literature on whether military spending affects economic growth argues that the relationship may be a conditional one. We add to this literature by considering the role that ‘good institutions’ play in the effect of military spending on growth. Using data from a sample of over 100 countries from 1988 to 2010, our analysis suggests that the effect of military spending on growth is generally negative or zero at best, and this effect is mitigated in the presence of good economic and political institutions.  相似文献
