利用数据包络理论,建立了以消防经费、出动人员、出动车辆为输入指标,扑救起数、抢救财产、抢救人员为输出指标的公安消防部门绩效评价指标体系。研究表明,数据包络分析方法运用于公安消防部门绩效评价中是切实可行的,丰富了绩效评价方法中采用定量方法分析的种类,将绩效评价上升到了可获得反馈信息的层面,具有推广应用的价值。 相似文献

Soon after India attained its independence from British colonial administration in 1947 the Nagas started waging an armed conflict against India to establish a sovereign independent state in Nagaland in the country's Northeast region. The conflict is today one of the world's longer running and little known armed conflicts. India's central government has tried unsuccessfully to tackle the problem through political reconciliation, use of force, and several development measures. Over the years, it has also undergone several changes in which the situation of conflict deepened whenever India's central government intervened. And yet, the road ahead also faces severe challenges because the demand for bringing the Nagas of India together into a single political entity will not go unchallenged from other ethnic groups. Moreover, a bitter leadership battle divides the Naga rebels and hence any future agreement is likely to be difficult due to factional politics as have happened in the past. Thus one way to satisfy the aspirations of different ethnic groups while protecting the boundaries of the existing states in India is to explore the option of cultural autonomy. Russia has long been pursuing an intended and calculated policy of keeping enough influence in Bulgaria in order to have control over national decisions. Together with the economic, energy, political and information tools used by Russia in its hybrid war against Bulgaria and in its bid to achieve an enduring “state capture,” defence is also a distinct target of Russian subversion now. A list of noticeable subversive actions with tangible effects can be summarised, ranging from fuelling division and manipulating public opinion, preventing the strengthening of the NATO position in the Black Sea, sabotaging defence reform to various options of subverting the modernisation of the Bulgarian Armed Forces and seeking new ways to keep legacy Soviet military equipment in operation as long as possible. AbstractThis article argues that the current conflict in Yemen is better understood as a competition over who controls the state, rather than as a conflict between the state and a non-state actor. It traces the development of the Houthis and shows how the movement managed to seize key government institutions. However, the Houthis lack internal legitimacy and have not been able to position themselves as a nationally relevant political elite. The fragmentation of the Yemeni state has resulted in a shift to more localized struggles over access to resources and power that involve both internal and external actors. 相似文献

Previous studies on the relationship between individual’s enlistment decisions and their personal characteristics examined a number of variables such as age, marital status, gender, family background, geographical background, employment situation and education level. However, attitudes towards working, expectations from a good job and centrality of working are also important determinants in this process. This paper examines the profile of juveniles who seek a career as gendarmerie non-commissioned officers (NCO) in the Turkish Armed Forces and their attitudes and expectations towards working in general within the framework of Meaning of Working (MOW) researches. According to the results of the survey conducted with 500 NCO candidates in Turkey, learning something new, good relations with colleagues and employment guarantee are detected as the main expectations of juveniles who seek a career in military. Results also show that having a job is so important for these young people that they consider having a job even prior to their families. 相似文献

The provisions of the 1999 Constitution, which recognises the existence of a single police force and forbids parallel police organisations, have oftentimes generated controversies among actors in the Nigerian federal polity. Rising insecurity precipitates lingering questions on the utility and adequacy of a single, highly centralised and centrally controlled police force given Nigeria’s geographic vastness and demographic diversity. Conversely, arguments have also dwelt on the dangers of fragmentation considering Nigeria’s psychosocial, economic and political nature. This article attempts to balance these arguments by analysing policing and the operations of the Nigeria Police Force (NPF) through the lens of the subsidiarity principle. Subsidiarity is a governance principle in federations, captured in the founding documents of the European Union (EU), which prescribes that governmental powers, authorities and duties should be held by the tier that can best perform them equitably, efficiently, effectively, suitably and based on interest and need. Drawing largely on interviews with purposively selected police scholars, political actors, civil society organisations and police personnel, the paper contends that this principle offers a pragmatic solution to the perennial problems of intergovernmental frictions on the use of the police within the context of governance in the Nigerian federation. 相似文献
