Historical and Political Background to the Erosion of the Rule of Law and Human Rights During Sri Lanka’s Civil War and the Way Forward

The Sri Lankan Civil War (1983–2009) is regarded as a violent reflection of deepening divides along political and ethnic lines. During this civil war the Sri Lankan Government and its security forces have been implicated in unlawful killings carried out in a pervasive manner against civilians, whilst at the same time specifically targeting ethnic Tamils, humanitarian workers and journalists. The human rights of all citizens suffered as a result and ultimately led to the weakening of the rule of law. With the end of the civil war, the Sri Lankan Government has made little progress in providing accountability for wartime abuses. Its absence of and reluctance to ensure justice is seen as a logical culmination of decades of impunity. The importance of acknowledging historical behaviour and taking accountability for past violations will be discussed. In an analysis for paving the way to a new democracy in Sri Lanka, the main outcomes of this article are calls for accountability arising out of the government’s actions during the war; an investigation into the present state of human rights, the rule of law and finally; an examination into the political solution going forward to ensure a process of reconciliation and peaceful co-existence.     

Resequencing with parallel queues to minimize the maximum number of items in the overflow area

This article treats an elementary optimization problem, where an inbound stream of successive items is to be resequenced with the help of multiple parallel queues in order to restore an intended target sequence. Whenever early items block the one item to be currently released into the target sequence, they are withdrawn from their queue and intermediately stored in an overflow area until their actual release is reached. We aim to minimize the maximum number of items simultaneously stored in the overflow area during the complete resequencing process. We met this problem in industry practice at a large German automobile producer, who has to resequence containers with car seats prior to the assembly process. We formalize the resulting resequencing problem and provide suited exact and heuristic solution algorithms. In our computational study, we also address managerial aspects such as how to properly avoid the negative effects of sequence alterations. © 2016 Wiley Periodicals, Inc. 基于激励机制的装备采办风险总量控制

针对装备采办中的风险总量控制,提出一种激励方式来提高承包商的积极性。在单目标风险控制模型的基础上,建立了多目标风险控制模型,推导出了激励机制下风险控制的最优合同公式。对激励机制中存在的两类错误进行了理论分析和实例验证,得出了两类错误对收益的影响,并在成本控制中得到了应用,有效地提高了装备采办的质量和效率,为军方决策者在装备采办中提供了合理的参考依据。     

基于察打任务的无人机作战效能评估

首先根据时敏目标打击的特点,分析了察打任务模式下的察打一体无人机的作战使用。然后对评估体系中察打一体无人机的侦察能力与打击能力相关性进行了分析,同时将任务可执行度作为无人机效能评估的一项动态权衡标准,建立了基于察打任务的无人机效能评估模型,并基于效能指标体系建立了各分项模型。最后通过算例验证了模型的可行性。     

基于ARM的LED指挥控制终端的设计与实现

LED显示屏是现代社会发布信息的一种重要方式,通过LED显示屏可以播放视频、文字等不同形式的信息,为人们传达最直观的视觉信息。随着科学技术的不断发展,LED显示屏的应用也日渐广泛,尤其是军事上的应用,比如基于LED显示屏的各种级别指挥控制终端的设计和运用,具有更为深入的研究价值。而ARM处理器是实现LED显示屏控制系统有效运行的基础,主要针对基于ARM的LED显示屏指挥控制终端系统的设计与实现的相关问题进行了探讨。     

新疆兵团中小学双语教育质量调查及对策研究--以兵团第三师为例

双语教育质量是兵团民族教育的关键,直接影响高素质少数民族人才的培养。本文在深入调查的基础上,研究兵团中小学双语教育质量及其现状,通过对影响双语教育质量的各个因素进行分析,总结双语教育中存在的问题,并在此基础上提出加强校本培训和师资队伍建设,完善双语教材及考核评价体系等对策。     

《计算机与信息技术基础》课程分类分层次教学模式的研究与实践--以新疆艺术学院为例

在艺术类入校新生计算机应用能力水平偏低但存在差异的背景下,为提高计算机应用能力水平、信息素养和计算思维能力,进行《计算机与信息技术基础》课程分层教学模式研究,通过调查研究、课程建设等,建立教学目标分层,教学内容分层和教学评价分层,改变传统快慢班或讲授不同课程内容的分层方式,对教学内容进行整合,并进行分层递进教学。

结合当前新疆高校大学生主流文化教育面临的新问题、新挑战,阐述了中国特色主流文化认同的内涵、特征、主流文化认同的理论视域,分析新疆高校大学生主流文化认同教育的特殊重要性,提出加强新疆高校大学生主流文化认同教育的策略选择。     

基于 DoDAF 电子对抗训练导控系统体系结构设计

电子对抗训练导控系统是集电子对抗部队训练导调、指挥、控制、裁决、评估和管理等功能需求于一体的综合性军事信息系统。依据美国防部体系结构框架标准规范,结合电子对抗训练需求,按照结构化的设计方法,对电子对抗训练导控系统体系结构进行了初步设计,包括系统功能定位、指挥关系、指挥流程和接口关系等,希望为系统建设提供参考借鉴。
