How might Democratisation Affect Military Professionalism in Africa? Reviewing the Literature

The search continues for methods to improve security for development in Sub-Saharan Africa. One of the important actors in this security arena is Sub-Saharan African governments’ armies. Much of their capability to meet security challenge depends on how militarily professional they are. The wave of democratic evolution in Africa since 1990 also affected military professionalism. This article reviews three models for assessing how democratisation might affect military professionalism in Sub-Saharan Africa, with special attention to post-conflict states. This should make it possible to decide which analytical methods are most appropriate to measure military professionalism in the particular circumstances of Sub-Saharan African post-conflict democratisation. Depending upon the particular nation-state in question, this decision on analytical methods may be useful for other Sub-Saharan states as well.     

Towards a Humanitarian Military Ethics: Moral Autonomy,Integrity and Obligations in the British and German Armed Forces

Humanitarian operations may pose challenges to which armed forces prepared for warfighting seem rather ill-equipped. It is the aim of this article to examine in what way military ethics should be adapted to humanitarian tasks. Two ideal types of military ethics are defined here: warfighting and humanitarian. The warfighting ethic is supposed to maximise the utility of the military in war and combat and to that end utilises the virtues of loyalty and honour. In contrast, humanitarian obligations require to a larger extent the development of personal integrity and an ability to follow one’s own conscience. The adaptation of military ethics is demonstrated in the case studies of the UK armed forces and the German Bundeswehr. Whereas the moral code of the UK armed forces remains anchored in the principles of the warfighting ethic, the case of the Bundeswehr presents a military ethic closely approximating the humanitarian ideal type.

许多国家和国际性科学组织在科研诚信建设方面都开展了大量工作。目前,国内对于国外这方面的做法和经验,特别是近年来的最新实践只有零星的报道。文章比较全面地介绍国外科研诚信建设的主要发展动向和各国面临的一些共同挑战,进而分析提出其对我国科研诚信建设策略的启示,并就今后应加强的若干方面工作提出建议。     

建筑太阳能光电热一体化系统的瞬态性能模拟

利用TRNSYS软件对重庆夏季建筑屋顶太阳能光电热一体化系统进行瞬态模拟分析计算,得到系统瞬时发电量与一段时间内累计发电量,光电热模块瞬时进出水温度与太阳能平板集热器瞬时进出水温度,系统一段时间内光电热模块累计有效得热量与一段时间内太阳能平板集热器累计有效得热量,系统的光电转换效率、光热转换效率以及太阳能综合利用效率。结果表明,建筑屋顶太阳能光电热一体化系统是重庆地区建筑太阳能光电热一体化系统适宜的型式。

大型商业性建筑安全疏散策略研究

近年来,大型商业性建筑火灾事故时有发生,造成了重大损失,火灾发生时如何提高人员的疏散效率是降低伤亡率的要素.通过对大型商业性建筑火灾危险性和疏散中存在的问题进行分析,结合实际从设置消防救援窗,严格划分防火分区,合理设置疏散楼梯和安全出口,制定安全疏散预案,加强消防安全培训,充分利用声光报警等方面论述了优化大型商业性建筑人员疏散效率的策略.     

外廊及室外平台作为安全出口的可行性分析

以大型商业综合体为例,对大型商场内建筑中部的疏散楼梯难以直接通向室外这一问题进行分析,提出将通向外廊和室外平台的出口计入安全出口,并对其可行性、设计方案及采用该设计方案时应注意的问题进行了探讨.结果表明,当外廊和室外平台满足一定的条件时,可将其计入安全出口.     

Minimizing Public Sector Corruption: The Economics of Crime,Identity Economics,and Money Laundering

Abstract

This paper offers a simple strategic framework to help governments identify various policy mechanisms to minimize public sector corruption. The paper offers a formal model that blends the economics of crime with identity economics and money laundering. It presents a partial equilibrium framework that focuses on a representative public official engaged in a mix of legal and illegal effort. The model introduces various levers a government might use to impact the costs and benefits of illegal effort. The ultimate goal is to help turn volatile vicious cycles of political instability, into steady virtuous cycles of stability, growth, and sustainable development.
