论我国高校协同创新的改进与完善

高校协同创新是指高校与科研机构、企业、政府之间,围绕国家重大科技项目和各行业关键技术,投入各自优势资源,合作攻关,力求取得重大突破的创新性活动。高校协同创新具备动态性、多元性、融合性、持续性的特点。要改进和完善我国高校协同创新,需要创建良好的协同创新组织方式、培养协同创新的思想观念、形成良好的创新型人才培养机制。     

新疆高校地方特色课程对大学生文化观的影响研究

《新疆历史与民族宗教理论政策教程》是最具有中国特色、新疆地方性特色的课程,开设此课的目的是为了提高大学生思想、牢固树立马克思主义"五观"理论。为了解课程对大学生文化观的教育效果,选取民族班大学生进行研究发现,课程开设后,少数民族大学生的多元文化观显著提高了。居住格局、家庭语言交流类型、上大学前的学习模式等个体变量会影响文化观的提高程度。     

兵团职工家庭教育投资行为影响因素分析——基于兵团农六师459份问卷调查

家庭教育投资行为决定着孩子的未来,文章通过459份问卷调查,从影响家庭投资行为的经济收入、教育投入、教育观念、教育方式、家长受教育年限、家庭子女受教育距离、子女的数量等因素进行统计分析,结果表明:家长受教育年限越长,家庭教育投资行为呈显著正相关,家庭中子女数量对家庭教育投资呈负影响。

ANALYSIS OF CONFLICT WITHIN A CONTESTED LAND: THE CASE OF KASHMIR

This paper considers the case of Kashmir to examine the relation between the people of the contested land (Indian-occupied Kashmir) and one of the nation states claiming it (India, in this case) in a game-theoretic framework. The motivation for this paper was whether it was possible to rationalize the lack of democratic space in Kashmir, relative to other states in India (especially since the founding fathers of the country had announced such democratic practices to be the guiding principles of the new nation) and at the same time, a highly rigid stance of the Indian Government on the Kashmir issue. An otherwise standard political economic model is used to capture how the way in which citizens determine their allegiance to one or the other nation state (India or Pakistan) can, in turn, affect the nation state's (India's) policies towards the contested land. I conclude that if the Indian Government perceives allegiance of the citizens to be determined primarily by partisan preferences of the citizens, not so much by their preferences for policies, then the government rationally concentrates on minimizing its disutility due to deviations from its ‘most-favorite' policy. This understanding rationalizes the policies of the Indian Government towards Kashmir. More importantly, it points towards areas that need consideration for any peace-making process to take-off.     

Private security contractors and international humanitarian law—a skirmish for recognition in international armed conflicts

In recent international armed conflicts private security contractors (PSCs) have played an ever increasing role and military advisors and tribunals are facing the dilemma of assessing the primary and secondary status of PSCs under international humanitarian law. In this article the misconception that PSCs are necessarily mercenaries will be dispelled. The possibility that PSCs might be categorised as combatants or civilians will then be explored. The conclusion is that where they are incorporated into the armed forces of a state, PSCs might attain combatant status. However, given that states are reluctant to formally incorporate PSCs into their armed forces, they will most likely remain essentially civilian. Their degree of participation in hostilities will determine whether they retain their immunity under international humanitarian law from attack and prosecution (as civilians) or whether they are rendered unlawful belligerents.
