军民融合产业创新集群的形成

在军民融合发展战略与创新驱动发展战略深入推进进程中,军民融合产业创新集群成为军民融合产业发展的重要创新形式,其形成问题研究更是对其发展与演化具有重要影响。以军民融合产业创新集群的内涵着手,通过刺激—反应模型与演化博弈模型,分析其形成过程与促进措施。研究表明,军民融合产业创新集群作为复杂适应系统,创新主体的适应性能力及其内在关系是集群形成的关键所在;为使合作创新行为成为演化博弈的稳定策略,从合作创新能力系数和合作创新成本、拥有的创新资源以及政府资金支持三个方面剖析集群形成的促进作用,对军民融合产业创新集群的发展与演化研究奠定基础。     

线性调频连续波雷达低空小目标长时间相参积累方法

针对小型无人机目标雷达回波弱、目标检测难的问题,研究了在线性调频连续波(linear frequency modulation continuous wave, LFMCW)体制雷达下的长时间相参积累方法。通过推导LFMCW雷达回波表达式,提出了基于时域差频信号线性调频-Z变换的拉东-傅里叶变换实现方法。评估了该方法的运算量,并与频域实现的方法进行对比。经过仿真和实测数据验证了本文算法对LFMCW雷达下的弱目标相参积累的有效性。     

Analysis of the effect of bore centerline on projectile exit conditions in small arms

Most finite element models of small arms focus on an idealized barrel, typically one with a perfectly straight bore centerline. Using five different experimentally measured bore centerlines, this investigation analyzes the effect centerline nonlinearity has on projectile exit conditions. This includes the effect of rotating a centerline through several orientations. Modeled using Abaqus/Explicit, this dynamic analysis simulates a single firing cycle for each centerline. Projectile jump is calculated for each model as a measure of the effects of warped centerlines. The warped centerlines have a small effect on barrel dynamics.

军民融合式发展是实现富国与强军相统一的必由之路,也是增强国防动员潜力、提高国防动员能力的有效途径。在新的形势下推进国防动员建设,必须进一步强化军民融合观念,完善军民融合机制,提高军民融合层次,增强军民融合实效,努力促进动员潜力随经济实力同步增长、动员能力随需求拓展不断提升,实现经济效益、社会效益与国防效益有机统一。     

飞机电磁弹射系统发展及其关键技术

总结论述了美国和英法国家的飞机电磁弹系统工程化应用研制的发展状况,综述了电磁弹射用直线电机的方案选型设计、仿真技术、性能优化和控制方法等方面的关键技术和研究现状,针对电磁弹射技术的发展前景和应用给出了相关建议,为国内电磁弹射相关技术的发展提供了借鉴。     

侧贴碳纤维布加固连续梁非线性有限元分析

为研究不同初始荷载作用下侧贴碳纤维布及侧贴预应力碳纤维布加固钢筋混凝土连续梁的加固效果,采用有限元分析软件ABAQUS对其进行数值模拟,并将有限元分析结果与试验结果对比。有限元分析表明：钢筋混凝土连续梁的加固效果受初始荷载的影响,初始荷载越小,加固效果越好;对纵向侧贴碳纤维布施加预应力,能够大幅提高钢筋混凝土连续梁的抗弯承载力,与未加固梁相比其抗弯承载力提高了65%以上;有限元计算结果与试验结果的荷载-挠度曲线吻合较好,两者的抗弯承载力相差不超过10%。所得结果可以为类似加固设计和试验提供参考。     

高超声速飞行器中若干气动难题的实验研究

回顾了近几年本研究团队在高超声速飞行器若干气动难题方面的实验研究进展。在边界层转捩方面,测量了边界层转捩现象,研究了攻角效应对圆锥边界层转捩的影响,获得了边界层转捩的脉动特性以其对飞行器表面热流和摩阻的影响。在激波-边界层干扰方面,分析了突起物形状变化对流动特性的影响,研究了复杂外形的流动特性。     

SECURITY GOVERNANCE IN SOUTH AFRICA

In the ten years since the establishment of South Africa's first inclusive democratic government, an ambitious, extensive and systematic process of reform has been carried out in the governance of security. The process is widely regarded as having been successful and a model for other processes of ‘security sector reform’ in the context of transitions from authoritarian forms of governance to democratic ones.

That this been achieved with hardly a shot fired in anger is a remarkable achievement and a credit to visionary political leadership as well as organisational capacity, in other words to effective security governance.

At the same time, progress has been uneven and sometimes fragmentary, policy intentions and commitments have not always been translated into practice, the end results have not been to everyone's liking, and transformation has engendered its own pathologies. Thus several challenges remain in improving security governance.

This article provides a broad overview of the roles played by the various actors in the governance of the security sector, including the executive, parliament and civil society. It examines the main policy frameworks and touches on organisational transformation, because it is impossible to deal with governance in isolation from these issues. Policy processes and the frameworks they give rise to—in particular—are critical for effective governance. This article deals with the defence, safety and security and intelligence fields. A comprehensive overview would need to include the governance of criminal justice and foreign policy. The article does not seek to make an overall evaluation of governance, but to identify achievements, shortfalls and challenges.     

Regional integration and nuclear energy in Africa

African states are hampered by unreliable electric energy that has not complemented economic development efforts. Recently, several African states announced plans to pursue nuclear energy in the future. However, several challenges remain for these states, notably insecurity and financial deficiencies. This paper proposes the use of regional integration arrangements to address these challenges faced by African states, as a way of complementing other efforts enabling African states to obtain nuclear energy. The existence of these arrangements and their institutional mechanisms can enable African states to enhance security and cost-effectively develop nuclear power infrastructure.     

面向信息整合的军用数据中心研究

针对未来多样化军事任务对数据服务需求,在充分研究军用数据异构、分散存储、服务方式多样等现状的基础上,分析了数据应用的能力需求,提出了面向信息整合的军用数据中心技术架构与组成,阐述了该架构的特点以及关键技术,很好地解决了现有数据服务存在的问题,为未来军用数据工程建设奠定基础。
