Since the terrorist attacks of 11 September 2001, the continent of Africa, particularly Greater East Africa, has played an increasingly signifi cant role in United States (US) national security strategy. Transnational security threats and political authoritarianism continue to plague the region, creating calls for greater US and international involvement. Before reacting to the situation, however, it is prudent to pause, reflect, and understand that the United States developed strategic relations with nation-states in the region well before contemporary concerns for international terrorism and ungoverned spaces entered the strategic lexicon. Toward a more comprehensive understanding of Greater East Africa's strategic history, this paper examines the core strategic relationship in the region, US-Kenya relations, its origins and implications, and offers policy recommendations that will affect future international security.  相似文献

Significant nuclear reductions by the United States can affect other states in one of five ways: by directly altering their strategic calculations and postures; by indirectly altering their strategic calculations and postures by affecting the behavior of third-party states; by undermining formal US deterrence commitments; by eroding the United States's perceived ability to provide “informal” deterrence through the maintenance of an active global presence; and by creating normative pressure for states to emulate US nuclear reductions. Only the erosion of “informal” deterrence is likely to affect South Asia; to the extent that significant US nuclear reductions affect South Asia, then, their impact is likely to be destabilizing.  相似文献

The United States faces a series of strategic and policy conundrums as it attempts to promote strategic stability in the Persian Gulf and the wider Middle East. This article examines the relationship between a reduced US nuclear arsenal and strategic stability in the Persian Gulf and the Middle East. It argues that a series of interrelated political and military factors play a much more significant role in regional security and stability than the US strategic arsenal, which has never, with a few extraordinary exceptions, played a direct role in maintaining regional security. The United States has constructed a system of regional stability based on conventional deterrence and defense that has seen it forward base forces at various installations in the region in combination with efforts to arm, train, and equip host-nation militaries. Nuclear weapons have never played a prominent role in this regional system. Evidence presented in this article suggests that there is no compelling reason for the United States to abandon and/or modify the defensive system of conventional deterrence and defense by adding nuclear-backed guarantees to the mix.  相似文献

Becoming a nuclear weapon state and sustaining a militarily credible nuclear weapons capability is far from trivial, especially for medium powers. Such a capability is demonstrated by much more than firing a first test or acquiring significant quantities of fissile material; capability is indicated by factors including weaponization, delivery of weapons, reliability and effectiveness of weapons and their delivery systems, fissile material availability, and nuclear and non-nuclear testing. Files in the British National Archives shed considerable light on the problems faced by the nuclear weapon program of the United Kingdom from 1952 through the late 1960s. The question is whether this experience is unique or if it instead offers insights into the potential problems faced by, or facing, other medium or aspiring nuclear weapon states. The proliferation-related topics highlighted include: fissile material production, nuclear testing, the first weapon, weapon delivery rates, non-nuclear testing, delivery platform problems, and long-term maintenance and capability sustainability. President Barack Obama and an array of other Western leaders continue to assert that the spread of weapons of mass destruction (WMD) to non-state actors is one of most pressing challenges to global security today. Yet, Western efforts to engage governments—particularly governments across the global South—in a practical nonproliferation dialogue have largely yielded disappointing results. This viewpoint examines the need for a new strategy to engage the developing world in nonproliferation programs. It argues that strategies focused strictly on WMD nonproliferation are unsustainable, and ultimately are destined for failure. An alternative “dual-benefit” nonproliferation engagement strategy utilizes the enlightened self-interest of partner governments needed to achieve broad-based buy-in among all partners. In a concluding section, we recommend that the “Group of 8” Global Partnership Against the Spread of Weapons and Materials of Mass Destruction standardize this model of nonproliferation engagement as it sets out to identify and fund WMD nonproliferation capacity-building initiatives beyond the states of the former Soviet Union.  相似文献

Graham Farmelo's new book on the early British nuclear weapon program assembles a fascinating cast of characters in a gripping narrative. It particularly succeeds at illustrating the importance of “atomic energy” imagery in the United Kingdom well before the discovery of fission, and provides nuanced insights into Churchill's handling of issues relating to the atomic bomb and scientific expertise. However, in arguing that the British had a “lead” on the manufacture of atomic bombs that was “lost” to the United States during the early Manhattan Project, the book overstates its case, and in the process misunderstands what it took to make the bomb.  相似文献

The Asia-Pacific is emerging as a critical region in the fight against the proliferation of weapons of mass destruction. The Proliferation Security Initiative (PSI) is an aggressive global strategy designed to interdict the transport of these weapons and associated technologies. However, some observers have suggested that the Asia-Pacific has given the PSI a less than enthusiastic reception. The authors posit a more sanguine view. They caution against taking such a holistic approach to the region. Asia does not speak with one voice when it comes to security, and opposition to the PSI is not as widespread nor deep-rooted as may have been anticipated. In addition, the PSI's informal structure encourages flexibility, enabling states to participate in certain activities while eschewing others that may be technically or politically untenable.  相似文献

In discussing China's January 2007 hit-to-kill intercept of the Chinese weather satellite FengYun-1C, most American analysts sought the “message” for the United States—either by asserting that China's test was a deliberate step toward a comprehensive counterspace capability to offset U.S. conventional military superiority or an attempt to force the United States to the negotiating table on “the prevention of an arms race in outer space.” Chinese officials, after a long silence, eventually claimed the test was an “experiment” that was “not targeted at any country.” We traveled to China several times in 2007 and had a series of conversations with Chinese individuals knowledgeable about the history of this particular antisatellite program and with access to information about the decision-making process prior to and after the final test. These discussions were off the record, not for attribution, given the sensitivity of the subject. They reflected the views of some of the key institutions involved in the test from the State, the Communist Party, the People's Liberation Army, and aerospace experts involved in debris calculations. The information conveyed to us suggests that American commentators tend to place much greater importance on the United States as a driver in China's decision to develop the technology and conduct the test than do the Chinese.  相似文献

This article explores the potential impact of U.S. disarmament leadership on the nuclear diplomacy of North Korea and Iran, the “defiant states.” The first part of the article introduces the concept of “interaction capacity,” which measures a state's integration into international society, based on its physical communication systems and its adoption of shared norms. The theory predicts that lower levels of interaction capacity will generate a greater propensity for nuclear defiance, as the affected states reject and try to resist integration pressures. In the second and third parts of the article, this conceptual framework is applied to the cases of North Korea and Iran. The analysis suggests that efforts to reassert U.S. disarmament leadership could increase the alienation of North Korea and Iran, leading to provocation and escalation of nuclear tensions. The final part of the paper explores the policy implications of this analysis for the potentially defunct six-party talks, for hopes of renewed negotiations with Iran, and for the 2010 Review Conference of the Treaty on the Non-Proliferation of Nuclear Weapons.  相似文献
