新形势下警卫部队训练工作探讨

部队战斗力的生成和提高主要依靠平时的军事训练来实现。根据公安警卫部队当前任务实际,着眼新形势下的警卫任务执勤需要,就警卫部队训练对象的层级划分和具体训练目标、训练科目和内容、训练管理体制的建立与完善等问题进行探讨。

针对消防文化的内涵,探讨我国当代消防文化建设的三个切入点：即在消防工作中体现军人核心价值观、消防工作中的战斗精神与革命英雄主义气概、消防工作中的探索精神和创新意识;指出围绕这三个切入点进行消防文化建设的具体原则和措施.

实现军队思想政治教育人文关怀,是改进军队思想政治教育和促进我军现代化建设的重要任务。把人文关怀融入思想政治教育,使军队思想政治教育迈向更高层次,更加科学化。以马克思主义的人文精神及其内涵为基点,提出把人文精神融入军队思想政治教育中,在阐释军队思想政治教育实践人文关怀的路径上,实现官兵的个人发展和军队建设的和谐统一。     

Upstream engagement and downstream entanglements: The assumptions,opportunities, and threats of partnering

This article addresses Western recruitment and management of personnel from non-Western countries in armed forces as part of a strategy of state stabilisation, examining its risks and benefits. ‘SFA’ (Security Forces Assistance) to indigenous forces has long been practised by the West and seems to have returned in recent years in a new form with the creation of armies in Iraq and Afghanistan. However, while providing cheap, proxy substitutes for the West and offering opportunities for state-building, the policy creates its own problems and can have significant, negative consequences.     

基于灰色神经网络的装甲部队油料消耗预测

油料消耗量的精确预测直接影响装甲部队后勤保障能力的提升,而传统预测模型精度不高,应用范围也有一定的局限,难以满足信息化战争精确保障的需要。提出一种装甲部队油料消耗预测的组合模型,对历史油料消耗数据和油耗影响因素进行统计分析,求出各影响因素与油耗量的关联度作为权重系数;通过改进GM(1,1)模型预测某部队下一次军事行动的油耗量;用GM(1,1)模型的预测值、加权后的各影响因素值和油耗实际值训练网络,对下一次想定的军事行动油耗量进行预测。通过平均相对误差计算表明,组合预测模型比单一的GM(1,1)模型预测精度高,能够较好地指导部队进行下一步的油料供管工作。     

Is Russia a revisionist military power in the Arctic?

In contrast with a widespread perception of Russia as an expansionist power in the Arctic, this article argues that Moscow does not seek military superiority in the region. Rather, Moscow's military strategies in the Arctic pursue three major goals: first, to demonstrate and ascertain Russia's sovereignty over its exclusive economic zone and continental shelf in the region; second, to protect its economic interests in the High North; and third, to demonstrate that Russia retains its great power status and still has world-class military capabilities. The Russian military modernization programs are quite modest and aim at upgrading the Russian armed forces in the High North rather than providing them with additional offensive capabilities or provoking a regional arms race. The Russian ambitions in the Arctic may be high, but they are not necessarily implying the intentions and proper capabilities to confront other regional players by military means. On the contrary, Moscow opts for soft rather than hard power strategy in the Arctic.     

Russian military reform: institutional,political and security implications

This critical comment examines the incentives, major priorities, difficulties and first results of the Russian military reform that is being implemented since 2008. The authors conclude that despite numerous drawbacks and barriers to the reformist efforts certain successes can be identified. Particularly, there is a clear shift from the old-fashioned, Soviet-type army to a more compact, mobile, better equipped and combat-ready armed forces that are capable to cope with today's challenges to Russian national security.

推动训练向基于信息系统训练模式转变,是当前开展信息化条件下训练亟待解决的问题.文章从训练理念、训练设计、训练组织和训练考评等方面进行了探讨,以积极稳妥推进合成营战术训练深入发展,实现作战能力整体跃升.     

战术数据链网络同步技术的一种改进算法

现有的Link16网络同步算法,假定了询问与应答报文的传播时间相同,导致E值误差较大。提出一种改进算法,待同步JU相继向网内不同NTR发送询问报文,NTR分别发回应答报文。同时NTR间也发送往返计时报文,通过联立计算,提高时间误差的精度。改进算法的仿真分析结果,验证了新同步算法的可行性和有效性。
