Apart from North Korea, no state's nuclear program in the twenty-first century has raised more concern to international security than Iran's. While Iran insists that its nuclear program is strictly for civilian purpose in line with Article IV of non-proliferation treaty, the USA and its allies insist that Iran has military intentions and called for sanctions. The failure of sanctions to deter Iran from its nuclear agenda had made many scholars and policy-makers call for a preemptive attack on Iranian nuclear facilities. Situated within this debate, this paper positions itself as an antagonist to the preemptive airstrike option and argues that involving India in a possible nuclear “iron curtain” against Iran – a move known as technical isolation – remains the best option to the current nuclear crises. 相似文献

The Middle East is a crucial region for the global nonproliferation regime. In 2010, the state parties to the Treaty on the Non-Proliferation of Nuclear Weapons proposed a conference on a Middle East Weapons of Mass Destruction-Free Zone. The nuclear weapon-free zone model, on which this idea builds, has achieved important results in other regions, but faces especially stark challenges in the Middle East. However, the attempt to apply the boldly imaginative zone approach to the Middle East holds promise for building a more inclusive dialogue on nonproliferation and regional security. 相似文献

The second session of the Preparatory Committee for the 2015 Review Conference (RevCon) of the Treaty on the Non-Proliferation of Nuclear Weapons (NPT) highlighted two issues in particular—progress toward a Middle East Weapons of Mass Destruction–Free Zone and the Joint Statement on the humanitarian impact of nuclear weapons—that may not only greatly affect the health and vitality of the NPT and the 2015 RevCon, but possibly also have implications for the international nonproliferation regime as a whole. Some of the most active arms races are taking place between developed and less developed countries. The inability of less developed countries to compete financially, as well as technologically, with developed countries may be forcing the former to acquire terror weapons (TWP). The Iran–Iraq war in the 1980s and the events of 9/11 proved that the use of TWP is no longer a mere threat; there are several organizations and countries that will not hesitate to use them. This study develops a model of resource allocation in an arms race between a developed country that is characterized by state‐of‐the‐art technology and high GDP, and a less developed country whose technological capability and GDP are much lower. The model is used to predict the optimal mix of weapons of the two countries that are engaged in the arms race. Applying the model to the arms race between Israel and Syria demonstrates its use. 相似文献

Minimum deterrence is a compromise, or halfway house, between nuclear abolition or nearly zero and assured destruction, the dominant paradigm for strategic nuclear arms control during and after the cold war. Minimum deterrence as applied to the current relationship between the United States and Russia would require downsizing the numbers of operationally deployed long-range nuclear weapons to 1000, or fewer, on each side. More drastic bilateral Russian–American reductions would require the cooperation of other nuclear weapons states in making proportional reductions in their own arsenals. In addition, US plans for European-based and global missile defenses cause considerable angst in Russia and threaten to derail the Obama “reset” in Russian–American relations, despite the uncertainties about current and plausible future performances of missile defense technologies. 相似文献

International law clearly requires an imminent threat of attack as a justification for the preemptive use of military force. However, the standard definition of an imminent threat was derived centuries before the development of nuclear, chemical, or biological weapons or ballistic missiles and other delivery systems that can reach their targets in a matter of minutes. Any use of force to alleviate threats posed by weapons of mass destruction (WMD) prior to tactical warning of the actual launch of such weapons falls into the legally and ethically controversial category of “anticipatory self-defense,” leaving decision makers potentially liable to prosecution for war crimes. Effective and ethical enforcement of nonproliferation therefore demands a standard for imminence of threat broad enough to allow military action as a last resort but sufficiently restrictive to prohibit indiscriminate action against suspected WMD programs. Following a critical review of selected literature and cases on preemption, the author proposes a new standard for preemptive military action: the existence of operational WMD, or a clandestine program to develop WMD, in contravention of international law. The author discusses the implications of this new proposed standard, which at the time of writing would permit preemptive attack against WMD-armed terrorist groups but prohibit it against all states except Iran and possibly North Korea. 相似文献
