基于信息论的信息共享质量评估研究

如何度量编队作战中信息共享的质量,是一个值得研究的新课题。根据信息论的知识,从信息的产生概率和不确定性方面出发,建立了仅与节点的状态概率有关的双节点和网络信息共享的质量评估模型,并通过仿真得出了结果。     

The prediction formula and a risk-based sensor scheduling method in target detection with guiding information

Sensor scheduling is used to improve the sensing performance in the estimation of targets' states. However, few papers are on the sensor scheduling for target detection with guiding information. This letter can remedy this deficiency. A risk-based target detection method with guiding information is provided firstly, based on which, the sensor scheduling approach is aiming at reducing the risk and uncertainty in target detection, namely risk-based sensor scheduling method. What should be stressed is that the Prediction Formula in sensor scheduling is proposed. Lastly, some examples are conducted to stress the effectiveness of this proposed method.     

信息技术与中国远距离教育合作体系的建设

现代信息技术所引起的远程教育的变化是革命性的,由此产生了全新的现代网络大学.中国的普通高校、成人高校和广播电视大学都将参与进去,这是它们发展的新机会,也是新的挑战.我国教育的发展方式正由外延的数量扩张型转入内涵的规模质量型,整个教育系统以及远程教育的发展需要组织创新,而最重要的是加强教育合作.从教育改革、特别是课程改革的要求看,广播电大与普通高校的合作应以课程的开放管理为基础,建立具有融洽性、通用性、灵活性、整体性和可操作性的合作关系,目标是给求学者以充分选择的自由性和再选择的变通性.只有在这种开放课程的合作模式中,广播电大才有可能成为中国远程教育的主角之一.     

一种含工作流Web信息系统的访问控制模型设计实现

包含工作流的Web信息系统是目前较为流行的一种系统应用模式。针对现有TRBAC模型在此类系统应用中存在的控制数据冗余、效率低下等不足改进提出了一种新的访问控制模型,该模型将RBAC与TRBAC进行结合,并按操作级别对角色与权限进行划分,通过引入流程历史信息等约束条件实现动态授权中操作权限与执行上下文的紧密关联,较好地实现了动、静态授权的分离,在保证系统安全的同时降低了访问控制策略的复杂度,为此类系统访问控制策略的制定提供了一个基本的参考性框架。最后以基于Web的办公自动化系统为例描述了模型在应用中的实现方案。     

国防工程智能信息系统效能评估研究

在简要介绍国防工程智能信息系统组成和功能的基础上,提出了系统效能评估指标体系,分别用BP神经网络和AHP法建立了国防工程智能信息系统效能评估模型,并对系统的设备监控管理能力进行了评估。仿真结果表明,BP神经网络法克服了传统评估方法精度低、模型复杂和计算量大的缺点,可将以往的专家经验知识进行分析学习,能够实现实时方便的在线评估;AHP法对多层次的指标体系具有较强的处理能力,但是存在指标权重确定主观性强,计算量大的问题。

文章阐述了信息栅格的基本概念,探讨了信息栅格技术的产生动因、发展趋势及其在军事方面的应用,分析了信息栅格技术的典型———美军的全球信息栅格(GIG)。     

Cyber War Will Not Take Place

A large collection of captured documents from the very highest levels of the Iraqi government offers a chance to gain insight into why Saddam Hussein was unwilling and unable to alter his strategy on the eve of the 2003 war that toppled his regime. This paper explores some of the perceptions and misperceptions that Saddam Hussein took away from the 1991 Gulf War and shows how they affected his decisionmaking on the eve of the war in 2003. It concludes with some thoughts on the policy implications of these findings.     

The Naval Intelligence Underpinnings of Reagan's Maritime Strategy

Washington's so-called Maritime Strategy, which sought to apply US naval might against Soviet vulnerabilities on its maritime flanks, came to full fruition during the 1980s. The strategy, which witnessed a major buildup of US naval forces and aggressive exercising in seas proximate to the USSR, also explicitly targeted Moscow”s strategic missile submarines with the aim of pressuring the Kremlin during crises or the early phases of global war. Relying on a variety of interviews and newly declassified documents, the authors assert that the Maritime Strategy represents one of the rare instances in history when intelligence helped lead a nation to completely revise its concept of military operations.     

Investigating optimal replacement of aging air force systems

An availability‐oriented approach has been developed to decide when to replace an aging system. For an existing system, it is optimal to operate another year if and only if the incremental cost per available year is less than the lifetime average cost per available year of a new aircraft. We illustrate our approach using United States Air Force KC‐135 tanker data. In demonstrating our approach, we find it will be optimal to replace the KC‐135 by the end of the decade.     

防空指挥控制系统情报融合能力测试空情设计

针对防空指挥控制系统情报融合能力测试需要,重点研究了测试空情设计问题。具体论述了防空情报融合的目的和评判准则,基于提出的评判准则分析了测试空情设计策略和步骤,设计了测试空情基本用例,开发设计了测试系统。经仿真测试,测试系统能较好地满足空情设计需求,支持防空指挥控制系统情报融合能力测试。
