In 1995, South Africa was in a special position. It was: a new party to the Treaty on the Non-Proliferation of Nuclear Weapons (NPT), the first country to voluntarily renounce nuclear weapons, led by a charismatic leader, and seen as a champion of disarmament principles. Yet South Africa’s new leaders were also interested in affirming their position within the Non-Aligned Movement, which was adamantly opposed to the NPT’s indefinite extension. Why, then, did South Africa decide to support the indefinite extension of the NPT in 1995? Existing scholarship has ascribed too much credit to pressure from the United States, overlooking domestic debates in South Africa and the bifurcation between professional diplomats and political elites. This article, building on new archival sources and in-depth oral-history interviews with major actors, demonstrates that South African diplomats opposed indefinite extension while South African policy elites allocated little attention to the topic until late in the game. The findings contribute to our understanding of South Africa’s norm entrepreneurship, as well as the politics of global nonproliferation.  相似文献

Abstract

Post-interventionist security assistance is premised on non-normative security understandings and flexible arrangements between external and local actors. In hybrid political regimes or areas of limited statehood, these forms of assistance, while strengthening specific aspects of a country’s security context, reinforce some domestic actors vis-à-vis others thanks to processes of selective borrowing by local political elites. This paper demonstrates how such processes contribute to the proliferation of hybrid elements in the country’s security sector. In two contrasting case studies, we illustrate how security assistance packages in Lebanon and Tunisia have diluted emerging democratic reforms, producing more coercive manifestation of state power.  相似文献

Does a great power need to formulate a long-term Grand Strategy to guide its foreign policy actions? While some scholars continue to debate the competing merits of various grand strategies, a growing literature now emphasizes emergent learning and improvisation as the keys to success, as opposed to implementing a long-term design. In this article, I explore these scholarly arguments by framing the debate as one between two schools of thought, Grand Strategy and Emergent Strategy. After presenting the main arguments and the historical examples associated with each school, I evaluate the two approaches across four categories: the type of international security environment each of them is most suited for, the way each approach deals with short-term vs. long-term priorities, the domestic political conditions needed for each approach to be successful, and the type of presidential management qualities each school demands. Lastly, I discuss the implications of these arguments for the scholarship and the practice of foreign policy and national security strategy.  相似文献

The United States (US) Africa Command (AFRICOM) was launched in 2007, ostensibly to foster African security. Rather than focusing on traditional military operations, AFRICOM also embraces non-military activities such as humanitarian aid and African development. This begs the question as to what type of power (hard or soft) the US intends to wield through AFRICOM. Several US official statements have emphasised the soft power attributes of this military project. To this end, this article seeks to respond to two fundamental questions. First, is AFRICOM a soft power project? Second, how, if at all, has AFRICOM enhanced perceptions of the US in Africa? The article concludes that sceptical and negative perceptions of AFRICOM inhibit its soft-power objective of winning the hearts and minds of the African people.  相似文献

ABSTRACT

China’s efforts to build a ‘new type of great power relations’ and a ‘new type of military-to-military relations’ do not constitute a major turning point in relations with the United States. Political relations set limits on military cooperation, and the two sides have been unable to construct a sustainable strategic basis for relations. This has contributed to an ‘on-again, off-again’ pattern in military ties. Trends show a pattern of frequent disruptions in military-to-military relations from 2000 to 2010, followed by an increase in interactions beginning in 2012. Nevertheless, obstacles on both sides are likely to limit mutual trust and constrain future development of military-to-military relations.  相似文献

ABSTRACT

To an observer, Japan’s approach to nuclear weapons can appear confused and contradictory. The only country to have been attacked with nuclear weapons is variously described as a pacifist and non-nuclear nation and as a proliferation threat. These widely varied and conflicting conclusions are understandable given that conflicting messages are sent by senior figures. However Japan’s stance is in fact a coherent, if not uncomplicated, response both to its security needs and to domestic public opinion. However, the security provided by US extended nuclear deterrence underlines and enables this approach. The key policies and decisions were taken in both Washington and Tokyo between China’s first nuclear test (1964) and Japan’s ratification of the Nuclear Non-Proliferation Treaty (1976). How the United States came to offer this additional security guarantee to Japan and how Japan came to rely upon it underscore this complex stance and are crucial to understanding a longstanding and ongoing security arrangement and source of stability and security in northeast Asia.  相似文献

ABSTRACT

Extended deterrence has been a main pillar of the security alliance between the United States and South Korea (Republic of Korea [ROK]) since the end of the Korean War. The changing dynamics of US extended deterrence in Korea, however, affected Seoul’s strategic choices within its bilateral alliance relationship with Washington. Examining the evolution of US extended deterrence in the Korean Peninsula until the Nixon administration, this article explains why South Korea began its nuclear weapons programme in a historical context of the US–ROK alliance relationship. This article argues that President Park Chung-hee’s increasing uncertainty about the US security commitment to South Korea in the 1960s led to his decision to develop nuclear weapons in the early 1970s despite the fact that US tactical nuclear weapons were still stationed in South Korea.  相似文献
