Stein–Chen approximation and error bounds for order fill rates in assemble‐to‐order systems

Assemble‐to‐order (ATO) is an important operational strategy for manufacturing firms to achieve quick response to customer orders while keeping low finished good inventories. This strategy has been successfully used not only by manufacturers (e.g., Dell, IBM) but also by retailers (e.g., Amazon.com). The evaluation of order‐based performance is known to be an important but difficult task, and the existing literature has been mainly focused on stochastic comparison to obtain performance bounds. In this article, we develop an extremely simple Stein–Chen approximation as well as its error‐bound for order‐based fill rate for a multiproduct multicomponent ATO system with random leadtimes to replenish components. This approximation gives an expression for order‐based fill rate in terms of component‐based fill rates. The approximation has the property that the higher the component replenishment leadtime variability, the smaller the error bound. The result allows an operations manager to analyze the improvement in order‐based fill rates when the base‐stock level for any component changes. Numerical studies demonstrate that the approximation performs well, especially when the demand processes of different components are highly correlated; when the components have high base‐stock levels; or when the component replenishment leadtimes have high variability. © 2012 Wiley Periodicals, Inc. THE NUCLEAR WEAPON STATES

The nuclear weapon states (NWS) have different perspectives on the desirability and feasibility of a world without nuclear weapons. A review of each of the current nuclear doctrines, postures, and disarmament policies of the five NWS shows that there is a clear divide between them, with some showing relatively determined leadership (the United States and the United Kingdom) and others expressing skepticism, if not complete disinterest (France, Russia, and China). Nevertheless, the prospects for progress on disarmament by the NWS at the 2010 Review Conference of the Treaty on the Non-Proliferation of Nuclear Weapons remain reasonably good. Yet complete success will require much time as well as sustained and applied efforts from the NWS, first and foremost to improve their performance as international security guarantors.     

Regina Maris and the Command of the Sea: The Sixteenth Century Origins of Modern Maritime Strategy

The concept of the command of the sea has its roots in medieval notions of the sovereignty of coastal waters, as claimed by several monarchs and polities of Europe. In the sixteenth century, a surge of intellectual creativity, especially in Elizabethan England, fused this notion with the Thucydidean term ‘thalassocracy’ – the rule of the sea. In the light of the explorations of the oceans, this led to a new conceptualisation of naval warfare, developed in theory and then put into practice. This falsifies the mistaken but widespread assumption that there was no significant writing on naval strategy before the nineteenth century.
