Abstract

The war on al-Qaeda and its affiliates appears to be endless but every war must end. Winding down the conflicts in Afghanistan and Iraq has been difficult, but both were embedded in what was then called the ‘war on terrorism.’ What does ‘success’ in that war mean? With the death of bin Laden and the increase in drone operations, how far is the US from achieving it? Can this war end? The article analyzes the ongoing US response to the 9/11 attacks in historical context, revealing four patterns common to all prolonged wars: means become ends, tactics become strategy, boundaries are blurred, and the search for a perfect peace replaces reality. It concludes by laying out an effective strategy for ending the war.  相似文献

The books under review here, by Robert F. Hannigan, John A. Thompson, Trygve Throntveit, and Adam Tooze, offer an interpretation of Wilsonian internationalism and what happened to it in the 1920s. For Tooze and Hannigan, Wilsonianism was primarily a project to attain American predominance in the world. For Throntveit, Wilsonian internationalism constituted a pragmatic yet radical effort to end competitive power politics. Thompson disagrees with these arguments and asserts that the key to understanding US policy lay in how US leaders conceptualized American power. Thompson’s interpretation is especially compelling in explaining why the United States failed to engage itself more assertively in international affairs in the 1920s – a failure Tooze suggests undermined the viability of the postwar international system.  相似文献

In modern warfare at and from the sea, logistics are crucially important to the implementation of strategy and conduct of operational campaigns. Between August 1943 and March 1944, a British joint service mission led by Major-General John Lethbridge travelled to North America, the Pacific, and India to study the organisation, equipment, and methods necessary for coming offensive operations against Japan. The British obtained valuable information from the Americans and connected with those countries of the British Empire most directly involved. The Lethbridge Mission's progress and findings informed evolving Admiralty planning for supporting naval forces to be sent to the Indian and Pacific Oceans in pursuance of British wartime strategy.  相似文献

Most historical accounts of the atomic bombings of Japan show little interest in Britain's explicit authorization for the attacks. Meanwhile, the few historians who have attempted to explain it rely on a unitary, rational actor model of the British state that is misleading. This article demonstrates that high-ranking British officials became anxious early on about the strategic consequences of a peremptory use of the new weapon. Therefore, especially over the course of 1944 they sought to engage Washington on the linked questions of the bomb's wartime use and its postwar control. However, these officials' initiatives were rebuffed by Prime Minister Winston Churchill, who paved the way to the bombings based on a fervent desire for Anglo-American integration, and on a dim understanding of the bomb's revolutionary potential.  相似文献

This article re-evaluates the origins of the armistice of November 1918, drawing on German, French and British primary sources and on insights from work by political scientists on war termination. It examines why the German government decided to request a ceasefire and why the US, Britain and France decided to grant one. At first sight these decisions appear paradoxical in the light of the military-political situation at the time. In accounting for them the article stresses (on the German side) the campaigning on the Western Front over the previous months and (among Germany's opponents) the diplomatic tensions between Washington, London and Paris. Between them these considerations caused an unexpected and temporary convergence of perceived interests in favour of ending the conflict.  相似文献

The United States and Al Qaeda represent two fundamentally different forms of warfare. The US, with its basis in the Western way of warfare, relies on an almost totally instrumental form of warfare and Al Qaeda, with its basis in the Islamic way of warfare, fights an expressive, existential form of warfare. This paper illustrates how both sides' ways of warfare are converging toward each other. It also argues that this is in fact a good thing because it will allow the US to understand its enemy and thereby allow the US to defeat him in terms he can understand.  相似文献

During World War I the military campaign in Mesopotamia placed enormous demands on local man- and animal power to provide the logistical resources vital to its conduct. This required the British civil and military authorities to construct a wartime state apparatus that filled the administrative vacuum left by the retreating Ottomans and made possible its downward penetration and mobilisation of local resources for the war effort. This article examines the interaction of politics and logistics in Mesopotamia and views the enhanced wartime levels of resource extraction in light of the British attempts to codify their presence in the country after 1918 and the nationalist backlash that resulted.  相似文献

Abstract

This article reviews the five volume series, published by Cambridge University Press, on the history of total war from the American Civil War and Wars of German Unification to World War II. The discussion focuses on two questions: how to define total war; and is total war a useful conceptual tool for understanding warfare during this period? Although the editors were unable to come up with a definition of total war, they did identify elements or tendencies that together contributed to the growing totalization of war during the nineteenth and especially twentieth centuries. Regarding the second question, the editors suggest that total war is best thought of as an ideal type, one to which reality can approach but never reach. If this use of total war facilitates comparison between wars (and different aspects of one war) by providing a common standard, it leaves open the question of how to undertake such a comparison.  相似文献

This is a biographical analysis of Stepan Stebelski (‘Khrin’) and his time in the Ukrainian Insurgent Army. His military command is an example of classic insurgency tactics and strategies. He was trained in underground tactics before the Second World War, used his image very effectively during his time in the UPA, and used his knowledge of the terrain to become an exceptional enemy against Soviet and Polish authorities.  相似文献
